Site _Description: The site sits to the south of Highway 6 & 24 6e6een-Eh'e ;effroad and the colorado river. (See map page!D. The site has an existing gravel pit and concrete batch p1ant. The site also contains an office for the gravel operation. The overall character of the site is industrial. The adjacentproperties are also industrial in nature. The City of Rif1e pumping station sets to the west of the site. Casey Concretesits to the east and Golden Bluff Enterprises sits to the north.Residential sites do sit within L/4 of a mile of the siEe. These include Cottonwood Springs Mobile Home Park and the Scott ProPer tY . B. Pro;[ect Description: The applicants propose to install a casEingplant and provide an area for the storage of the concrete forms. In addition, the applicants are requesting approval to allow asphalt batch plants to locate orl the site on an intermittent bas is. I I I .I,TAJOR CONCERNS AND ISSUES Review Agency Comments:1. Colorado_oepartuent of Health, Air Quality Division A Tetter-GEea-January-I9;fgE4' was recefteA-Erom scottI,tiller of the Colorado Department of Health. (see Ietter page_ /4__) . Mr. MiIler pointed out that casting plant operations would have an insignificant effect on airquality. He also pointed out that since no specific asphalt batch plants had been identified for the operationthat he could noL make a determination on air quality. Hestrongly suggested that no permits be issued from the County until air quality permits had been obtained. lltr .Miller also makes reference to the advances in air qualitycontrol over the last few years. In a telephone conver- sation, Mr. Miller indicated that plants permitted afterApril 5, L975 have inuch stricter regulations and are more effective in terms of controlling air quality. Rifle Mr. Brent Beanr the planner for Rifle, indicated in a letter dated January 24,L994 (see paqe fi ), that Ehe town of Rifle had no specific iront6ils wftfr the proposal. With regard to traffic Loncerns, he pointed out that the roadway (ttwy 6 & 24) had been improved last falI lo provide a center turn lane at the intersection of County Rd. 2L0 and the entrance to Mobil Pre-Mix. B. Staff Comments l. Applicants have an aceess agreement dated 1889 with the D.R.e-.n.n. This lras purchased f rom Charles Todd who originally owned the Mobil Pre-ttix property. Another agreement dated 1982 give the applicant a 16' wirle pr ivate roadway and crossing. 2. The total area that would be used of the 45 acre site for the casting plant and storage area and the asphalL batch plant is apProximatelY 6.4 + acres. 3. Although, the property owned by Mobil Pre-Mix does si! below the grade of the highway, the plants will be visible from 6 & 24. The two plants (asphalt and casting) will be located to the north sicle of the property. This will put them relatively close to the railroad right-of-way and the highway 6 & 24 r ight-of-way. 4. The surrounding area consists of the following: Northeast - (L/4 mile) Cottonwood Springs Mobile t{ome Park South (1/4 mile) Scott ProPertYEast CaseY Concrete West CitY of Rif1e PumPing station North Golden Bluff Enterprises and the Lee Johnson ProPer tY . 5. The access to the l,lobile Pre-l'lix site was improved last faII by adding acceleration and deceleration lanes on Highway 6 & 24. It is noted in the application that there has not been an accident at the intersection of Highway 6 & 24 and the operations driveway in the past 23 years that the gravel pit and concrete batch plant have been in operation. 6. The request is for intermittent use of various asphalt batch plants. Because there is not one permanent plant and operator involved, a temporary permit of 5 years seem more appropriate than a permanent Special Use permit. The applicants may reapply for another permit after the 5 year permit expires. 7. The applicants anticipate that the operations wilI require approximately 45 oneway vehicle trips per day (35 trips for the asphalt plant and 10 for the casting plant). IV. FINDINGS 1. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submiEted and that all interested parties were heard at that hearing. 2. 3. 2. That the proposed land use will be compatible with existing and permitted land uses in all directions. 3. That for the above stated and other reasons, the proposed zoning is in the best interest of tl:e health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. V. RECOMMENDATION on FeEruary-6; 1984, the Planning Commission recommended approval of the request for a Special Use Permit to operaLe a casting plant and storage area and asphalt batch plants on an intermittent basis with the f ollowing corrditions: 1. A11 proposals of the applicant shall be considered condiLions of approval unless stated otherwise by the Board of County Commissioners. 2. This Special Use permit shall be valid for a period of 5 years. 3. OnIy one asphalt batch planL shall be allowetl at one time. 4. The total number of vehicle trips per day (one way trips) generated from the casting plant and the asphalt batch plant shall not exceed 45(35 vehicle trips-for the asphalt plant and 10 for the casting plant ) 5. The asphalt batch plant that uses this location must have Colorado Department of Health emission permits approved after April 5, L975. 6. The Colorado Department of Health air quality emissions permit and the notice of relocation for the plant must be submitted to and approved by the Department of Development prior each asphalt batch plant beginning operation. 7. The applicant must provide, in writing, to the Department of Development, the anticipated operation period of each asphalt batch plant prior to its operation. 8. Any permits required by other State and Federal agencies must be submitted prior to start up of the casting plant and or any asphalt batch plant at this location. 9. Unfor- tunately, air quality impacts from asphalt production vary greatly depending on the design and age of the asphalt plant' As noted in the past, great advances have heen made in air pollution control- technology in the l-ast few years. Since Mobil-e Premix does not specify an actual asphalt plant it is assumed to be an existing pl-ant. In this case a new Air pollution Enission Perrrit may not be required. A seasonai operation w'tll also generate varying peak traffic loads on H'ighway 6 & 24. This roadway has been ilidened to provide a center turn lane at the intersection of Couniy Road 210 and the entrance to Mobil Premix.
