The Board will recall the necessity of continuing the hearing concerning the modifications to the
ONeal's conditionally approved SUP request, was to allow the applicants time to solidify their water
supply proposal and obtain additional information regarding the daily, per animal, water and waste
water requirements. Please refer to the previous ADDEND(lM for a discussion of the proposed
modifications.
According to the American Boarding Kennels Association (ABKA), the amount of daily, per dog
water usage reported in the original StaffReport, may be excessive. The Association circulated a
survey to its members and, based on the responses received. have calculated the following water
usages.

These calculations represent I/3 the amount of daily water usage contained within the "Guidelines
on Individual Sewage Disposal Systems, 1994 ed." and reported in the original StaffReport. If the
(ABKA) numbers are accurate, then the amount of anticipated water usage would be reduced from
30 gallons/dog/day to approximately l0 gailonsidog/day. See ABKA letter, pug, 4
Regarding the actual water supply, the Town of,Parachute has submitted a letter stating the Town
has extra water available and it would be sold to outside parties. However. the Town will not issue
a contracf for the water supply requested by the applicants. See letter, pug" 5
StaffAnalysis: Using the water usage figures provided by the ABKA. it would appear the requested
modifications would be much more feasible than previously thought. The applicants had originally
received conditionalapprovalfor up to l7 do-ss and 6 cats, and are now proposing up to 25 dogs and
l0 cats. Assuming each dog would use l0 gallons of water/day and arbitrarily assuming each cat
woulduse 5 gallons of water/day, then 25 dogs and l0 cats would require 300 gallons of water/day.
(This calculation assumes the kennel is full on a daily basis.) This calculation translates into a weekly
water requirement of 2 100 gallons that must be provided by a supplier and trucked to the site. Given
this water requirement, staff recommends the installation of a cistern, at least 2100 gallon capacity.
Staffstill recommends that the most appropriate way to address the water supply is for the applicants
to undertake the amendment procedure so their existing well would legally be allowed to supply the
water, consistent with the manner sug-uested in the previous ADDEND(A4. In lieu of this, if the

Board determines that the proposed water supply is adequate and determines that the ABKA water
usage calculations are reliable, then staffrecommends APPROVAL of the application, pursuant to
the following Suggested Findings and (-.onditions of Approvul:
SUGGESTED FINDTNGS
1. That proper posting and public notice was provided as required for the hearing before
the Board of County Commissioners.
That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that hearing.
That the application is in compliance with the Garfield County Zoning Resolution of
1978, as amended.
That for the above stated and other reasons, the proposed Special Use Permit is in the
best interest of the health, safety, morals, convenience, order, prosperity and welfare
of the citizens of Garheld County.
CONDITIONS OF APPROVAL

That allrepresentations of the applicant. either within the application or stated at the
hearing before the Board of County Cornmissioners, shall be considered conditions
of approval.
The kennel shall be completely enclosed within a building that prevents any sounds
from emanating from the property boundary. An outdoor exercise area may be
allowed, so long as no noise complaints are received by the operators of the kennel
or the County.
No dust, noise, odors or source of filth shall emanate from the property.
An individual sewage disposal system capable of handling all waste for the kennel
shall be installed and documentation of this fact shall be provided to the Planning
Department, prior to final approval of the Special Use Permit.

RE: Bulk Water Sales
Dear Ms. O'Neal:
Per our phone conversioq I have the following information for you, on the Town of Parachute
selling bulk water to out of town limit businesses.
At the Board of Trustees last regular meeting on September 12, 1996, they denied your request to
contract with you on bulk water sales for commercial use. The Board does not want to get into a
binding contract to sell bulk water to out of town limits businesses. As long as the Town has
ertra water available, it will be sold on a day by day basis to outside parties.
