Dear Building and Planning Department: This letter is in reference to your letter of September 19, 1997 to Mr. Kent Strong of K & K Lumber regarding the special use permit needed to operate a business of constructing log homes. Please be advised that our business is not located on Mr. Kent Strong's parcel of land referenced in your letter to him as Assessor's parcel 2179-044- 00011. Our business is located next door to his on Assessor's parcel identified as 2179- 041-00-034 and owned by Joe Ann Nichols. The following is an impact statement in which we wish to simplify, for your understanding, the operation of our business in order to obtain a Special Use Permit. Our business in located on the south side of Harness lane between Ukele Road and County Road 231, part of Assessor's parcel # 2179-041-00-034. We are in the business of constructing log homes. Our logs arrive by truck in which they go directly to K & K Lumber, located next to our operation at 0286 Harness Lane County Road 236, to be cut into useable logs. From there they come to our log yard for notching, which is the property we are asking for the special use permit. Our operation does not require any permanent buildings. We have a mobile office and use the property for cutting logs for fitting cabins; storing disassembled log homes for shipping and for storage of precut lumber from K & K Lumber that gets shipped out as part of the log home. Our sewage disposal is by temporary toilets (BFI porta potties); our garbage is by dumpster, which is removed on a bi-monthly basis. Our log scraps are 300 Puppy Smirk Sr. • SuirE 205-261 • AspEN CO 81611 • Phew 970.9203888 • Fax 970.544.0808 Garfield County Building and Planning October 20, 1997 Page 2 are taken back to K & K Lumber for recycling. The majority of the yard is used for storing finished product and side lumber to go along with finished product. The entire property is fenced. We have a mobile tower crane setup in the center of the yard, which services most of the operation. The crane is run by a mobile diesel generator and also supplies power for the log yard. We also have a four-wheel drive crane which services harder to reach areas. In addition, we use a four-wheel drive fork lift, for loading and organizing the log yard. All motorized equipment has exhaust and mufflers as required by County and State regulations. We will now address the following conditions under special uses: Again, we have no permanent buildings and no utilities are used or needed. With the limited amount of traffic coming and going, we have provided a small access driveway from Harness Lane, which has been based and graveled. As stated previously, we are located next to a very established (25 years) Lumber; K & K Lumber, which creates the majority of visual impact. We have no lights, one 2x3 ft. sign and believe we fit into the area in a very low profile manner. We do not use or divert any ground water. Our sawdust is contained within the work area of the yard. The noise from the work area to any adjoining street or property has a very low minimal effect because of the long distances between adjoining properties and roads. Our operation creates no vibrations. The truck and auto traffic which the Lumber next door receives, is pre- established. We have at the most three trucks coining and going per day loading logs. If our operation were to discontinue, the site could be re -used with no impact. The only source of flammable material is two State approved gas cans for chain saw use. We have three heavy duty ABC fire extinguishers on site. We have located our operation in an area very conducive for this type of use because of the Lumber within the same parcel of land. Doing this creates a very low impact as possible for the area. The entire property is fenced and all in all we try to keep a very neat, clean and professional appearance. Garfield County Building and Planning October 20, 1997 Page 3 Per your requirements, also enclosed is the Assessor's map; a listing of all adjoining property owners; proof of ownership for the property and a $400 check. Please let me know as soon as possible if you require any further information.
