The site is approximatelY 35' x 45' containing .036 acres. Private road from Highway 6. REI,ATIONSHTP TO THE COMPREHENSIVE PI,AN: The proposed site is located in District C, Rural Areas with I"linoi gnvironmental Constraints as indicated on the Garfield County Comprehensive Plan Management District Map. rI. DESCRIPTION OF THE PROPOSAI: 1. Site Description: The site is located on the north side of I-70 (roughly L/4 mile) in the foothills at the base of the Roan Cliffs. Lands in the area are used primarily in energy development and ranching. There is an existing 6" diameter natural gas pipeline, operated by DOE, traversing the property. 2. Project Description: The applicants are proposing to install a compressor station on the existing pipeline. The compressor will be temporary (9-L2 months) and then will be relocated to a permanent site (see exhibit on page 4 l. The actual compressor station will consist of a portable compressor situated on a concrete slab. There will be a 10' x 10' evaporation pit to accumulate produced water. The entire site will be fenced. A new access driveway will be constructed from the existing roadway to the compressor station ( see exhibit on palJe 5 ) . III. MAJOR ISSUES AND CONCERNS L. The applicant proposes to access the site via private roadway from Highway 6. No approval(s) of the landowner(s) have been submitted. 2. The proposed compressor station is proposed for up to one (1) year from approval date. No recl-amation plan has been included with the proposal. Staff would recommend that a reclamation plan be required. Dlt IV. 3. No information regarding noise generation has been submitted with the application. The nearest residence is approximately one-na1f mile away located on the south side of I-70 and the railroad. Adverse noise impacts are unlikeIy. 4. The applicants have applied for, but have not obtained, Air Pollution Emission Permits to date. 5. The design and reclamation of the evaporation pond has not been addressed in the application. Reclamation of the pond should be included in the reclamation pIan. SUGGESTED FINDINGS L. That the meeting before the Board of County Commissioners was extensive and complete, that aII pertinent facts, matters and issues were submitted and that aII interested parties were heard at that meeting. 2. That the application is in compliance with the Garfield County Zoning Resolution of l979r ds amended. 3. For the above stated and other reasons, the proposed use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That proper publication and public notice was provided as requiled by law for the hearing before the Board of County Commissj-oners . RECOMMENDATION APPROVAI, subject to the following conditions: 1. AIl proposals of the applicant shall be considered conditions of approval unless stated otherwise by the Board of County Commissioners. 2. The applicant, contractor, and subcontractors shall notify the County Clerk's office and Assessor's office to ensure proper licensing and assessment of equipment and vehicles based in the operation, prior to final approval. 3. An approved Air Potlution Emission Permit from the Colorado State Department of Health shall be submitted for the Compressor station. The applicant shall have 1.20 days from the date of the Resol-ution of Conditional Approval to meet all conditions set forth in the Resolution. The Conditional Use Permit shall be issued when al-I conditions are met and shall expire L20 days after issuance, unless construction or use has commenced. 6. The temporary unit shall be allowed temporarily and shall be removed by February 11, L992. 7. The compressor shatl be adequately muffled. Noise generation shall be in compliance with State Statutes. 8. The applicants shaIl provide a copy of the lease with the landowner prior to operation. 9. The applicant shall demonstrate the authority to use a1lprivate access roads to the site. v. .l;-:rroJ.4. 5. L0.
