twclve ( l2) irrch steel natrlral gas pipeline, lltat will eventtrally stretch fi'om Avon to
l(ille. 'l'lris portion oltlre pro.iect lregins at the etttrance to Westbartk Mesa, crosses
tlre ltoaring lrork Rivel' iurd Stl 82, and continues through Missouri Heights to the
llagle County l-ine (lirll nrapping is attached within tlte application).
The llroposed pipeline would parallel an existing PSCo 23OkV east west transmissiott
line located south of Glenwood Sprirrgs. Tlre gas pipeline will require a 50' easement
for tlre constnrctiolr, operation arrd maintenance of tlte facility. Negotiations are
cun'ently rnrder way with llroperty owrers to obtain tlte necessaly easements. PSCo
is a public utility arrtlrorized lly statutes to pursue eminettt domaitt if necessary.
Tlrere ale curlerrlly no lllans for locating stagirtg areas along the pipeline rottte. Tlte
application irrdicates lhat if staging areas are required, they would be located along
tlre riglrt-oflway where ntajor crossings flre encountered (higltways/streams).
'llre oonstnrction olthe pipelirre (PIIASE Il) is anticillated to begin in June of 1995,
antlbe cornglleted by Septenrller 1995. Revegetatiort would occrtr in late June to mid-

Thestart point is located in Sectl,on 13, Township 6 South,West in Garfleld County, and ends in Section 10,5 South, Range 82 West in Eagle County, Colorado.
The proposed route of the project virr cross 21 perennlalstreams, and 75 internittent streams. Both the cororado Rlverand the Roaring Fork Rlver wiII be crossed by the pipe. A nuroberof wetlands will also be crossed, it ls estimated that less thanone acre of wetlands wirr actually be irnpacted, and that nonewilr be destroyed. The pipetine instalrltion wirr beaccornplished in two phases, one in 1994, the other a year rater.
The Chief of Engineers has issued nationwide general perroltnumber 12 whlch authorizes the dlscharge of dredged and fillmaterial in waters of the Unlted States for utllity line backfl-lland bedding. Your project can be constructed undei thisauthority provlded the work meets the terns and conditions llstedon the encrosed information sheet, the condj-tions risted inattachment 3 of your apprication submittal, and the speciarconditions listed below.
SPECTAI. CONDITTONS:
1. - whenever possibre, stream crossings wirr be accomprished byutilizing existing disturbed streambeds and streambanks

2. Streambanks and strearnbeds will be returned to originalcontours and the cuts will be stabilized with naterials similarto what existed prior to the cut. Streanbank stability is amajor concern, and areas r.lhich are currently most disturbed shallbe selected for crossings. Restoration of such areas shall beenhanced to insure physical stability.
3. Crossing of running streams which have naturally reproducingbrown trout or rainbow trout populations will be restricted tothose periods during which construction effects will ninimize theinpact on the naturar propagation and survivabirity of thosespecies. Determination of the restricted periods wiII beperformed by the Colorado Dlvision of Wildlife. you willcoordinate with the Colorado Division of Wlldllfe to obtain therequired information. A copy of the restricted periods for thepermittee's crossings will be provided to the Corps of Engineersinmediately after receipt.
4. All.constructj-on personnel shatl be informed of the general.and special conditions related to crossing of any waters of theUnited States for thj"s project, includi-ng information about thepenalties, both civil and crj.minal, related to violations of theClean Water Act.
5. Excess material from excavations in waters of the UnitedStates will be di"sposed of in irn upland site, and drainage watersfrom such disposal shall be free of silt befbre entering a waterof the United States.
