PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: A Special Use Permit for the installation and
operation of a natural gas compressor.
APPLICANT: Snyder Oil Company (SOCO)/Mark L. Wilson
LOCATION: A tract of land located in Section 13, T6S
R94W of the 6th P.M.; North of Highway 6;
east of the intersection of Highway 6 and I-70;
approximately 2.5 miles west of Rifle.
SITE DATA: 3.859 Acres
WATER: N/A (Will not be used)
SEWER: N/A (Will not be used)
ACCESS: Granted easement across Clough property to
CR 264.
EXISTING/ADJACENT ZONING: Existing zoning is R/L; A/I zoning to the south;
0/S zoning to the north.
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The subject property is located in District D - Rural Areas/Moderate Environmental
Constraints, as designated by the Garfield County Comprehensive Plan's Management
District's Map.
11. DESCRIPTION OF THE PROPOSAL
A. Site Description: The 3.859 acre parcel to be used for this proposal is part of a larger,
36.541 acre tract owned by Bill Clough of Rifle. The parcel of land to be used is
nmtlt of Highway 6 and south of CR 264, among other industrial users. Questar,
Public Service of Colorado, Northwest Pipeline and Umetco Minerals all have
operations near the proposed SOCO natural gas compressor facility. The site has
been previously leveled and little vegetation exists on site, two washes run across the
property, one on the eastern boundary, the other on the western boundary, as sage
brush is found in and along the wash.. A vicinity map is shown on page
The northern and central portion of the site have existing liquids gathering systems
and drip tanks.
B. Project Description: SOCO proposes to construct aNatural Gas Compressor facility
in an effort to enhance production from SOCO's existing natural gas wells by
lowering line pressure. Lower line pressure results in less restriction of the downhole
reservoir of the well. The facility will consist of a Waukesha Lean Combustion Gas
Engine (fueled by natural gas) and an Ariel JGK-4 Compressor. Except for scheduled
maintenance to the facility, SOCO intends to operate the facility 24 hours/day, 365
days/year. A soil compaction test is being conducted to determine the type of
foundation needed for this site. A sketch plan of the proposal submitted with the
application is shown on page.
1I1. MAJOR ISSUES AND CONCERNS
Easements: An easement has been granted across the Clough property allowing access
to CR 264 from the proposed site and exists in perpetuity as long as SOCO uses the
site. If the site is unused for this purpose for a period of one year, the easement, at
the request of the Grantor, will revert back to the Grantor. Furthermore, Grantee
agrees to maintain its equipment in a safe condition and is responsible for any damages
caused by operation of the facility. See Easement Grant attached on pageNe

13. Zoning: The site is currently zoned R/L (Resource Lands) and does support the
request for a Special Use Pennit.
C. Legal Access: Legal access to CR 264 exists through an easement across the Clough
property. A service road is proposed to encircle the compressor facility, providing
turestticted access to the facility.
D. Water and Sewer: No water or sewer will be used for this proposed project.
However, liquids storage and drip tanks are currently located on the site and it is
necessary to mitigate any potential hazards created by spilling or combustion of these
fluids. Furthermore, spilling these fluids could present a potential pollution problem
to surface or ground water and design criteria of the site should allow for mitigation
ofpotential problems.
E. State and Local Health Standards: An application for an Air Pollution Permit from
the Colorado Department of Health has been granted to Tidewater Compression who
will be leasing the gas compressor package to SOCO and constructing the site.
Tidewater Compression has a high degree of confidence the emissions from this unit
will be as follows: (See permit attached on pages pip
NO 8.8 lb/hr, 38.6 tons/yr;
CO 8.8 lb/hr, 38.6 tons/yr;
NMHC 5.9 lb/hr, 25.7 tons/yr.
Emissions tests will be performed after the completion of installation and ou a
quarterly basis. The gases to be tested for are:
NO (ppm);
NO2 (ppm);
CO (ppm);
Further testing will be conducted to determine:
Exhaust temperature (degrees F);
Operating speed;
Intake manifold pressure.
F. Drainage. The site does not exist in a flood zone; however, two (2) washes do exist
on the property, more or less forming the eastern and western boundaries, and
construction on the site should be done in a way to prevent further erosion of the
banks or slopes. Additionally, mitigation in the form of water bars or drains or similar
devices should be required.
G. Fire Protection. SOCO addressees a number of fire control and suppression
techniques which should be sufficient to control or contain a fire which occurs during
construction at the site. There are some existing drip tanks on the site and SOCO will
be required to comply with the National Fir Code in the storage of these items. See
attached Fire Control Measures, page �L� . In the event of a fire or emergency,
adequate access to the site does exist.

H. Noise: Tests conducted in the state of Texas on the exact same equipment to be used
by SOCO for this proposal, show that noise generated by the engine -compressor unit
is between 105 dB and 107 dB. Noise levels were also calculated for the Texas
facility at different intervals from the site and are reported below:
Distance: 80 feet
4300 feet
5000 feet
Sound Power Level: 71 dB
36 dB
35 dB.
According to information submitted with this data, normal background noise created
by 1-70 in the Rifle area is in the 40 dB to 50 dB range. See attached documentation
on pages ice V For comparison sake, normal, human conversation at three feet is
in the 60 d13 to 65 dB range.
Traffic: SOCO expects traffic in the immediate area to increase during the
constmction of the facility, slated to last approximately two weeks, but will return to
levels consistent with the traffic levels prior to constnmtion. Daily trips to inspect the
site will occur.
Wildlife Considerations: Impacts caused to wildlife from the constmction and
operation of this site should be minimal or non-existent since the site is already
industrial in nature and probably not a part of migration pattens or habitat.
K. Vibration: The operation of the unit will probably cause vibration on and near the site.
It will be necessary to construct a foundation that will make vibrations imperceptible,
except by instruments, at any point outside of the property boundary line where the
unit will be located.
L. Soils: The Soil Conservation Service identifies the parcel of land in question as being
in the Arvada loam class, having severe shrink -swell potential. Lincoln-DeVore, at
the request of Tidewater Compression, performed a soil study to determine specific
soil characteristics which will be encountered on-site, in an effort to determine the type
of foundation that would need to be built to support this compressor facility. Staff
has reviewed the report and recommends the foundation be built consistent with the
findings of the study. Specifically, control of the shrink/swell potential of the soil,
mitigation of drainage and erosion concerns by the installation of appropriate
structures and damping of vibration. See report, attached on pages)Z";0
IV. SUGGESTED FINDINGS
That proper posting and public notice was provided as required for the meeting before
the Board of County Commissioners.
2. That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That the application is in compliance with the Garfield County Zoning Resolution of
1978, as amended.
4. That for the above stated and other reasons, the proposed exemption is in the best
interest of the health, safety, morals, convenience, order, prosperity and welfare of
the citizens of Garfield County.
V. RECOMMENDATION
Staff recommends APPROVAL of the application, subject to the following conditions:
1. That all representations of the applicant, either within the application or stated at the
meeting before the Board of County Commissioners, shall be considered conditions
of approval.
2. The operation of the futility must be consistent with the predicted amount of
emissions to be generated by the facility and the operation of the facility must not
exceed these amounts.
3. The amount of noise to be generated by the operation of this facility be consistent
with the predicted decibels (dB) as indicated above. The predicted amounts will be
used as the maximum allowable level and if sound power levels exceed these
allowable limits, immediate mitigation must take place at the sole expense of the
operator of the facility (SOCO).
4. The construction of the foundation for the engine -compressor unit be done in a
manner to prevent perceptible vibration from occurring outside of the property
boundary as it exists on the Property Survey Map. The foundation will also be
constructed with respect to the shrink -swell potential of the soil as identified by the
SCS, Rifle Area book, in order to mitigate any possible problems associated with the
shrink -swell potential.
5. Constmetion at the site be done in a manner to control fiirther erosion of the parcel,
in an effort to control any further headword erosion of the washes that exist on site.
6. Reclamation and revegetntion of the site occur when SOCO ceases operations of the
facility, in a manner that returns the site to its original, preconstruction state.
7. SOCO adopt a mitigation plan in the event the liquids storage tanks are ruptured at
any time during constmction or operation of the engine -compressor facility to address
and mitigate any potential surface or ground water pollution or fire hazards which
could conceivably occur.

THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR
QUALITY CONTROL COMMISSION AND THE COLORADO AIH QUALITY CONTROL ACT C.R.S. (25-7-
101 et seg/ TO TIIOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF
THIS DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS:

activities, operational rates and numbers of equiprnont as stated in the application. Annual
records of the actual consumption rale shall be maintained by the applicant and made available
to the Division for inspection upon requost.
Consumption of natural gas shall not exceed 9,715 sof per hour and 85,100,000 scf por year.

5. The attached compliance plan, which containing an operational and maintenance plan, outlining
how the applicant will maintain compliance with the requirements of this permit, shall be
followed. AIan. the Division's recommendations as noted in Attachment A shall bo conoidorod.

6. This emission unit shall not be movod into an area clataifed as non -attainment within the Stato
of Colorado.
7. Each time this equipment is moved to a now location within tho State of Colorado the owner
or operator shall filo a Relocation Notice. Such notice shall bo received by the Division at least
ten 110) days prior to the changu in location and outline estimated actual emissions at this new
cito. Tho Rolocatinn Notice shall include o facility omission inventory of all omission units.
8. At all times, including periods of atart-up, shutdown, and malfunction, the facility and control
oquipment chaff, to tho extent practicablo, bo maintained and operated in a manner consistent
with good air pollution control practicos for minimizing omissions. Determination of whether
or not acceptable operating and maintonanco procedures am being uaed will he based on
information available to tho Division, which may include, but is not limited to, monitorino
results, opacity observations, review of operating and maintenance procedures, and inspection
of the source.
9. A rovisod Air Pollutant Emission Notice (APEN) shall be filed when a significant change in actual
omissions occurs (above the level reported on the last APEN, submitted to the Division) as
ruquilad by Regulation No.3, Pai A.II.C.2 as put this timetable ill Regulation No.3, Pan

FIRE CONTROL MEASURES
RIFLE COMPRESSION SITE
General
• All project personnel are instructed as to:
Fire danger for the day
Location of fire control equipment
Proper operation of fire control equipment
Emergency procedures and how to call for additional resources
Welding Operations
A minimum of one person is dedicated to act as a fire watch during welding operations
with a fire extinguisher at hand.
Welding shields are used during grinding operations to prevent sparks from leaving the
work areas and igniting vegetation.
Water trucks are used to wet down ground and nearby vegetation, as conditions dictate.
At the close of each day, welding personnel inspect the area of welding activities for any
smoldering debris and any conditions conducive to fires.
Communications
• All SOCO vehicles are equipped with cellular communications on board
In the event of a fire
In the event of a fire, all personnel and appropriate equipment on site will be committed
to its containment and control
The BLM and appropriate fire authorities will be notified immediately.
Direction of fire control efforts will be transferred to appropriate fire fighting agency

Engineering Dynamics' has completed the noise assessment for the proposed Rifle
Compression Facility, located near Rifle, Colorado. Noise levels from similar
equipment were used to calculate facility noise levels at nearby residences. The
analysis and results of this analysis are described below.
1.0 Site Location
The proposed site is located on the Southern one-third of a three acre
tract of land that is adjacent to U.S. 6 in Section 13 of U.S.G.S.
Taughenbaugh Quadrangle map. See Figures 1 and 2.
2.0 Noise Levels of Proposed Equipment
The Rifle Compression Facility is scheduled to utilize a Waukesha 7042 GL
Engine that will drive an Ariel JOE -4 Compressor, with cooling by J-11 Air
Cooled Exchangers. This same equipment is in use at Ferguson Pipeline's
Hill 42 Compressor site in Washington County, Texas, therefore it is valid
to use the measured noise data for the Rifle facility.
Noise level measurements from the Ferguson equipment were performed by
Tidewater Compression Services, Inc., Houston, Texas and presented in a
letter report to Snyder Oil Compnay. These data are summarized below.

The data in Table 1 shows that noise emissions from the engine -compressor
unit are fairly uniform with direction, therefore noise impact
calculations shall use the North direction levels.
3.0 Calculated Noise Levels
Noise levels from the proposed site were calculated at three receiver
locations; one, the site property line, two, the nearest residence to the
West and three, the mobile home residential area to the East. Table 2
shows the approximate distances from the center of the compressor site to
each of the receivers and the calculated Sound Pressure Levels (SPL's) at
each receiver.

Interpretation of the 'calculated SPL's in Table 2 are;
1. Property line noise levels are similar, within several dB, of
property line noise levels from similar facilities in the immediate
area.
2. Calculated noise levels at the nearest residences or residential
areas are at or below background noise levels for these areas.
Previous data taken by EDI for residences near I-70 in the Rifle
area are in the 40 to 50 dB(A) range.
4.0 Conclusions
The results of Section 3 show that noise from the proposed compressor site
will be inaudible or nearly inaudible at the Duran residence and at the
Mobile Home Park. Therefore, no additional noise mitigation designs are
needed for this proposed site.

As requested, Lincoln DeVore personnel have completed a geotech-
nical exploratory program at the above referenced site. Two
shallow exploration holes were drilled in the vicinity of the
proposed compressor pad. The purpose of these holes were to
determine the types and character of the underlying soils and to
relate these characteristics to the proposed foundation system.
This letter contains general recommendations for construction of
a shallow compressor foundation, but is not a foundation design
and cannot be used as such. Our conclusions and recommendations
for this site are presented below.
Site Description The project site is located in the
Southeast Quarter of the Northeast Quarter of Section 13, Town-
ship 6 South, Range 94 West of the 6th Principal Meridian, Gar-
field County, Colorado. More specifically the site is located
approximately 2 miles West of Rifle, on the North side of the
Pioneer Ditch and the I-70 Business Loop.
Soil Classification: The Geologic materials encoun-
tered under the site consist of thin alluvial/colluvial soils
which have been deposited on the site by ancient debris fans
originating in the large gully feature to the North and the
Northwest of the site. These surface soils overlie the weathered
siltstones, sandstones and mudstoneseof the materia
of the

The upper 5'-7' of the soil profile are designated as Soil Type
I. It is anticipated these soils will be used for foundation
bearing for the proposed compressor.
This soil type was classified as a sandy, very silty clay (ML -CL)
under the unified Classification System. The Standard Penetration

matley 6.2% to 7.4%, indicating a relatively dry soil. This soil
is slightly plastic and is sensitive to changes in moisture
content. With decreased moisture, it will tend to shrink, with
some cracking upon desiccation. Upon increasing moisture, it will
tend to expand. Expansion tests were performed on typical samples
of the soil and expansive pressures on the order of 400 psf were
found to be typical. This material will also consolidate upon
saturation or excessive loading. If recommended bearing values
are not exceeded, such settlement willremain

required. This soil was found to contain sulfates in detrimental

This soil type was classified as a silty olaYeY sand (SH/SC)
under the Unified Classification System. The Standard Penetration
Tests ranged from 18 blows per foot to 97 blows per foot. Pene-
tration tests of this magnitude indicate that the soil is
quite variable and of medium to high density. The moisture con-
tent varied from 3.6% to 5.6%, indicating a -slightly moist soil.
This soil is slightly plastic in some strata and is sensitive to
changes in moisture content. With decreased moisture, it will
tend to shrink, with some cracking upon desiccation.. Upon in-
creasing moisture, it will tend to expand. Expansion tests were
performed on typical samples of the soil and expansive pressures
on the order of 250-390 psf were found to be typical; This
material will also consolidate upon saturation or excessive
loading. If recommended bearing values are not exceeded, such.
settlement will remain within tolerable limits. The allowable
maximum bearing value was found to be on the order of 1300 psf
for the colluvial sells and 4500 for the Weathered Wasatch Forma-
tion, A minimum dead load of 400 psf will be required. This soil
was found to contain sulfates in detrimental quantities.
Man-made Fill: Approximately 2' of man-made fill was
encountered in exploration boring 42. The approximate extent of
this fill can be fairly easily mapped if a site specific topogra-
phy may is utilized. The majority of the soils encountered in
the exploration borings are native to this site. All building
foundations must penetrate any man-made fills which are present
on the site at this time, as well as any fills which result from
the excavation process. Careful examination of the open excava-

tion will be necessary to determine the presence or absence of
man-made fills. The open excavation must be examined.Prior to
the placement of concrete to establish that materials of proper
design bearing capacity have been exposed and that mo soft spots
or debris are present in the foundation area. A 24 hour notice
is required for all field examinations to enable Lincoln DeVore
to schedule personnel and provide service when needed.
Soil Noisture Conditions: No free water was encoun-
tered during drilling on this site. In our opinion . the true free
water surface is fairly deep in this area, and hence, should not
affect construction. Seepage moisture may affect construction if
surface drainage is not properly controlled.
Foundation Thee Recommended: From the standpoint of
soil bearing capacity a properly designed shallow foundation
system of the isolated strip footing or isolated concrete pad
could be utilized to support the compressor skid. Lincoln Devore
has not been provided with a 'set of construction drawings or
design loads for this structure. The interaction of the
soil soil
conditions found, together with the structure loading,
the form of the final foundation. The general soil. characteris-
tics are given herein. It must be noted the native soils are
probably of sufficient bearing capacity to support the structure
however, cyclic vibrations must be considered for the
fd inal
ffoundation design. The use of rather thick footings,
to 5' below the final ground elevation, possibly in conjunction
with a structural fill of either imported material or reworked
native soils may be required to accomplish proper tie -down of the
equipment or damping of the vibrations.

Any foundation stem walls should be designed as "grade beams"
capable of spanning at least 12 feet. where the foundation stem
walls are relatively shallow in height, vertical reinforcing

resist the lateral pressures (restrained case) of the soils along
the wall exterior. To aid in designing such vertical reinforc-
ing, an equivalent fluid pressure (E.F.P) on the order of
60 pcf would be appropriate.
Floor ahs: Floor slabs on grade, if any, should be
positively separated from all structural portions of this build-
ing and allowed to float freely. Frequent scoring (control
joints) of the slabs should be provided to allow for possible
shrinkage cracking of the slab. These control joints should be
placed to provide maximum slab areas of approximately 200 to 360
square feet. Any man-made fill placed below floor slabs on grade
should be compacted to a minimum of 90% of its maximum Modified
Proctor dry density, ASTM D-1557. These soils should be placed at
a moisture content conducive to the required compaction (usually
Proctor optimum moisture content +2%.

prainage ADA, Grading: Surface grading should be
completed in such a manner that all runoff moisture is removed
from the vicinity of the structure as quickly as possible. It is
recommended that a minimum surface gradient of 8% be maintained
away from the structure for the first 10 feet. Any roof down-
spouts from future buildings and any sill cocks should be carried
across all backfill areas and allowed to discharge well away from
the structure. Proper discharge of roof drain downspouts may
require the use subsurface piping in some areas.' Maintenance
personnel of this facility should be advised to fill in any
settled areas to eliminate ponding of water near the structure
and to provide adequate slope for proper drainage away from the
structure and off the site at all times.
Backfill: To reduce settlement and aid in keeping
water from reaching beneath this and other structures, all back-
fill around this and other structures should be mechanically
compacted to 80% of its maximum Modified Proctor dry density ABM
D-1557. The only exception to this would be the components of the
perimeter foundation drain, if any. All backfill should be com-
posed of the native soils and should not be placed by soaking,
jetting or puddling. All backfill placed in utility trenches
around this structure or below foundation walls should be mechan-
ically compacted to a minimum of 90% of its maximum Modified
Proctor dry density ASTM D-1557. These soils should be placed at
a moisture content conducive to the required compaction (usually
Proctor optimum content +2%.
Cement Type: Type II, Type I-II or Type II -V cement
is recommended for all concrete which is in contact with the
soils on this site. Calcium chloride should not be added to a

Type II, Type 1 -II or Type II -V cement under any circumstances.
Remarks: The bottoms of all exterior foundations should
be located a minimum of 24 inches below finished grade for frost
protection or as required by the local building codes. Founda-
tion components must not be placed on frozen soils.
