Based on the S1aff revbw and pursuant tq Section 4-107(A)(5Xa), and Section 16-101,
Defmition oJ Non€uhtantial Change of the Garfeld County Unified Land Use Resolution
of 2008, as amended (ULUR), the Diredor of the Garfield County Building and Planning
Departnent has determined that the Amendment request is considered to be a t'lon-
Substantial change and has approved the proposed amendment to the Land Use Charge
Permit.
Based on this determination no referrals shall be required. This determination is subject to
the following conditions:
. a. All prior approvals including but not limited to Resolution No.8G24il ard conditions
of approval fur the Public $ervice Cornpany of Colorado - Xcel Energy Rifle
Suhtation shallremain in effec[
The storage structure shall be limited to a maximum of 3,000 sq.ft. and shall comply
with al! zoning and building code requirements induding grading and drainage fior
the proposed lmprovements.
The building permit submittatshatl contain storm water rnnagernent plans and best
management practices prepared by a licensd professbnal engineer for the
ralocated drainage swale adiacent to the building and any other related storm water
impacts.

ln accordance with Section 4-107(AXO), this revbw letter - notice of decision, will be sent
to the Board of County Commissioners which have a 14 day review period in which to
decide whgther to reconsider (call up) the Director's tlecision.
You hre also required to send a notice of decision to all adjacent property owners within
200 fi. of the subject property within 5 working days of this decision. A courtesy notice
form is attached for your convenience. The Applicant must verify all irrfonnatircn provkled
in the notice and correct any deficbncies such that proper notice in form and substance
can be establbhed. The mailing must be completed no later than October 7, 2O1'1.' Please present to the Building and Planning Deparhent copies of ceffied return receipts
from your mailing once completed.
. Please note that if no request for reconskleration is filed wiih the County within. 14 days of
the date of the Director's decision, it shall become final.
