Dear Kathy,
As you may know, Public Service Company of Colorado, (PSCo), an Xcel Energy Company,
is the operating company for a natural gas processing plant known as the Rifle Gas Plant on
a parcel of property located at 1861 County Road 264, Rifle, CO. The property is in joint
ownership with Public Service Company of Colorado and Rocky Mountain Gas Company,
LLC and is located in Section 12 & 13, Township 6 South, Range 94 West, Garfield County,
Colorado.
PSCo has applied to the County (letter dated April 10, 2012) for approval of an amendment
to the existing Conditional Use Permit (CUP) to install a skid mounted Sulfur Trap and
construct access ramps with hand rails and ladder cages on several existing bulk storage
tanks. We understand you have two concerns with the information submitted for the
amendment approval. They are as follows:
1. Public Service is an entity that must provide documentation (typically a Statement of
Authority) on what person may act on behalf of the entity.
2. Provide some documentation that Public Service has the authority to act on behalf of
KN Energy who is listed as one of the property owners of the site.
Response to No. 1. As right of way agent for the project my duties include, among others,
the acquisition of permits and land rights for this high pressure natural gas project. The
agent has the responsibility for preparation of the application, presentation and negotiation
of land rights for such facilities however any documents requiring authorized signatures will
be executed by Forrest Jenkins, Director, Contracting and Utility Services. Per your request
a copy of this authorization attached.
Response No. 2. There is an error in the ownership information from Assessor office. The
property is not held in the name of KN Energy but in the name of Rocky Mountain Natural
Gas Company per the warranty deed recorded June 23, 1994 in Book 906 at Page 805.
Also a deed conveying PSCo an undivided 50 percent interest in the property was recorded
February 7 , 2005 in Book 1661 at Page 80. (Copies attached).

RIFLE GAS PLANT MAINTENANCE PROJECT

Public Service Company of Colorado, (PSCo), an Xcel Energy Company, and Rocky
Mountain Natural Gas, LLC a Source Gas company are joint owners on a parcel of
property for a natural gas processing facility known as the Rifle Gas Plant. PSCo is the
company operating the facility known as the Rifle Gas Plant. The Plant is located at
1861 County Road 264, Rifle, CO in Section 12 & 13, Township 6 South, Range 94
West, Garfield County, Colorado.
The original propertywas acquired in 1994 by Rocky Mountain Natural Gas Company,
Inc, a subsidiary of K N Energy as a joint project with PSCo. As mentioned above the
property and facility property are now in joint ownership between PSCo and Rocky
Mountain Natural Gas, LLC. The original deed to the site was recorded June 23, 1994
in Book 906 at Page 805. The deed creating the joint ownership between PSCo and
Rocky Mountain Natural Gas was recorded February 7,2005 recorded in Book 1661 at
Page 80.
The major project at the site is the installation of a skid mounted Sulfur Trap. The
purpose of the equipment is to remove sulfur from the hydrocarbon liquids stream
produced by processing natural gas at the plant. The Sulfur Trap facility consists of two
side by side vertical tanks with access ramps mounted on a skid base approximately 16
feet by 8 feet. The tanks are approximately 31 %leettall. This equipment is simply a
filter in line with the closed liquids stream that operates at the plant. The tanks contain
a filter material that is removed after it is saturated with sulfur and is disposed of in a
sanitary landfill after it is dried. Removal of the sulfur is required prior to sale of the
liquids to downstream refineries. There is no air emissions associated with the
operation of the new equipment.
ln conjunction with the construction of the Sulfur Trap facility access ramps with hand
rails and ladder cages will be installed on several of the existing bulk storage tanks at
the site for safety and to allow more efficient access when performing maintenance on
valves and other equipment.
Site plan showing the approximate location of the Sulfur Trap tanks is attached. All of
the new equipment will be painted to match the existing color of the facilities at the site.
PSCo has submitted to statf copies of the previous Resolutions that were found in the
Garfield County records.
lncluded with this narrative information are the items noted in the CUP Amendment to
amend the CUP to allow for these modifications noted. Construction is anticipated for
early June pending approval of this application.
