The application by Southwest Land Management, Inc. for a resort Special
Use Permit has been scheduled for a public hearing before the Board of
County Commissioners on July 11, 1988, at 10:00 A.M., in the
Commissioners' Meeting Room, Suite 301, Garfield County Courthouse, 109
8th Street, Glenwood Springs, Colorado. It is suggested that you be
present or represented at the hearing.
A copy of the enclosed public notice form needs to be submitted to the
Glenwood Post for publication one time 15 days prior to the hearing. This
will require publication no later than Friday, June 24, 1988. The Post
will provide you with a proof of publication after the bill is paid. In
addition, copies of the public notice form must be mailed by certified
return -receipt to all adjacent property owners no less than 5 days prior
to the hearing. All mailings should be completed no later than July 5th,
to ensure compliance. The proof of publication from the Glenwood Post,
mail receipts and return -receipts from the mailings must be submitted by
the applicant at or prior to the public hearing.

Take Notice that Southwest Land Management, Inc. has applied to the Board
of County Commissioners, Garfield County, State of Colorado, to grant a
Special Use Permit in connection with the following described property
situated in the County of Garfield, State of Colorado; to -wit:
Legal Description:
Tract 39, Sections 5 and 6, T3S, R87W, of the 6th P.M-; all
subdivided lots in the Sweetwater Lake Subdivision Document No.
209803, Garfield County Clerk and Recorder's office.
Practical Description (location with respect to highway, County roads and
residences):
Property located approximately 3 miles northwest of the
Garfield/Eagle County line, off County Road 150, adjacent to
Sweetwater Lake.
Said Special Use Permit is to allow the Petitioner to operate a resort
on the above described property.
All persons affected by the proposed Special Use Permit are invited to
appear and state their views, protests or objections. If you cannot
appear personally at such hearing, then you are urged to state your views
by letter, particularly if you have objections to such Special Use Permit
request, as the Board of County Commissioners will give consideration to
the comments of surrounding property owners and others affected in
deciding whether to grant or deny the request for the Special Use Permit.
This Special Use Permit application may be reviewed at the office of the
Planning Department located at 109 8th Street, Suite 303, Garfield County
Courthouse, Glenwood Springs, Colorado between the hours of 8:00 A.M. and
5:00 P.M., Monday through Friday.
That public hearing on the application for the above Special Use Permit
has been set for the llth day of July, 1988, at the hour of 10:00 A.M., at

Wilderness Ranch which is located adjacent to Sweetwater
Lake Resort.
The new owners have approached me with the development
plans for the property consisting of an RV membership program
and related mountain resort programs.
I have stated to them that I have no objections to
the above program for the property and feel that the new
owners of Sweetwater Lake Resort will be a valuable asset
to our community.

RE: Sweetwater Lake Resort
Gentlemen:
Please find enclosed herein an application for a Special Use Permit for
a self-contained camper vehicle resort facility at the existing Sweet-
water Lake Resort.
As stated in the application, we are respectfully requesting the appli-
cation be set for public hearing before the County Commissioners as
opposed to the Planning and Zoning Commission. The reasons for our
request are substantiated in the attached narrative as follows:
1) The historic land use of the oroperty is not being changed. The
property is currently being used a short term, seasonal tourist
complex.
2) Facilities required to be provided for a self-contained camper
vehicle park are substantially in place. The additional facili-
ties needed are outlined in the attached narrative.
3) A condition limiting the time of the Special Use Permit to Decem-
ber 31, 1988, would be acceptable; the purpose of this Special
Use Permit request is to allow use of the property during the
1988 tourist season. The intention is to submit an additional
Special Use Permit for a permanent camper park facility with
fully serviced camper sites beginning with the 1989 season.
Thank you in advance for your consideration of the Special Use Permit
request. Both ourselves and our local representative, Schmueser Gordon
Meyer, Inc., attention Mr. Dean Gordon, are available to answer any

SWEETWArER TARE RESORT
GARFIELD COUNTY, COLORADO
INTRODUCTION
This report is intented to provide the technical support data for a
Special Use Application for the Sweetwater Lake Pesort located in
northeastern Garfield County.
Sweetwater Lake Resort currently consists of eight short term, seasonal
rental cabins and a lodge facility which houses additional rental units
as well as a restaurant, public sanitation facilities and laundry. The
resort currently provides amenities consisting of a boat ramp area and
a horse stables area. Immediately adjacent to the resort is a National
Forest Service campground providing unimproved camping sites. Full
time supervisory personnel are currently on site.
It is important to note that this Special Use Permit will not effect-
ively change the current use of the property. Most of the facilities
needed for the proposed self-contained camper park sites already exist.
The use of the current property is for the short term, seasonal tour-
ist. The amenities are geared toward those users. The property has
been used on an irregular basis for many years by camper vehicles who
either find the Forest Service campground full or have traveled to
Sweetwater Lake with no alternative camping facilities available. This
Special Use Permit will allow the owners of the propery, Southwestern
Land Management, Inc., to formalize its use by camper vehicles for the
current camper season.
It is important to emphasize that this Special Use Permit is being re-
quested with the offered condition that it be allowed to expire on
December 31, 1988, without any commitment on the part of the County to
either extend this permit or issue a new one. Southwestern Land Man-
agement, Inc. intends to proceed with the filing of a Special Use Per-
mit for a permanent camper vehicle project. It is the intention of the
Owner to pursue the permits necessary for such a project and to imple-
ment them as soon as permits are in place and weather allows construc-
tion. The permanent project will provide a camper setting which has
water, sewer and electrical facilities to all camp sites.

APPLICATION INFORMATION
1) Owner: Southwestern Land Management, Inc.

2) Location and Legal Description: - Tract 39, Sections 5 and 6,
Township 3 South, Range 87 West of the 6th P.M.; all subdivided
lots in the Sweetwater Lake Subdivision, Document No. 209803,
Garfield County Clerk and Recorders Office. Please note that all
the proposed camper sites will lie in the aforementioned subdivi-
sion; the only use of the lands outside the planned subdivision,
but within Tract 39, will be the existing lodge facility and en-
trance to the property. If appropriate, the Owner would propose
to have such a restriction of the use of Tract 39 written into
the Special Use Permit.
3) Site Plan - See attached Site Plan.
4) Improvements - The proposed improvements required are discussed
and specified within the narrative or on the Site Plan.
SITE PLAN
1) Access - Access will be from the Sweetwater Lake Road, a public
roadway within Garfield County. Access will be via an existing
private road as shown on the Site Plan.
2) Drainage - The entire site is graded naturally towards Sweetwater
Lake at grades ranging for 2% to approximately 8%. A visual site
inspection indicates there is positive drainage on all the pro-
posed vehicle camper sites. Improvements of the current rough -
graded roadways will maintain the drainage patterns.
3) Layout - See Site Plan.
4) Setbacks - As seen on the Site Plan, setbacks from the exterior
boundary of the property are well in excess of the underlying
zone district.
5) Individual Site Design - See Site Plan for location of parking
pads, picnic tables, grill/fire rings and site landscaping.

6) Driveways - A graveled driveway will be provided to each camper
vehicle site. See Site Plan for road dimensions and dimensions
of facilities on site.
Willa( SUPPLY AND DISTRIBUTION
1) General - The Sweetwater Lake Resort is currently served by a
central water supply system which is monitored by County Health
officials. The present operator of the Sweetwater Lake Resort
indicates that, to the best of their knowledge, the water system
is compliance with all applicable regulations. The water system
consists of subsurface spring collection boxes, a chlorination
system, stored finished water and a 3" distribution system. All
the existing cabins and lodge facility are currently being serv-
iced by the system.
2) Source - It appears that the source is in compliance with current
health regulations with respect to subsurface spring collection
systems. There is no known history of health code violations.
3) Treatment - The system provides chlorination to the water.
4) Water Distribution System - The distribution system consists of
buried 3" waterlines to all the existing facilities. The exist-
ing distribution line runs through the proposed camper vehicle
sites.
5) System Pressure - System pressure varies between approximately
20 psi and 40 psi throughout the area.
6) Sanitary Protection - The water system does not run in the vicin-
ity of any of the existing septic disposal systems on site.
7) Individual Services - It appears that individual stop and waste
valves, currently prohibited by Code, have not been installed on
the system.
8) Supply Quantity - Based upon field observation, it appears that
the total yield of the system is approximately 20 gpm, or 30,000
gpd. Estimated water requirements for the completed project
would be approximately 10,000 gpd based on 50 gallons per vehicle

space 100 gallons per rental cabin and a 1,000 gpd allowance for
the lodge.
9) Watering Stations - Two watering stations consisting of a water
hydrant are proposed. These water hydrants will be provided with
necesary backflow prevention devices.
FIRE PROTECTION
1) Portable Fire Appliances - Sufficient hose to reach any part of
the camper vehicle sites will be provided on a reel located ad-
jacent to the yard hydrants.
2) Portable Chemical Extinguishers - Class B/Class C extinguishers
will be located as shown on the Site Plan within 100 feet of any
camper vehicle site.
3) Freezing - Hoses will be stored in an empty condition so as to
preclude freezing; note that the park is not intended to oper-
ated during the winter season and, therefore, the risk of freez-
ing will be minimal.
SEWAGE DISPOSAL
1) DumP Station - A dump station will be located as shown on the
Site Plan. The dump station will consist of a 1,250 gallon bur-
ied concrete vault, a flexible 4" hose connection to allow drain-
ing of self-contained camper units directly into the vault, and a
concrete pad mounted over the vault. Design details will be pro-
vided to the County Sanitarian for approval prior to construc-
tion. The vault will be emptied by contract with a local septage
hauler.
FT,FCTRICAL DISTRIBUTION
1) General - It is not proposed to provide electrical service to the
individual vehicle camper sites as part of the Special Use Permit

SERVICE BUILDINGS
1) General - Only self-contained camper vehicles will be allowed in
the park and, therefore, as per regulation, no service building
is required. However, the lodge facilities will be available to
the camper vehicle sites. The existing lodge facilities consist
of a men's and women's toilet/shower facility and a laundry
facility. All camper sites will, therefore, have access to a
service building.
SUPERVISION
1) Caretaker/Attendant - A full time park supervisor will be on site
at all times when the facility is in operation.
2) Owner Responsibility - Southwestern Land Management, Inc. will be
responsible for compliance with the applicable Garfield County
regulations and with the Special Use Permit issued. A copy of
the Special Use Permit will be posted in the lodge facility or at
the entrance facility; copies of applicable Garfield County and
State regulations will be available upon request by any park
user.
3) Refuse Handling - A dumpster station will be provided as shown on
the site plan. The dumpster will be metal and totally enclosed;
contract for regular trash collection service will be made with a
local trash collection company.
4) Pest Control - The Owner agrees to comply with all appropriate
state and county regulations with respect to insect and rodent
control.
5) Pet Control - A leash law will be a requirement of the park and
will be enforced by the resident caretaker.
6) Occupancy Limitation - Occupancy in the camper park shall be
limited to 120 days per year by any one individual.
7) Camper Vehicle Limitation - Vehicles using the park shall be
limited to 40 feet in length and 8 feet in width.
