Dear Mr. Milner:
Sheridan Enterprises, Inc. hereby requests a Conditional Use
Permit for a coal crushing unit and staging area to be used in
conjunction and in support of a coal mining exploration operation
in Garfield County, Colorado. The exploration operation was
granted a Special Use Permit (No. 144) on December 5, 1977.
The crushing activity is proposed on federal land adjacent to
issued federal coal leases as described in the original sub-
mittal.
The proposed support facilities are addressed further in the
attached supporting information. If there are any questions,
or a need for additional information beyond what is attached,
please contact me.

SPECIFIC ACTION REQUIRING CONDITIONAL USE PERMIT
Site preparation, assembly of prefabricated portable coal
crusher/screen, and use of equipment on site in conjunction
with activities described and covered under Special Use Permit
No. 144, granted to Sheridan Enterprises, Inc. on December 5,
1977. The requested use area is located in T7S, R102W,
Section 29 as shown on the attached maps.
SITE PREPARATION
No major earthmoving activities are contemplated. Initial
earthwork will involve the construction of access, the
levelling and landform modification necessary for the use of
the proposed site, and the construction of necessary hydrologic
control structures.
All suitable and salvageable topsoil will be removed from the
area to be affected and stockpiled for eventual use in
reclamation.
Topsoil will be stockpiled in the vicinity of the disturbed area
through placement by the equipment used for removal. A sedimen-
tation control ditch will be constructed around the perimeter
of the stockpile and will drain to a sedimentation basin prior
to discharge into the natural drainage channel in the vicinity.
The topsoil stockpile will be seeded to wheatgrasses and mulched
to prevent excessive erosion in the interim period prior to
reclamation.
ASSEMBLE EQUIPMENT
The portable crushing equipment will be transported to the site
by truck on Colorado Highway 139 (Douglas Pass Road) and will
be assembled on site as shown in Map No. 2 and in the drawing
depicting plan and pictoral views of the equipment.
USE OF PROPOSED SITE
The originally described scope of operations will not change
except for the relocation of the crushing operation from the
Mesa County rail loading facility to the proposed Munger Canyon
site. No increase in tonnages extracted or transported over
Colorado Highway 139 will exceed that which was outlined in the
original Special Use Permit.
The proposed modification involves an additional step in the
overall scope of operations created by the relocation of the
crushing activity. The coal will be transported from the test
site stockpile to the crushing site whereupon, following crushing,

the coal will be loaded into on -highway vehicles and transported
to the Mesa County rail loading site. The site may also be used
for storage of supplies incidental to the exploration operation.
The site area will, like the adjacent access/haul road, be wetted
as required to eliminate a source of fugitive dust through vehicu-
lar traffic. The stockpile (coal) will be wetted as necessary to
eliminate a source of coal dust. It is important to note, however,
that the coal will be transported to the crushing site immediately
after extraction and will exhibit moisture from the water applied
during mining to control respirable dust underground. This will
further negate any potential for excess fugitive dust from the
coal stockpile.
USE OF EQUIPMENT
The equipment to be utilized at the site was designed to have
every feasible environmental control incorporated to achieve
optimum environmental benefits. These controls are as follows:
o Design of the equipment includes the enclosure of the
crusher and covers over the screens.
o Screens will filter the coal so that only 25% of the
coal delivered from the test mine site will be crushed.
o Water will be applied at appropriate intervals in a
contained area during operation.
o The elevation of the conveyor will be adjustable to pro-
vide for a minimum fall of the product to the stockpile.
Dust fall monitoring will be provided in the area of probable im-
pact and used as a running check. This data can be provided to
the County on a monthly basis.
The equipment is shown in pictoral and plan view in the attached
drawing.
DESCRIPTION OF AREA
The site proposed for the staging/crushing activity is isolated
from Highway 139 and completely remote from any residences. It
is located on a disturbed vegetative area in the valley bottom
that is intermixed with bottomland sagebrush and greasewood com-
munities. The disturbed area occurred as a result of past ranch-
ing activities and appears to be related to uses associated with
grazing in a holding area. The disturbed area contains numerous
weedy species of vegetation, the most common being Russian thistle.
Few shrubs grow on the area.
• The site is immediately adjacent to the area previously approved
under Special Use Permit No. 144.
