RE: Strong Lumber SUP — Sound Monitoring Test
Don:
You might recall that George Strong came before the Board back on May 14th, 2001 seeking approval to
expand his sawmill operation seven miles North of Rifle. At that time The Board continued the hearing
until June 18th, 2001 allowing the applicant time to have a sound -monitoring test conducted on the site. At
this time the sound -monitoring test has been completed and are attached.
In your opinion, are these test results adequate to continue the hearing this corning Monday?

Re: Strong Lumber Special Use Permit

Strong Lumber came before the Board on May 14th, 2001 requesting a Special Use Permit to expand
their sawmill operation at 7190 SH 13, Rifle, CO. At that time the hearing was continued until June
18th, 2001 allowing the applicant time to address the questions of fire protection and noise levels; a
letter (copy attached) to this effect was sent to the applicant's attorney on May 14th, 2001. This letter
stated that staff would need to see this information no later than June 6th, 2001 so it could be
reviewed and placed into the Commissioners packets. At this time, June 12th, 2001, the Rifle Fire
Protection, District has responded with their concerns involving this proposal (copy attached).
The last: piece of communication with the applicant has been a letter generated by the Planning
Department on May 14th, 2001 leading staff to believe the applicant has decided against proceeding
with, this Special Use Permit application. Staff therefore recommends that the Strong Lumber Special
Use Permit be Denied.

Dear Mr. Lee:

The Strong Special Use Permit was continued until June 18, 2001 by the Board of County Commissioners
to give the applicant time to address the issues of noise and fire protection. I would request that this
information be available to myself no later then the 6th of June 2001. This will allow me time to review the
information and modify the staff report. Staff reports go out a week in advance of the scheduled hearing /
meeting giving the Commissioners time to review the information.
I must caution you to use the services of an acoustical engineer for the sound -monitoring test and to make
sure that the noise levels are checked around the entire perimeter of the property. Before conducting this
the sound -monitoring test I would direct your attention to Colorado Revised Statutes (1999), Article 12
Noise Abatement Sections 25-12-101 through 25-12-103: Legislative declaration, Definitions and
Maximum permissible levels for the State established criteria involving noise levels and allowable hours of
operation.
While I cannot speak for the Rifle Fire Protection District they have recommended a 30,000 gallon tank for
fire protection but added in their letter, item 4: Consideration is to given to the ongoing clearing of open
spaces around the area to allow for a defensible space in the event of a wildfire. This is of course
something you will have to discuss with Mr. Mike Morgan.

Re: Strong Lumber Special Use Permit
Dear Mr. Butler:
This letter addresses concerns raised in your letter to Mr. Strong dated January 2, 2001.
Enclosed is a narrative describing the basic operations of the proposed use. The narrative
addresses all of the impacts of the operation. Also enclosed is a letter from the Division of
Wildlife dated January 15, 2001, a letter from the Colorado Department of Transportation dated
January 30, 2001 and a letter from west Divide Water Conservancy District dated January 2,
2001. There is also enclosed a map showing the location on site of the proposed leach field for
the septic system.
The enclosed documents answers all of your concerns raised in your letter of January 2, 2001.
Please telephone if you have any questions. Please schedule this application for a hearing before
the county commissioners.

application:
There is currently a custom log operation on this site but at this
time the applicant would like to expand the operation to include
not only the sawing of logs but
Peeling
Notching
Chinking
And the stacking of logs
The stacking of logs include
Stacking the logs into house shells
Including trusses
Handrails
Corbles
Window frames
And door buckings to insure that the processing of logs
is complete and ready for fabrication
Staff has two major concerns with this proposal:
Noise and Fire.
CRS 25:12:101 and 103 limit off-site noise to 50 decibels at 25
feet. In their narrative the applicant states that with a decameter
noise level range from 60 to 135 decibels on the property to zero
across the street off the property.
Staff just recently received comments from the Rifle Fire
Protection District, which made the following recommendations
* A water supply of 30,000 gallons minimum be available

• All access roads be able to support the weight of an
emergency vehicle as well as have an appropriate turning
radius.
Based on the above, staff has to change the recommended action
from approval to denial of the application based on noise and
inadequate fire protection
