I APPLICATION SUBMITTAL REQUIREMENTS
As a minimum, specifically respond to all the following items below and attach any additional information to
be submitted with this application:
1. Please submit, in narrative form, the nature and character of the Special Use requested.
Submit plans and supporting information (i.e. letters from responsible agencies). lnclude
specifications for the proposed use including, but not limited to, the hours of operation, the
number and type of vehicles accessing the site on a daily, weekly and/or monthly basis, and
the size and location of any existing and/or proposed structures that will be used in conjunction
with the proposed use, and provisions for electric power service and any other proposed utility
improvements. Be specific.
2. lf you will be using water or will be treating wastewater in conjunction with the proposed use,
please detail the amount of water that would be used and the type of wastewater treatment. lf
you will be utilizing well water, please attach a copy of the appropriate well permit and any
other legal water supply information, including a water allotment contract or an approved water
augmentation plan to demonstrate that you have legal and adequate water for the proposed
use.
3. Submit a site plan /map drawn to scale that portrays the boundaries of the subject property, all
existing and proposed structures on the property, and the County or State roadways within one
(1) mile of your property. lf you are proposing a new or expanded access onto a County or
State roadway, submit a driveway or highway access permit.
4. Submit a vicinity map showing slope / topography of your property, for which a U.S.G.S.
1:24,000 scale quadrangle map will suffice.
Submit a copy of the appropriate portion of a Garfield County Assessor's Map showing all
mineral rights owners of the subject property and public and private landowners adjacent to
your property (which should be delineated). ln additional, submit a list of all property owners
and their addresses adjacent to or within 200 ft. of the site. This information can be obtained
from the Assessor's Office.
Submit a copy of the deed and a legal description of the subject property.
lf you are acting as an agent for the property owner, you must attach an acknowledgement
from the property owner that you may act in his/her behalf.
Submit an statement that specifically responds to each of the following criteria from Section
5.03 of the Zoning Regulations:
(1) Utilities adequate to provide water and sanitation service based on accepted
engineering standards and approved by the Board of County Commissioners shall either
be in place or shall be constructed in conjunction with the proposed use.
(2) Street improvements adequate to accommodate traffic volume generated by the
proposed use and to provide safe, convenient access to the use shall either be in place or
shall be constructed in conjunction with the proposed use;
(3) Design of the proposed use is organized to minimize impact on and from adjacent
uses of land through installation of screen fences or landscape materials on the periphery
of the lot and by location of intensively utilized areas, access points, lighting and signs in
such a manner as to protect established neighborhood character;

g. Depending on the type of Special Use Permit requested, you may need to respond to
additional- review siandards in the Garfield County Zoning Resolution Section 5.00
[Supplementary Regulations]. This may include uses such industrial uses [section 5.03.07 &
'S.Oa.Oe1, Accessor/Dwelling Units [seciion 5.03.21], Utility line/Utility S-ubstations, etc. Specific
sections of the Zoning Resolution which can be located on the Garfield County web site at

obtained from this office
10. A $400.00 Base Fee: Applicant shall sign the "Agreement for Payment" form and provide the
fee with the aPPlication.
11. Submit 2 copies of this completed application form and all the required submittal materials to
the Building and Planning Department. Staff will request additional copies once the Special
Use Permit application has been deemed technically complete.
II. PROCEDURAL REQUIREMENTS
(The following steps outline *E$.3rr3:I;,rmit Application review process works in

Once the application is deemed technically complete, the Staff Planner will send you a
letter indicaiing the application is complete. ln addition, Staff will also send you a "Public
Notice Form(s)" indicaiing the time and date of your hearing before the Board of County
Commissioners. Prior to the public hearing, Staff will provide you with a Staff Memorandum
regarding your requested Special Use. (lf Staff determines you application to be deficient,
a letter will be sent to you indicating that additional information is needed to deem your
application comPlete. )
It is solely the Applicant's responsibility to ensure proper noticing occurs regarding the
requested special Use and the public hearing. lf proper notice has not occurred, the
prbli" hearing will not occur. Notice requirements are as follows:
a. Notice by publication, including the name of the applicant, description of the subject
lot, a description of the proposed special use and nature of the hearing, and the
date, time and place for ihe hearing shall be given once in a newspaper of general
circulation in that portion of the CJunty in which the subject property is located at
least thirty (30) bui not more than sixty (60) days prior to the date of such hearing,
and proof of publication shall be presented at hearing by the applicant'
b. Notice by mail, containing information as described under paragraph (1) above,
shall be mailed to all owners of record as shown in the County Assessor's Office of
lots within two hundred feet (2OO') of the subject lot and to all owners of mineral
interest in the subject property at least thirty (30) but not more than sixty (60) days
prior to such heaiing'time by certified return receipt mail, and receipts shall be
presented at the hearing by the applicant.

c. The site shall be posted such that the notice is clearly and conspicuously visible
from a public right-of-way, with notice signs provided by the Planning Depirtment.
The posting must take place at least thirty (30) but not more than sixty (OO; Oays
prior to the hearing date and is the sole responsibility of the applicant to post the
notice, and ensure that it remains posted until and during the date of the hearing.
4. The Applicant is required to appear before the Board of County Commissioners at the time
and date of the public hearing at which time the Board will consider the request. ln addition,
the Applicant shall provide proof, at the hearing, that proper notice was provided.
5. Once the Board makes a decision regarding the Special Use request, Staff will provide the
Applicant with a signed resolution memorializing the action taken by the Board. Following
the Board's approval, this office will issue the Special Use Permit to the applicant. lf the
Board's approval includes specific conditions of approval to be met, this office will not issue
the Official Special Use Permit certificate until the applicant has satisfied all conditions of
approval. The Special Use Permit approval is not finalized until this office has issued the
Official Special Use Permit certificate signed by the Chairman of the Board of County
Commissioners.

To Whom It May Concern:
I am requesting a Special Use Permit for an Equestrian Training Center for the property
described in the attached legal description in Silt, (Garfield County) Colorado. I will be
using the property to train different types of horses for racing.
The hours of the intended use will be from 6:00 am to 9:00 pm Sunday through Saturday,
and/or on an as needed basis. The types of vehicles that will be accessing this property
will be automobiles (cars, trucks, etc.), horse trailers of all sizes, construction trucks for
purposes of maintenance of the land (on an as needed basis). I do anticipate the number
of vehicles to access the property will increase during the weekend due to horse owners
holding competitions between their horses. I would anticipate up to (but not limited to)
100 vehicles on Saturday andlor Sunday.
To date, there are currently no buildings or structures on the property. I anticipate
placing a shop and a barn with horse stalls. I do plan to have electricity accessing both
the shop and the barn. I will be accessing water in compliance to the Well Agreement,
which is attached.

I. Introduction
The proposed Equestrian Training center is located in the Northeast corner of Section 20,
Township 6 South, Range 92 West of the 6ft P.M., Garfield County, Colorado. The
equestrian training center is accessed from Mamm Creek Road approximately 2 miles
south of Interstate 70. A Vicinity Map has been included in Appendix A as Figure l.
il. Hydrolory
The hydrologic method used for this study is the SCS method. The hydrologic modeling
software HEC-HMS was used to determine the peak flows and runoff from the drainage
basins.
Within the area of study, there are various soil types as designated by the United States
Department of Agriculture Soil Conservation. The soil types within this area are Olney
Loam (Map ID 51), Potts Loam (Map ID 54, 55, 56), Torriorthents-Camborthids-Rock
outcrop complex (Map ID 66), and Torriorthents-Rock outcrop complex (Map ID 67). The
soils within this basin are all within the hydrologic group B. Brief descriptions of these
soils have been included in Appendix B. A soils map (11"x17") is also included in the
appendix.
The rainfall amounts were obtained using the Precipitation - Frequency Atlas of the
Westem United States published By the National Oceanic and Atmospheric Administration
(NOAA). The precipitation hyetograph was developed using the information and
techniques described in the atlas. The precipitation corresponding the 25-yr,24-hr storm
event produces 2.0 inches and the 100-yr, 24-ty storm event produces 2.4 inches of
precipitation.
There is no evidence that the site is within a floodplain and there are no significant
drainages immediately adjacent to the site that could cause damaging floods. A FEMA
Flood Insurance Rate Map (FIRM) is not printed for this area.
ilI. Existing Conditions
The area being studied includes the proposed development and the offsite flows generated
to the south and east that will be conveyed through the study area. The entire drainage
basin being studied is divided into 7 basins, designated as EXl-EX7. Basins EXl-EX4 are
all offsite basins, while EX 5-EX7 are basins delineated within the boundaries of the
training center. All of the designated basins flow to a single point located immediately
downstream of the study site. This point will be evaluated for comparison purposes and is
referred to as the Design Point (DP). Flow contribution to the DP is directly from basins
EX4, EX6, and EX7. All remaining basins contribute to the DP through EX7. Refer to the
Overall Drainage Exhibit (EXDRI) for the delineation of the existing basins.

The characteristics of all of the existing basins are very similar. All of the basins contain
primarily grasses with some sparse brush and trees. A Curve Number (CN) of 69 is given
to the entire basin. Slopes are generally moderate and drainage paths are large swales
rather than well-defined channels. Basin EXl does contain some irrigation ponds. These
ponds were neglected as they are for irrigation purposes and assumed to be full at the time
of a significant storm event. No other significant drainage features with these basins are
known. The overall drainage area is bounded on the west by the Multa Trina Ditch, on the
East by the divide separating Mamm Creek and Dry Hollow Creek, on the south by a ridge
line approximately I mile south of the project site and on the north by the north property
line and the north ridge line to the drainage basin to the east of the proposed equestrian
center.
This entire drainage area contributes to a defined channel located downstream of the
proposed Equestrian Training Center. The point on this channel immediately downstream
of the site is referred to as the DP. The results of the hydrologic analysis utilizing the
HEC-HMS computer software are presented in the tables below. The Existing Conditions
Exhibit illustrates the drainage basins and summarizes the hydrologic results for the 25-
year,24-hour and 100-year, 24-hour storms. Table lA tabulates the summary of the
drainage basins. Complete existing drainage calculations are included in Appendix C.

w.Proposed Conditions
The proposed Equestrian Training Center development consists of gravel access road
leading to two gravel parking areas, a hay barn and a stall barn, a dirt trial leading from the
stall barn area to small restroom facility, and a dirt trail exercise area. The drainage
characteristics used for EX1-EX4 will not change under the proposed conditions. The
onsite basins however have changed slightly to accommodate the training center's
activities. There are still three onsite basins designated as PR5-PR7, to stay consistent with
the existing basins for comparison. Composite CN's were determined for the onsite basins
using a CN of 69 for native or undisturbed areas, a CN of 85 for the Gravel drives and
parking areas, 82 for the dirt trail and exercise track, and 98 for all buildings. The drainage
patterns also changed slightly through the site, however, the historic discharge location
will not change, as all runoff will continue to contribute to the same DP as the existing
conditions. EX 4, PR6 and PR7 will contribute directly to the DP. EX4 will contribute to
the DP with no change from the existing conditions. PR6 will convey the runoff from the
individual basin only. PR5, PR7 and EX2 will contribute to the DP through PR7. Runoff
from the two large exiting basins EXI and EX3 will be conveyed around the proposed site
along the existing channel adjacent to PR7. The 100 year flow conveyed from EXI and
EX3 totals 340 cfs. The channel available to convey this past the proposed property is 80
feet wide and2 feet deep. See Appendix D for capacity calculation.
At the northwest side of PR5 several culverts will be installed under the proposed access
roads, directed toward the proposed detention pond, and then discharging to PR7.
Additional drainage swales shall also be constructed on site to provide proper drainage
paths, convey runoff away from the buildings, and minimize erosion of the gravel and dirt
areas. Table 24, summarizethe proposed drainage basin characteristics. Complete
proposed drainage calculations are included in Appendix C.

V. Results and Recommendations
The proposed development will increase peak runoff by 2.5cfs or 0.65Yo. When comparing
the existing and proposed conditions as a whole, it is determined that the runoff of the
proposed conditions has essentially no change from the existing conditions. The calculated
peak flow to the DP has increased slightly and the calculated runoff volume has increased a
very small amount. This minor change is attributed to the rerouting of the drainage
patterns and the increase in impervious areas. However, in comparing the three onsite
basins it is found that the runoffvolume increases by 0.21ac-ft (9148 cf), or approximately
a l3%o increase within PR5-7. Due to the increase in the site specific development, a
detention pond shall be constructed with the necesary capacity to limit peak runoff to
historic conditions. A single pond within basin PR5 will account for all detention
requirements.
VI. Design Features
A. Drainase Channel
The drainage channel located along the north side of the proposed parking and building
area is designed to convey the25-yr,24-fu storm (13.1 cfs). The design calls for a bottom
width of 1 ft, and both sides with a 3H:lV side slope 6 ft. (zft depth). This section of
channel should be constructed at a 1.0%o minimum slope. Erosion control logs shall be
installed in this channel every 100 ft and maintained within the channel until vegetation is
established and the channel bottom and sides are stable. The proposed channel slope
averages l.9yo. Channel calculations are included in Appendix D.
B. Culvert
The Culvert under the access roads are designed to carry the runoff from PR5 and EX2 into
the proposed detention and into PR7. The calculated flow at this location is approximately
13.1 cfs. A 18" ADS-NI2 culvert shall be installed al1.25o/o slope to match existing
grade. This configuration and flow will convey the25 year design discharge under free
flow control. Flared end sections shall be used at both ends of the culvert. Culvert
calculations are included in Appendix D.
VII. Summary
The proposed development has very minor overall impact to the runoff of this drainage
basin. The onsite runoff increased sufficiently to warrant a small detention pond at the
middle of the property. With the construction of this drainage channel and the small
detention pond, there will be no significant changes to the stormwater runoff of this
drainage basin, in turn causing no significant impacts to downstream landowners or water
users.

RIFLE AREA, COLOHADO
The native vegetation on this soil, because it faces
north and east, is mainly Gambel oak, seryiceberry,
snowberry, and elk sedge.
When range condition deteriorates, shrubs increase.
Properly managing grazing maintains and improves
range condition.
Elk, mule deer, coyote, and grouse find habitat on this
soil.
Use ol this soil for community development and as a
source of construction material is limited by depth to
rock and steep slopes.
This soil is in capability subclass Vlle, nonirrigated.
S3-Parachute-Rhone loams, 5 to 30 percent
slopes. These gently sloping to steep soils are on ridge
crests and mountainsides. Elevation ranges from 7,600
to 8,600 feet. The Parachute soil formed in residuum
from sandstone or marlstone, and the Rhone soil formed
in residuum from hard, line-grained sandstone. The aver-
age annual precipitation is about 20 inches, the average
annual air temperature is about 40 degrees F, and the
frost-free period is less than 75 days.
The Parachute soil makes up about 55 percent of the
map unit, the Rhone soil makes up about 3O-percent,
and soils of minor extent make up 15 percent. The
Parachute soil is mostly on ridge crests, and the Flhone
soil is in gently sloping to moderately sloping areas on
mountainsides.
The Parachute soil is moderately deep and well
drained. Typically, the surface layer is grayish brown
loam about 5 inches thick. The upper part of the subsoil
is very dark grayish brown and brown loam about 13
inches thick, and the lower part is light yellowish brown
extremely channery loam about 11 inches thick. Hard,
fractured sandstone is at a depth of 29 inches (fig. 9).
Permeability of the Parachute soil is moderate, and
available water capacity is low. Effective rooting depth is
20 to 40 inches. Surface runoff is medium, and the
erosion hazard is moderate.
The Rhone soil is deep and well drained. Typically, the
upper part of the surface layer is brown loam about B
inches thick, and the lower part is brown sandy clay
loam about 20 inches thick. The underlying material is
brown very channery sandy clay loam about 24 inches
thick. Fractured sandstone is at a depth of 52 inches.
Permeability of the Rhone soil is moderate, and availa-
ble water capacity is moderate to high. Effective rooting
depth is 40 to 60 inches. Surface runoff is slow, and the
erosion hazard is slight.
lncluded with these soils in mapping are areas of lrigul
soils on ridge crests. These areas make up about 10
Percent of the map unit.
These soils are used mainly for grazing and wildlife
habitat.

grass, elk sedge, and sagebrush.

well drained soil is on mesas, benches, and sides of
valleys. Elevation ranges from 5,000 to 7,000 feet. This
soil formed in alluvium derived from sandstone, shale, or
basalt. The average annual precipitation is about 14
inches, the average annual air temperature is about 46
degrees F, and the average frost-free period is about
120 days.
Typically, the surface layer is brown loam about 4
inches thick. The subsoil is reddish brown clay loam
about 24 inches thick. The substratum is pinkish white
loam to a depth of 60 inches.

Olney, Kim, and lldelonso soils that have slopes of 1 to
3 percent. These areas make up 10 to 15 percent of the

S7-Potts-lldefonso complex, 3 to 12 percent
slopes. These gently sloping to rolling soils are on
mesas and sides of valleys. Elevation ranges from 5,000
to 6,500 feet. The Potts soil formed in alluvium derived
from sandstone, shale, or basalt. The lldefonso soil
formed in very strongly calcareous, basaltic alluvium and
small amounts of eolian material. The average annual
precipitation is about 14 inches, the average annual air
temperature is about 46 degrees F, and the average
frost-free period is about 120 days.
The Potts soil makes up about 60 percent of the map
unit, and the lldefonso soils makes up about 30 percent.
The Potts soil is on slightly concave positions, and the
lldefonso soil is on. the breaks of steeper slopes.
The Potts soil is deep and well drained. Typically, the
surface layer is brown loam about 4 inches thick. The
subsoil is reddish brown clay loam about 24 inches thick.
The substratum is pinkish white loam that extends to a
depth of 60 inches.

RIFLE AREA, COLORADO
65-Torriorthents-Camborthids-Rock outcrop com-
plex, steep. This broadly defined unit consists of ex-
posed sandstone and shale bedrock, loose stones, and
soils that are shallow to deep over sandstone and shale
bedrock and stony basaltic alluvium. This complex
occurs throughout the survey area. The soils and out-
crops are moderately steep to very steep. Slope ranges
from 15 to 70 percent.
Torriorthents make up about 45 percent of the com-
plex, Camborthids make up 20 percent, and Rock out-
crop makes up 15 percent. The Torriorthents are on
foothills and mountainsides below Rock outcrop. The
moderately steep Camborthids are on lower toe slopes
and concave open areas on foothills and mountainsides.
Toniorthents are shallow to moderately deep. They
are generally clayey to loamy and contain variable
amounts of gravel, cobbles, and stones. The surface is
normally covered with stones weathered from the higher-
lying Rock outcrop. South of the Colorado Fliver, basaltic
stones and cobbles are on the surface.
Camborthids are shallow to deep. They are generally
clayey to loamy and have slightly more clay in tbe sub-.
soil than in the surface layer. The surface layer is light
colored. The profile is normally free of stones, but scat-
tered basalt stones, cobbles, and sandstone fragments
are on the surface.
The Rock outcrop is mainly Mesa Verde sandstone
and Wasatch shale. Some areas are covered with basal-
tic boulders and stones. Small areas of limestone out-
crops and exposed gypsum are in the eastern part of the
survey area.
lncluded in mapping are small, isolated areas of llde-
fonso, Lazear, Ansari, Begay, Heldt, and Dollard soils.
These intermittent areas make up 10 to 20 percent of
this map unit.
This complex is used for grazing, wildlife habitat, and
recreation.
The stones on the surface and the steep slopes make
this complex unsuitable for crops. Some areas can be
reseeded to pasture by broadcast seeding. Other plant-
ing methods are made difficult by the stones and slopes.
The native vegetation includes wheatgrasses, blue-
grasses, lndian ricegrass, needlegrasses, bitterbrush,
mountainmahogany, sagebrush, and an overstory of
pinyon and juniper.
The value of grazing is fair. The vegetation should be
managed to maintain wood production and limited graz-
ing. Selectively thinning the pinyon and juniper improves
grazing and provides firewood and posts. Steep slopes,
moderate to severe erosion hazard, and slow regrowth
of trees affect harvesting and management.
Most of this complex is a prime wintering area for
deer. Rabbits, coyote, and a few elk also find food and
cover on this complex.
Building is limited by steep slopes and stoniness.
These limitations can be overcome by appropriate
design and construction.
This complex is in capability subclass Vlle, nonirrigat-
ed.
67-Torriorthents-Rock outcrop complex, steep.
This broadly defined unit consists of exposed sandstone
and shale bedrock and stony soils that are shallow to
moderately deep over sandstone and shale and stony
basaltic alluvium. Areas of this complex occur throughout
the survey area. The soils and outcrops are moderately
steep to very steep. Slope ranges from 15 to 70 percent
Torriorthents make up about 6O percent of this com-
plex, and Rock outcrop makes up 25 percent. The Tor-
riorthents are on foothills and mountainsides below the
Rock outcrop.
Torriorthents are generally clayey to loamy and con-
tain variable amounts ol gravel, cobbles, and stones.
The surface is normally covered with stones weathered
from the higher-lying Rock outcrop. South of the Colora-
do River, stones and cobbles ol basalt are on the sur-
face.
The Rock outcrop is mainly Mesa Verde sandstone
and Wasatch shale. Some areas are covered with basal-
tic boulders and stones. Small areas of limestone out-
crops and exposed gypsum are in the eastern part of the
survey area.
lncluded in mapping are small isolated areas of llde-
fonso, Lazear, Ansari, Gaynor, Tridell, and Nihill soils.
These intermittent areas make up 10 to 15 percent of
this map unit.
This complex is used for limited grazing, wildlife habi-
tat, and recreation.
Because of the stones on the surface, the Rock out-
crop, and the steep slope, lhis complex is unsuited to
crops.
The native vegetation includes wheatgrass, bluegrass,
lndian ricegrass, needlegrass, bitterbrush, sagebrush,
mountainmahogany and an overstory of pinyon and juni-
per.
The vegetation should be managed to maintain wood
production and limited grazing. Selectively thinning the
pinyon and juniper improves grazing and provides fire-
wood and posts. Steep slopes, moderate to severe ero-
sion hazard, and slow regrowth of trees affect harvesting
and management.
Most of this complex is a prime wintering area for
deer. Rabbits, coyote, and a few elk also find food and
cover on this complex.
Community development is limited by the Flock out-
crop, steep slopes, and stoniness. These limitations can
be overcome by appropriate design and construction.
This complex is in capability subclass Vlle, nonirrigat-
ed.
68-Vale silt loam, 3 to 6 percent slopes. This deep,
well drained, gently sloping soil is on mesas, terraces,
and alluvial fans. Elevation ranges from 5,000 to 7,200
feet. This soil formed in calcareous eolian material. The

RECITALS
A' contemporaneols]r with the execution hereof, Grantor is conveying to Grantee theproperty described on Exhitit A (the "Property''), together with an undivided one-thi;a (1/3) interestin that certain water well described in well permit No. 22gllg, issued by the colorado StateEngineer's Office, Division of Water Resources (the,,Well,,).
B' Byvirtue ofthe WellPermit, the use of groundwater from the Well is 1imited to fireprotection, ordinarylouseholdpurposes inside not moie than three (3) single famil, dwellings, thewatering of poultry, domestic animals and livestock on a farm or ranch'and tlie irrigation of not morethan one (1) acre of home gardens and lawns.
C. The interest in the Well conveyed to Grantee is intended for use upon the property
and such interest shalr be deemed appurtenani to the property.
D' The parties desire to set forth terms and conditions which shall govern cost sharingand the use of the Well.

3' Return Flow' The return flow from in-house uses of water from the well shall bethrough an individual wastewater disposal systems of a non-evaporative type, where the water isreturned to the same stream system in-whichihe well is located.
4' Sharing of costs' The owner of each share in the well shall share costs with theowner or owners of the other two (2) shares in the wefl as follows:
(a) Crrantor shall install apump, pumphousq pipelines necessary to provide waterfrom the well to the boun-dary of each pu.."f to u" r"*.0 uv irri well and stratt e>rtena a permanentsource of power to the well. I am requesting a Special Use Permit for an Equestrian Training Center for the property
described in the attached legal description in Silt, (Garfield County) Colorado. t *iU Ue
using the property to train different types of horses for racing.
The hours of the intended use will be from 6:00 am to 9:00 pm Sunday through Saturday,
and/or on an as needed basis. The types of vehicles that will be accesiing this property
will be automobiles (cars, trucks, etc.), horse trailers of all sizes, construction trucks for
purposes ofmaintenance ofthe land (on an as needed basis). I do anticipate the number
ofvehicles to access the property will increase during the weekend due to horse owners
holding competitions between their horses. I would anticipate up to (but not limited to)
100 vehicles on Saturday and/or Sunday.
To date, there are currently no buildings or structures on the property. I anticipate
placing a shop and a barn with horse stalls. I do plan to have electricity accessing both
the shop and the barn. I will be accessing water in compliance to the Well Agreement,
which is attached.
