Plans and specifications for proposed use (hours of operation, number of vehicles/day, location and size of structures, etc.). 2. Existing or proposed method of sewage, source of disposal and water. Road access and other information deemed necessary to explain proposed use. 3. A vicinity map drawn to scale depicting the subject property, location and use of building and structures on adjacent lots. 4. An impact statement on the proposed use where required by Sections 5.03-5.03.12 of Zoning Regulations. 5 A copy of Assessor's map showing property; and a listing of all adjoining property owners of said property. 6 A base fee of 5400.00 shall be charged for each application and shall be submitted with the application; additional charges may be imposed if county review costs exceed the base fee. 7. Attach a copy of proof of ownership for your property (deed, title insurance). If public notice is required, notice provided by the Planning Department shall be sent out at least fifteen (15) days prior to hearing by return -receipt mail to all the above noted adjoining property owners. Mailing is the applicant's responsibility and proof of mailing must be presented at the hearing. Additionally, the same notice shall be published one (1) time in the official County newspaper at least fifteen (15) days prior to such hearing date. (inc (1) copy oldie impact statement shall be filed with the County Cominissioncrs by the Planning Director. The impact statement shall address the following: (A) Existing lawful use of water through depletion or pollution of surface run-off, stream flow or ground water; (13) Impacts on adjacent land from the generation of vapor, dust, smoke, noise, glare or vibration, or other emanations; (C) impacts on wildlife and domestic animals through the creation of hazardous attractions, alteration of existing native vegetation, blockade of migration routes, use patterns or other disruptions; (D) Affirmatively show the impacts of truck and automobile traffic to and from such uses and their impacts to areas in the County; (E) That anffcientdistances shall separate such use from abutting property which might otherwise be damaged by operations of the proposed use(s); (F) Mitiga tion measures proposed for all of the foregoing impacts identified and for the standards identified in Section 5.03.08 of this Resolution. (2) Permits may be granted for those uses with provisions that provide adequate mitigation for the following: (A) A plan for site rehabilitation must be approved by the County Commissioners before a permit for conditional or special use wilt be issued; (11) The County Commissioners may require security before a permit for special or conditional use is issued, if required. The applicant shall furnish evidence of a bank commitment of credit, bond, certified check or other security dented acceptable by the County Commissioners in the amount calculated by the County Commissioners to secure the execution of the site - zehabilitation plan in workmanlike manner and in accordance with the specifications and construction schedule established or approved by the County Commissioners. Communications • All Rulison Gathering Company, LLC vehicles are equipped with cellular communications on board. In the event of a fire • In the event of a fire, all personnel and appropriate equipment on site will be committed to its containment and control. The BLM and appropriate fire authorities will be notified immediately. • Direction of fire control efforts will be transferred to appropriate fire fighting agency personnel upon their arrival on site. Dear Mr. Bean, Rulison Gathering Company, L.L.C. (RGC) is applying for a Special Use Permit to install a Natural Gas Compressor/Delivery Point in Garfield County, Colorado. The facility will be installed on property that RGC has a Surface Facility Easement Grant with Colorado Interstate Gas Company (GIG). This property is located North of Parachute near the intersection of Interstate -70 and Garfield County Road 215. The following documentation is enclosed herewith for you review: Application Form Exhibit "A" (Property Description) Exhibit "B" (Names and Addresses of Property Owners) Assessors Map Map of the Site Drawings of the Facility Plant/Road Letter of Authorization from CIG Fire Control Measures The purpose of these facilities are to provide an alternative enduse markets to those producers using our gathering system by providing for a direct conect to CIG. A setback of 100 feet will be adhered to on all property lines. This site was selected for its proximity to the Colorado Interstate Gas' "Roans Cliff " receipt point. Construction is expected to begin May 1, 1997, and expected to be completed by November, 1997. Except for maintenance and repairs, these facilities are to run 24 hours per day, 365 days per year. The facility will be attended 8 hours per day. During unattended operations, an alarm and call out system will notify an operation of facility problems. Access to the compressor site is west of Garfield County Road 215 and north of the town of Parachute. Access is via constructed gravel roads as described in the map of the site attached • • hereto. The compression facility will be designed and installed in accordancewith DOT Part 192 specifications; the processing plant will be designed and installed in accordance with ANSI B31.1 specifications. The facility will comply with the requirements of OSHA Part 1910 Process Safety Management requirements. When the site is abandoned, it will be reclaimed with vegetation indigenous to the area per Sections 05.03.00 through 5.03.12 of the Garfield Zoning Code. The compressor supplier has not been selected as of the date of this application; an air quality permit application will be filed as soon as the vendor is selected and a copy of the application will be forwarded to your office. After the compressor is selected and data is available, noise assessment data will be submitted to your office. To address Garfield County Zoning Resolutions, conclusions are submitted as follows: Compressor installation and operation will not have any adverse impact on existing lawful use of water though depletion or pollution of surface run-off, stream flow or ground water. A septic system is planned for the office/shop building restroom. Installation will be on property owned by Unocal, leased to Colorado Interstate Gas, Company, and assigned to Rulison Gas Company, L.L.C. There will be no long term adverse impact on adjacent land from the generation of vapor, dust, smoke, noise, glare, vibrations or other emanations. Impact on wildlife and/or domestic animals will be minimal. No migrations routes are being changed or obstructed. The compressor site will be completely fenced after installation. Construction personnel in the area will add to overall traffic on a short term basis during installation. Upon completion, an estimated 5 tanker trucks per day will be required to take delivery of the NGL recovered at these facilities. No adverse impact to abutting property will occur due to the facility operation. The proposed area was leased and designed for our facilities. CIG plans to exercise this option and plans, with the consent of Unocal, subject to the other provisions of this letter, to assign a portion of this site, consisting of approximately 4-5 acres to Rulison for the purpose of installing a plant and compressor facility. This assignment will cover the portion of the site lying southeast of the barbed wire fence roughly splitting the overall site in half. In conjunction with this assignment, CIG will also assign Rulison use of its approved access off of County Road 215, as well as use of the existing temporary access off of Unocal's private road. The foregoing plans are subject to CIG and Rulison completing a definitive agreement with such agreement acceptable to Unocal, and management approval. Such assignment, if made, will occur upon receipt by CIG of a survey of the portion of the site to be assigned and of the proposed revision in the access road alignment. The legal description of the property is the SENE of Section 2, Township 7 South, Range 96 West, 6th P.M., Garfield County, Colorado. The purpose of the facility is to connect RGC's existing gathering system to the CIG "Roan Cliffs" mainline interconnect Point, located in the SENE of Section 2- Township 7 South, Range 96 West, Garfield County Colorado. Presently, the gas gathered by RGC is sent to the Questar Public Service interconnect points near Rifle. The proposed site was selected for it proximity to the CIG "Roan Cliffs" receipt point. The proposed facilities are designed to meet both CIG's 850 psig maximum operating pressure requirement and strict liquid control specifications. The proposed processing plant will strip the liquids from the dry gas stream and the liquids will be transported by truck to the nearest NGL delivery point. The design location was developed both to maximize the efficiency of ow system and satisfy Unical's concerns with respect to the optimal facility location. Accordingly, RGC respectfully requests the approval of the Garfield County Planing Board of this modification to the setback requirements. Construction is expected to begin May 1, 1997, and expected to be completed by November, 1997. Except for maintenance and repairs, these facilities are to run 24 hours per day, 365 days per year, The facility will be attended 8 hours per day. During unattended operations, an alarm and call out system will notify an operation of facility problems. Access to the compressor site is west of Garfield County Road 215 and north of the town of Parachute. Access is via constructed gravel roads as described in the map of the site attached Hereto. The compression facility will be designed and installed in accordancewith DOT Part 192 specifications; the processing plant will be designed and installed in accordance with ANSI B31.1 specifications. The facility will comply with the requirements of OSHA Part 1910 Process Safety Management requirements. When the site is abandoned, it will be reclaimed with vegetation indigenous to the area per Sections 05.03.00 through 5.03,12 of the Garfield Zoning Code. The compressor supplier has not been selected as of the date of this application; an air quality permit application will be filed as soon as the vendor is selected and a copy of the application will be forwarded to your office. After the compressor is selected and data is available, noise assessment data will be submitted to your office. To address Garfield County Zoning Resolutions, conclusions are submitted as follows: Compressor installation and operation will not have any adverse impact on existing lawful use of water though depletion or pollution of surface run-off, stream flow or ground water. A septic system is planned for the office/shop building restroom. Installation will be on property owned by Unocal, leased to Colorado Interstate Gas, Company, and assigned to Rulison Gas Company, L.L.C. There will be no long tem adverse impact on adjacent land from the generation of vapor, dust, smoke, noise, glare, vibrations or other emanations. Impact on wildlife and/or domestic animals will be minimal. No migrations routes are being changed or obstructed. The corepressor site will be completely fenced after installation. Construction personnel in the area will add to overall traffic on a short term basis during installation_ Upon completion, an estimated 5 tanker trucks per day will be required to take delivery of the NGL recovered at these facilities, No adverse impact to abutting property will occur due to the facility operation. Colorado Interstate Gas Company (CIG) is the holder of an option to lease an additional 7.282 acres of land from Union Oil Company of California (Unocal) located in the North Half of Section 2, Township 7 South, Range 96 West, Garfield County, Colorado. CIG plans to exercise this option and plans, with the consent of Unocal, subject to the other provisions of this letter, to assign a portion of this site, consisting of approximately 4.5 acres to Rulison for the purpose of installing a plant and compressor facility. This assignment will cover the portion of the site lying southeast of the barbed wire fence roughly splitting the overall site in half In conjunction with this assignment, CIG will also assign Rulison use of its approved access off of County Road 215, as well as use of the existing temporary access off of Unocal's private road. The foregoing plans are subject to CIG and Rulison completing a definitive agreement with such agreement acceptable to Unocal, and management approval. Dear Mr. Bean, Rulison Gathering Company, L.L.C. (RGC) is applying for a Special Use Permit to install a Natural Gas Compressor/Delivery Point in Garfield County, Colorado. The facility will be installed on property that RGC has a Surface Facility Easement Grant with Colorado Interstate Gas Company (GIG). This property is located North of Parachute near the intersection of Interstate -70 and Garfield County Road 215. The following documentation is enclosed herewith for you review: Application Form Exhibit "A" (Property Description) Exhibit "B" (Names and Addresses of Property Owners) Assessors Map Map of the Site Drawings of the Facility Plant/Road Letter of Authorization from CIG Fire Control Measures The purpose of these facilities are to provide an alternative enduse markets to those producers using our gathering system by providing for a direct conect to CIG. A setback of 100 feet will be adhered to on all property lines. This site was selected for its proximity to the Colorado Interstate Gas' "Roans Cliff " receipt point. Construction is expected to begin May 1, 1997, and expected to be completed by November, 1997. Except for maintenance and repairs, these facilities are to run 24 hours per day, 365 days per year. The facility will be attended 8 hours per day. During unattended operations, an alarm and call out system will notify an operation of facility problems. Access to the compressor site is west of Garfield County Road 215 and north of the town of Parachute. Access is via constructed gravel roads as described in the map of the site attached • • hereto. The compression facility will be designed and installed in accordancewith DOT Part 192 specifications; the processing plant will be designed and installed in accordance with ANSI B31.1 specifications. The facility will comply with the requirements of OSHA Part 1910 Process Safety Management requirements. When the site is abandoned, it will be reclaimed with vegetation indigenous to the area per Sections 05.03.00 through 5.03.12 of the Garfield Zoning Code. The compressor supplier has not been selected as of the date of this application; an air quality permit application will be filed as soon as the vendor is selected and a copy of the application will be forwarded to your office. After the compressor is selected and data is available, noise assessment data will be submitted to your office. To address Garfield County Zoning Resolutions, conclusions are submitted as follows: Compressor installation and operation will not have any adverse impact on existing lawful use of water though depletion or pollution of surface run-off, stream flow or ground water. A septic system is planned for the office/shop building restroom. Installation will be on property owned by Unocal, leased to Colorado Interstate Gas, Company, and assigned to Rulison Gas Company, L.L.C. There will be no long term adverse impact on adjacent land from the generation of vapor, dust, smoke, noise, glare, vibrations or other emanations. Impact on wildlife and/or domestic animals will be minimal. No migrations routes are being changed or obstructed. The compressor site will be completely fenced after installation. Construction persoimel in the area will add to overall traffic on a short term basis during installation. Upon completion, an estimated 5 tanker trucks per day will be required to take delivery of the NGL recovered at these facilities. No adverse impact to abutting property will occur due to the facility operation. The proposed area was leased and designed for our facilities.
