Requirements:
1. Plans and specifications for proposed use (hours of
operation, no. of vehicles/day, location and size of
structures, etc.).
2. Existing or proposed method of sewage, source of disposal
and water. Road access and other information deemed
necessary to explain proposed use.
3. A vicinity map drawn to scale depicting the subject
property, location, and use of building and structures on
adjacent lots.
4. An impact statement on the proposed use where required by
Sections 5.03-5.03.12 of Zoning Regulations.
5. A copy of Assessor's neap showing property; and a listing
of all adjoining property owners of said property.
6. A base fee of $ 400.00 shall be charged for each
application and shall be submitted with the application,
additional charges may be imposed if County review costs
exceed the base fee.
7. Attach a copy of proof of ownership for your property
(deed, title insurance).
If public notice is required, notice provided by the Planning
Department shall be sent out at least five (5) days prior to
hearing by return -receipt mail to all the above noted adjoining
property owners. Mailing is the applicant's responsibility and
proof of mailing must be presented at the hearing. Additionally,
the same notice shall be published one (1) time in the official
County newspaper at least fifteen (15) days prior to such hearing
date. Applicant shall bear the cost of publication and be
responsible for presenting the "Proof of Publication" at the
hearing.

As we've discussed, since the Rio Blanco Ranch property
is surrounded by the lands owned by the United States
Department of Agriculture, Forest Service, and there is no
adjacent land owned by private owners, you've agreed that
there is no need to supply an assessor's map as noted in
paragraph 5 of the application. In addition, as I have
discussed with both you and Michael Watts, it appears that
the impact statement data, as required by Zoning Resolution,
Section 5.03 to Section 5.03.12, are not applicable to this
permit application.
The special use permit application on behalf of the Rio
Blanco Ranch Company is being submitted consistent with the
numerous written and verbal communications that the Cobb's
and I have had with Michael Watts, the County Attorney, and
staff in your office. As has been well discussed, the
County's position is that the Rio Blanco Ranch is a
pre-existing non -conforming use, pursuant to the Garfield
County Zoning Resolution; and as a result of the Ranch's
expansion of its non -conforming use, the issuance of a
Special Use Permit, pursuant to the County's Zoning
Resolution, as a "Resort" within the Agricultural/Resi-
dential/Rural Density Zone, as provided by Section 3.02,
would be the mechanism to have the Ranch conform to the
County's Zoning Resolution and to address the present and
future needs of the Ranch.

Dear Commissioners:
On behalf of the Rio Blanco Ranch Company, the owner of
the Rio Blanco Ranch, I request that the Board approve a
Special Use permit for the Rio Blanco Ranch as a "Resort":
...land used for recreational purposes...", as defined in
Section 2.02.448, within the Agricultural/Residential/Rural
Density Zone, as provided in Section 3.02 of the Garfield
County Zoning Resolution. The Company's permit application
is for the property it owns, known as the Rio Blanco Ranch,
a portion of which is located in the extreme north easterly
portion of Garfield County.
The Rio Blanco Ranch Company is a Delaware Corporation,
incorporated on May 6, 1929. The Company is registered with
the Colorado Secretary of State and is presently a
corporation in good standing, as provided by Colorado law.
The Rio Blanco Ranch straddles the Rio Blanco County
and Garfield County lines and encompasses approximately one
thousand eight hundred (1,800) acres, of which approximately
two thirds (2/3) lies within Rio Blanco County and one third
(1/3) lies within Garfield County. The Ranch is located

approximately forty (40) miles east of Meeker, Colorado, and
approximately five (5) miles west of Trappers Lake, and is
situated along Rio Blanco County Road #8 and Forest Service
Route #205, which traverses the White River Valley from
Meeker to Trappers Lake. The only vehicular access to the
Ranch is from this route. At this time, this route is not
maintained by Rio Blanco County or the Forest Service for
motor vehicle travel during the winter. The Ranch's access
road to the Rainbow Lake area is a graded dirt road,
maintained by the Company. Attached is a copy of the U.S.
Department of Agriculture, Forest Service Travel Map for the
White River National Forest, which shows the Ranch (shaded
in red) in its proximity to Meeker and Trappers Lake and the
Rio Blanco County and Garfield County line. I have, also,
provided an enlargement of the Forest Service map
identifying the Rio Blanco Ranch (shaded in yellow), this
map identifies that portion of the Ranch located in Garfield
County.
The entire Rio Blanco Ranch is surrounded by lands
owned by the U.S. Department of Agriculture, Forest Service,
within the White River National Forest. The Rio Blanco
Ranch Company has owned and maintained the Rio Blanco Ranch
continuously since the Company's formation in 1929 and prior
to the incorporation of the Rio Blanco Ranch Company, this
property was operated as the 101 Ranch.
The Company has had a long and amicable relationship
with its only neighboring owner, the U.S. Forest Service.
The Company has secured special use permits from the Forest
Service, copies of which are attached to the permit
application, for some of the facilities serving the Ranch,
including: a domestic water pipeline permit issued in
September, 1928; two (2) ditch permits for irrigation
purposes and impoundment purposes issued in August, 1940 and
October, 1930, respectively; and a permit for construction
and maintenance of its access road to the Ranch cabin area
(located in the area identified as "Rainbow Lake") issued in
September, 1935. The Company intends to continue this good
working relationship with the Forest Service.
The portion of the Ranch located within Garfield County
is at an elevation of approximately 9,000 to 9,500 feet.
The land is predominately covered in its natural vegetation
- sagebrush, aspen and evergreen forests and grasses. The
buildings and improvements located on the Ranch are
predominately of log construction and are located in the
vicinity of Rainbow Lake. The accompanying site plan map,

prepared by Enartech, Inc., the consulting engineer retained
by the Company to design the Ranch's drinking water and
wastewater disposal systems improvements, identifies and
locates the various improvements in this area. This site
plan, also, identifies the approximate location of the
existing and proposed improvements (preliminary) to the
Ranch's wastewater disposal system.
The Ranch is occupied primarily from late spring to
early fall of each year, approximately May through October.
Attachment "F" to the permit provides information regarding
the occupancy capacity of each cabin which is available to
the owners for their use. The owners' use of the property
generally begins in June and extends through September. Use
of the Ranch is limited to the owners, their families and
guests and the Ranch is not open to use by the general
public. The Company employs a manager, who is responsible
for all of the operation and maintenance of the Ranch and
other individuals are employed as needed, who perform ranch
duties, cooking, housekeeping and other services as needed
to operate the Ranch. As I have been discussing with your
planning staff, the Ranch is principally used for
recreational activities (vacationing, horseback riding,
fishing, hiking, etc.) and thereby falls within the category
of a "Resort", as provided by the County Zoning Resolution.
In conjunction with the Rio Blanco Ranch Company's
request for the issuance of a Special Use Permit, the Ranch
has undertaken an ambitious project to construct
improvements to the Ranch's drinking water and wastewater
disposal systems. Enartech's site plan identifies both the
existing and proposed wastewater system's improvements for
the Ranch. As I have previously noted, the Company has
employed Enartech, Inc., of Glenwood Springs to perform the
engineering to design these improvements in order to comply
with the current and future regulations of the Colorado
Department of Health. Enclosed is a letter from Peter Belau
of Enartech, Inc., dated January 17, 1992, which describes
the engineering and design work which has been undertaken
for these improvements. He, also, addresses the water right
which supplies the Ranch's domestic drinking water needs.
The Company desires that the consideration of its permit
application incorporate the proposal for the improvements to
the drinking water and wastewater disposal systems, as these
plans may be finally designed by Enartech.
Therefore, on behalf of the Rio Blanco Ranch Company, I
respectfully request that the Board favorably consider the

issuance of a Special Use Permit for the Rio Blanco Ranch to
permit the continuation of the customary and usual use of
the property as it has been used and operated during the
past seventy years. In addition, the permit would allow the
necessary improvements to be made to the drinking water and
wastewater disposal systems.

This letter report is to provide information for Requirements 2 and 3 for the Special
Use Permit Application for the Rio Blanco Ranch Company. This report discusses
the Ranch's wastewater treatment and water supply. A Vicinity Map showing the
location of the water and wastewater facilities, access roads, buildings, structures
and water features is enclosed.
WATER SUPPLY
Rio Blanco Ranch has a central water supply system to provide drinking water to
the lodge and cabins. The source of water supply is surface water diverted from a
stream located on the mountainside west of the property on U.S. Forest Service
managed land. The Rio Blanco Ranching Company owns a water right in the
amount of 0.5 cubic feet per second of water for the "Clubhouse Pipeline" for this
water supply system. This water right has an appropriation date of August 1, 1925
and an adjudication date of August 15, 1932, and has been sufficiently senior in
priority to provide the Ranch with a reliable source of water supply.
The Ranch's domestic water supply is untreated except for initial filtration.
Improvements to upgrade the water treatment facilities are currently under design.
Preliminary designs and construction cost estimates have been prepared for the
following two water supply improvement options:
1. Utilize the existing source of water supply, provide microfiltration, chlorine
disinfection and turbidity monitoring.
2. Construct a well to provide a groundwater source of water supply and
provide ultraviolet disinfection.

Construction plans and specifications will be submitted to the State Health
Department for review and approval prior to construction of the proposed water
supply improvements.
WASTEWATER DISPOSAL
The wastewater treatment and disposal systems for Rio Blanco Ranch consist of
eight separate on-site septic tank and leachfield systems, each serving one or more
buildings. Some of the existing systems are substandard due to insufficient septic
tank volume, leachfield area or leachfield setback distances.
Improvements to upgrade the wastewater treatment and disposal facilities to meet
State and County Standards are proposed. An "Application for Site Approval for
Construction or Expansion of Domestic Wastewater Treatment Works over 2,000
gpd Capacity" has been submitted to the State Health Department for review and
approval. This Application for Site Approval has been reviewed by the Garfield
County Planning and Zoning Commission, the Board of County Commissioners, the
County Board of Health and the U.S. Forest Service. All review agencies have
recommended approval of the proposed improvements.

shall keep the premises in a neat and orderly condition and dispose of all refuse and locate outhouses

12. Upon the abandonment, termination, or revocation of this emit, and in the absence of an

Rio Blanco Ranch is located on a strip of private land within the White River
National Forest along the North Fork of the White River (see the enclosed Location
Map). The Ranch is approximately 5 miles downstream of Trappers Lake, 20 miles
east of the unincorporated town of Buford and 40 miles east of the Town of Meeker.
The Rio Blanco Ranch property is located in northeast Garfield County and in Rio
Blanco County; all of the cabins and the water supply facilities are located in
Garfield County.
Garfield County does not have a health department or sanitarian to review the
water system design, so their recommendation is not included on the Request for
Review form. Please contact Mark Bean, Garfield County Director of Building and
Planning, if you have any questions in this regard.

The proposed water supply facilities serve Rio Blanco Ranch, which includes 13
cabins used to house ranch employees, owners and their guests. The cabins have
bathroom facilities but no kitchens; meals are served at a central lodge building.
The Ranch operates during the summer season only (May through October
typically). Rio Blanco Ranch has been in operation since prior to 1930.
The proposed water supply system consists of the recently drilled Rio Blanco Ranch
Well as the source of water supply, liquid chlorine disinfection, a 5,000 gallon water
storage tank, booster pumps and hydropneumatic pressure tanks. The well pump
has a capacity of 20-40 gpm (depending on drawdown); the booster pumps have a
capacity of 14-60 gpm, depending on the pumping sequence and pressure. The
chlorine contact time is 58 minutes under worst-case conditions (60 gpm flow, tank
70% of capacity) and is 200 minutes under typical operating conditions (21 gpm
average flow, tank 85% of capacity). The water supply system is a transient, non-
community system.

COMMUNITY:
1. One copy of a final design report explaining the scope of the project with
respect to its purpose, need, alternatives considered, and a general
description of the treatment process, with a Professional Engineer's seal.
2. One copy of a "Request for Review" form with the signature of the local
health department and the signature of the facility owner.
3. One copy of the "100 Year Flood Plain Certification" with a Professional
Engineer's aeal.
4. One copy of a raw water chemical analysis for inorganics and sodium,
corrosivity, radioactivity and Volatile Organic Chemicals (VOC's).
5. One copy* of the technical specifications with a Professional Engineer's
seal.
6. One copy* of the final blueprint with a Professional Engineer's seal.
7. Well construction details if applicable including:
a. The well log;
b. Depth of pump;
c. Pitless adapter;
d. Grouting details;
e. Sanitary well seal specifications;
f. Well head elevation above ground (must be at least 12" above 100 year
flood plain).
g. Copy of the particulate analysis if depth is less than 100 ft.
8. One copy of a financial plan showing: expected annual costs, rate
structure, accrual of 0. & M. fund, financial capability, fee structure,
etc. The financial capability portion should provide accessary capital
for: continued operation, equipment maintenance and replacement, and
required sampling (Colorado Primary Drinking Water Regulations),
throughout the life of the project.
NON -COMMUNITY:
Non -community "Request for Review" applications must include the same
information as applications for community systems, except professional
engineering seals are not required, and only a nitrate chemical analysis is
required.
All information required must be submitted as a complete package, or it will
be returned to the engineer.

CONDITIONS OF APPROVAL
1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of the
permit does not assure the applicant that no injury will occur to another vested water right or preclude another
owner of a vested water right from seeking relief in a civil court action.
2) The construction of this well -shall be in compliance with the Water Well Construction and Pump Installation Rules
2 CCR 402-2, unless approval of a variance has been granted by the State Board of Examiners of Water Well
Construction and Pump Installation Contractors in accordance with Rule 17.
3) Approved pursuant to CRS 37-90-137(2) for the construction of a well to divert ground water tributary to North Fork
White River, a tributary of the White River, at a point where unappropriated water is available for withdrawal.
4) The maximum pumping rate shall not exceed 40 GPM.
5) The average annual amount of ground water to be appropriated shall not exceed 1.9 acre-feet.
6) The use of ground water from this well is limited to commercial purposes for in-house use for 13 cabins, a
residence, an office, a laundry, and a lodge.
The approval of this permit does not grant a water right. This well is subject to administration by the Division
Engineer in accordance with applicable decrees, statutes, rules, and regulations.
8) A totalizing flow meter must be installed on the well and be maintained in good working order. Permanent records
of all diversions must be maintained by the well owner (recorded at least annually) and submitted to the Division
Engineer upon request.
9) This well shall be constructed not more than 200 feet from the location specified on this permit.
10) The owner shall mark the well in a conspicuous place with well permit number(s), name of the aquifer, and court
case number(s) as appropriate. The owner shall take necessary means and precautions to .preserve these
markings.

The Water Quality Control Division has reviewed and evaluated your site application
and supporting documentation for eight ISDS type domestic wastewater treatment
works to be located in the NW 1/4 of the NW 1/4 of Section 28, T1 N, R88W, to serve
Rio Blanco Ranch and to discharge via soil absorption systems.
We find your application to be in conformance with the Water Quality Control
Commission's "Regulations for Site Applications for Domestic Wastewater Treatment
Works". Therefore, the site application is approved with the following conditions listed
below.
1. Based upon application information, the system design will be for:
Average Daily Flow Capacity - 5,280 gpd
Maximum Daily Flow capacity - 7,920 gpd
Organic Loading Capacity - 30 lbs. BODS/day
Treatment Processes to be Used - Septic Tanks and Soil Absorption
Fields
Design for values in excess of those contained above or failure to comply with any
other conditions contained herein will render this approval void and another site
application will have to be processed.
2. This site approval will expire one year from the date of this letter if the
construction of the project has not commenced by that date. If
expiration occurs, you must apply for a new site approval. Construction
is defined as entering into a contract for the erection or physical
placement of materials, equipment, piping, earthwork, or buildings which
are to be a part of a domestic wastewater treatment works.

3. The design (construction plans and specifications) for the treatment
works must be approved by the Division prior to commencement of
construction and all construction change orders initiating variances from
the approved plans and specifications must be approved by the Division.
4. The applicant's registered engineer must furnish a statement prior to the
commencement of operation stating that the facilities were constructed in
conformance with approved plans, specifications, and change orders.
5. The use of 18.75 square feet per infiltrator chamber is restricted to that
model reviewed and certified by the Water Quality Control Division. Any
newer model having a base area of less than 18.75 square feet is not
certified for use with this conversion factor.
In accordance with Colorado Water Quality Control Commission regulations, this
approval is subject to appeal as stated under Section 2.2.5 (7) of "Regulations for Site
Applications for Domestic Wastewater Treatment Works".
This approval does not relieve the owner from compliance with all county regulations
prior to construction nor from responsibility for proper engineering, construction, and
operation of the facility.

SERVICE AREA
The wastewater treatment facilities discussed in this report serve the Rio Blanco Ranch. Rio Blanco Ranch
is located on a strip of private land within the White River National Forest along the North Fork of the White
River, approximately 5 miles downstream of Trappers Lake, 20 miles east of the unincorporated town of
Buford and 40 miles east of the Town of Meeker, which has the nearest public wastewater treatment facility.
The Rio Blanco Ranch property is located in northeast Garfield County and in Rio Blanco County; all of the
wastewater facilities for the Ranch are located in Garfield County, in the NW/4 of Section 28, Township 1
North, Range 88 West. The location of Rio Blanco Ranch is shown in Figure 1.
Rio Blanco Ranch includes 13 cabins used to house ranch employees, owners and their guests. The
cabins have bathroom facilities but no kitchens; meals are served at a central lodge building. The Ranch
operates during the summer season only (May or June through October, weather permitting). Rio Blanco
Ranch has been in operation in approximately its present form since prior to 1930.
The population and wastewater flow estimates for Rio Blanco Ranch are summarized in Table 1. These
wastewater hydraulic and organic loading estimates are based upon the State Health Department's
"Guidelines on Individual Sewage Disposal Systems". The wastewater flow for Rio Blanco Ranch is
estimated to be 8,220 gallons per day (gpd) with an organic loading rate of 31.5 pounds of BOD -5 per day
for full occupancy of the existing Ranch facilities.

WASTEWATER FACILITIES
The wastewater treatment and disposal systems for Rio Blanco Ranch consist of eight separate on-site
septic tank and Ieachfield systems, each serving one or more buildings. Descriptions of the eight septic
tank/Ieachfield systems are summarized in Attachment A at the end of this report. Some of the existing
systems are substandard due to insufficient septic tank volume, Ieachfield area or Ieachfield setback
distances. The required Ieachfield areas indicated for the wastewater systems is based upon assumed soil
percolation rates in the range of 5 to 60 minutes per inch; the actual rates will be determined from field
percolation tests.

The purpose of the proposed wastewater improvements is to upgrade the wastewater facilities so that they
meet the State's design standards as outlined in the "Guidelines on Individual Sewage Disposal Systems".
Preliminary design of the wastewater improvements indicates that the following construction will be
necessary:
1. Replacement of the existing, 500 -gallon, steel septic tanks with baffled, concrete, 1,250 -gallon
tanks.
2. Enlargement of the septic tanks and leachfield for Wastewater System Nos. 2 and 3 (see
Attachment A).
3. Relocation of the leachfield that serves the Laundry (Wastewater System No. 8) to meet setback
requirements from the river.
All of the wastewater facilities will be designed to meet minimum setback requirements including separation
from high groundwater levels and setbacks from streams and lakes. Leachfields must be located a
minimum of 100 feet from streams and lakes; this required setback distance increases for systems with a
design flow in excess of 1,000 gpd. Any leachfield systems that have "overlapping" setbacks (i.e., another
leachfield located within its setback distance) will be combined into a single system for determination of
minimum setback distances.
The final design of the wastewater system improvements will require on-site investigation work, including
percolation tests and excavation of test pits to observe depth to groundwater and bedrock. The size and
location of all existing wastewater facilities will also be verified. This field work could not be performed this
fall due to heavy snow cover.
The design capacity of the upgraded wastewater systems will exceed the existing design flow to allow
some excess capacity for future expansion of use. The combined design capacity of the wastewater
systems is anticipated to be 11,000 gpd, which exceeds the existing design flow of 8,220 gpd by 33
percent. The proposed design capacity of 11,000 gpd will allow the efficient utilization of standard sized
septic tanks for the wastewater treatment systems.
OPERATIONS AND MANAGEMENT
Rio Blanco Ranch is owned and operated by the Rio Blanco Ranching Company, a privately held
corporation. The wastewater treatment facilities described in this report serve only the Rio Blanco Ranch.
The Rio Blanco Ranching Company is responsible for funding the construction of the wastewater
improvements and the operation of the wastewater facilities. The Ranch is managed by Steve and Joan
Cobb.

IMPLEMENTATION PLAN AND SCHEDULE
The proposed implementation plan and schedule for construction of the wastewater system improvements
is outlined in Table 2. Rio Blanco Ranch would like to construct the proposed wastewater system
improvements as soon as possible. Construction can occur only during the months of June through
October due to weather conditions and accessibility at the remote location of the Ranch. Construction is
planned for July through September of 1992 as outlined in Table 2.

This letter is to provide additional information for the Site Approval Application for
Rio Blanco Ranch in response to your letter to Mr. Steve Cobb dated June 22, 1992
(copy enclosed).
The combined design capacities of the wastewater systems is 8,220 gpd. The Site
Plan for this project dated 11/19/91 shows two systems for both Wastewater
Systems No. 1 and No. 8. These existing systems are to be abandoned and replaced
with the proposed systems as discussed in the previously submitted Engineering
Report. Therefore, the total combined capacity of the eight systems shown on the
Site Plan is 8,220 gpd. We were requesting Site Approval for a total capacity of
8,220 gpd. Please refer to Table 1 in the previously submitted Engineering Report
and the enclosed letter to Dwain Watson dated March 18, 1992 for more
information in this regard.
We recently completed our on-site investigations for the final design of the
proposed wastewater improvements. These investigations included 3 percolation
tests and the excavation of an 8 -foot deep soil profile pit for each of the existing
and/or proposed wastewater systems. Each existing septic tank was uncovered to
verify its size and condition and to verify which buildings it serves, and each existing
leachfield was excavated to verify its location, size and operation. We waited until
the end of September to perform this work to minimize disrupting the operation of
the Ranch.
As a result of these field investigations, we are making some changes in the existing
and proposed wastewater systems and in our Application for Site Approval. The
results of our field investigations and the design of the existing and proposed

systems are summarized in the enclosed revised Table 1, Attachment A and Site
Plan from the Engineering Report for the Site Approval Application. The most
significant change is that the Trailer is to be removed from the site, reducing the
total design flow from 8,220 gpd to 7,920 gpd, and the existing leachfields for System
Nos. 6 and 7 are to be abandoned and replaced. The eight existing and proposed
systems are summarized below.

hydraulic loading of 29.49 pounds per day BOD -5.
Also enclosed are documents evidencing Rio Blanco Ranch Company's ownership
of the property and a topographic map showing the location of the Ranch's water
supply system. A test well for a new source of water supply is currently being
drilled; the location of this well is also shown on the topo map.

year but this work did not get accomplished due to circumstances beyond my

for site approval for a number of septic tank leach field systems having a

The application requests approval for a total hydraulic capacity of 11,000
gpd. On the Site Plan provided are ten wastewater systems. Ofe these, nine

have identified capacities totaling 9,720 gpd.
Two systems System No. 8 (one Existing, one Proposed) both have capacities of 1,500 gpd.
One system, adjacent to System No. 1, has no identified capacity.
Please size
clarify the discrepancy between proposed 11,000 gpd and ca
of unnumbered system, and the reason for two System No. 8's.
Application materials contain no evidence of control of the site. Such
evidence as a deed, title, lease or easement must be provided.
No soils information has been provided. A minims f three percoionlationetests,

This letter is to request that you proceed with the review and approval of the Site Application for
the Rio Blanco Ranch that was sent to your office on February 5, 1992. The State Geologist's
office did not comment on our application within the required 60 -day period, so we would
appreciate it if you would proceed with your review.
Regarding the design capacity of the system, the combined design capacity is anticipated to be
11,000 gpd as discussed on page 4 of our Engineering Report and as requested on the Application
for Site Approval. The as -built capacity could be somewhat less due to site conditions, although
the minimum design capacity will be equivalent to the current design flow. Therefore, the as -built
capacity will be between 8,220 gpd (30.51 lbs/day) and 11,000 gpd (40.82 lbs/day). If possible, we
would like to obtain Site Approval for 11,000 gpd capacity, then I will provide you with an as -built
capacity with my construction certification (or with plans and specifications, if you prefer).
If this option is not possible, then provide Site Approval for the 8,220 gpd (30.511bs/day) capacity,
and we will limit the wastewater flows to this amount. I do not prefer this option because it will
not allow the Ranch to utilize any excess capacity in the system.

and E of exchange survey number 358, dated March 3,
1932, Exhibit H(ii);
