Site Application for Approval for
Expansion of Domestic Wastewater
Treatment Works

to the west side of Glenwood Springs,
near the West Glenwood I-70
Interchange.
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The Garfield County Comprehensive Plan of 2000 identifies this area of the treatment facility
as a Low Density Residential - 10 ac. or more per d.u., due primarily to the floodplain area.
II. DESCRIPTION OF THE PROPOSAL
This is a revised application that was originally reviewed and recommended for approval by
the Board in 1998. The District did not act on the application, due to a requirement by the
Colorado Department of Public Health and Environment to acquire additional land for the
facility owned by the Colorado Department of Transportation. The District has acquired the
land and now wants to proceed with the proposed construction. Due to the lag time between
the last time the local jurisdictions reviewed the application and the present, CDPHE is
requiring the District to get updated comments.
It is proposed to expand the West Glenwood Sanitation District wastewater treatment facility
approved flow capacity of 0.375 MGD to 0.750 MGD. The existing facility is treating
effluent for 706 EQR, which includes both residential and commercial users in the West
Glenwood area. (See application pgs. q —1 )
The District is proposing to expand the treatment facility to deal with the growth in the area
and the transient population of the area resulting from the motels and hotels. The proposed
expansion will essentially duplicate the existing facilities, part of which are in the City Limits
of Glenwood Springs and part are in the unincorporated area of the County. The District has
purchased or acquired additional property to the east of the existing facility, but within the
City. They acknowledge that it would be more appropriate to create a regional facility for the
District and the City, but have found that it is fiscally premature for the development of such a
facility at this time.
III. MAJOR ISSUES AND CONCERNS
A. State Statutes: C.R.S. 25-8-702, 1981, defines the parameters by which the Colorado
Department of Health, Water Quality Control Division can review and approve or
deny a site application for sewage treatment works (See application form included in
overall application). The applicant is required to obtain a recommendation of
approval, denial or no comment from the County Board of Health and County Board
of County Commissioners and various other local and regional agencies.
Garfield County's involvement in the process is to determine whether or not the
proposed wastewater treatment works are consistent with "the long-range
comprehensive plan for the area as it affects water quality and any approved regional
wastewater management plan for the area". The Comprehensive Plan identifies the
site as an urban area, with the exception of the areas along the Colorado River
floodplain, which are Low Density Residential. This designation is due primarily to
the floodplain issues. The West Glenwood Sanitation District has considered the
consolidation of their facilities with the City of Glenwood Springs, but determined that
it is not economically feasible at this time to consolidate.
Ultimately, the Colorado Department of Health and Water Quality Control
Commission will determine whether or not the proposed wastewater treatment facility
and site are appropriate as proposed. The Garfield County Comprehensive Plan
provides some guidance through the goals and objectives section of the plan. The
Water and Sewer Services goal is:
"To ensure the provision of legal, adequate, dependable , cost effective and
environmentally sound water and sewer services for new development."
Plan objective 7.5 provides the most direct guidance to the issue, which states :
"Discourage the proliferation of private water and sewer systems and special districts",
The proposed facility was an existing site at the time the Comprehensive Plan was
developed and has provided sewer service to the West Glenwood area for a number of
years. The City of Glenwood Springs has initiated the process of amending their 201
Facilities Plan, to determine the location and capacity of any future expansions of their
treatment capacity. The City and the District have entered into discussions about the

need to create a regional facility on the Cardinell Ranch property, directly across the
river from the West Glenwood treatment facility. Any expansion of the West
Glenwood treatment capacity should be based upon the future incorporation of the
existing facility with a future regional facility. Given the uncertainty of the City's
plans to develop a regional facility, it is impossible at this time to determine whether
the proposed expansion of the West Glenwood facility is necessary or compatible with
the proposed regional facility on the Cardinell Ranch property. Unless the existing
facility is at 95% of capacity and in danger of exceeding the water quality discharge
standards, the District will have met it's obligation to start planning for an expansion
at 80%. Until these issues are defined, staff questions the appropriateness of an
expansion and expenditure of public funds for a facility that may not have to be built, if
a regional facility will take care of the future demand.
VI. RECOMMENDATION
That the Board of County Commissioners recommend denial of the site application with the
comment, that the West Glenwood plant expansion should be consistent with the City of
Glenwood Springs plans to develop a regional facility across the river from the existing facility
and incorporated into the City's 201 Facilities Plan.

RE: West Glenwood Sanitation District — Waste Water Treatment Facility Site Application
Dear Mark,
In August -September of 1998 the Garfield Board of County Commissioners had recommended approval for
a site application for the expansion of the existing West Glenwood Sanitation District ("WGSD") Waste
Water Treatment Facility ("WWTF"). A copy of the signed site application is enclosed for your reference.
The Colorado Department of Public Health and Environment ("CDPHE") is the reviewing agency of the
Site Application. The site application was submitted to CDPHE, and CDPHE wrote a letter determining
that the application was incomplete, and additional items would need to be submitted to continue the site
application process. The main item that increased the time of this process was acquisition of a parcel of
land adjacent to the WGSD parcel, owned by the Colorado Department of Transportation ("CDOT").
In November 2000, the WGSD has purchased the above mentioned CDOT parcel. In conversation with
CDPHE, it was determined that typically most site applications do not have such a large time lag from the
time of governmental authorities signatures to the submission time. As a result, CDPHE has asked that the
governmental authorities review the site application to see if they are agreeable to their previous
recommendation in 1998. Based upon CDPHE's recommendation, this site application is being sent to you
for your re -review.
