II. Description & History of Guest Ranch
'fhe 7W Guest Ranch, located at3412 County Road #151, has been in operation since
1947 andis currently opelating under an existing Special Use Permit, Resolution #95-045
granted by Garfield County, June 5, 19q5. A copy of Resolution #95-045 may be found
in Exhibit "J" of this application. Tlre cun'ent o'wners purchased the property in October
of 2002. The new owners continued to use the Gr.rest Ranch in the historical manner for a
period of time. Construction of a new barn was begnn in 2003, which ultimately led to a
Notice of Violation as a violation of the existing 1995 Special Use Permit. At that time,
it was agreed tlrat tlie baln would not be used until an appropriate new or revised Special
Use Permit was issued by Garfield Courity. This comrnitment has been met; therefore,
we are submitting a new application for a nerv Special Use Permit-
Tlre goal of the 7W Guest Ranch ownership is to continue the historic Guest Ranch use
for frields and family, as well as retaining the prior approval to operate the facilify on a
commercial basis. They desire to make improvements to the existing facility and some
limited additions to the property. Many of these improvements were granted under
Special Use Permit, Resolution #95-045 and not completed to date.

continue. The Special Use Permit, Resolution #95-045 previously granted, allor.vs for the
addition of one bedroom (double occupancy) to each olthree cabins and the construction

of one, two-bedroom cabin (double occupancy). This Special Use Permit Application is
requesting the same construction additions to the facility as the present Special Use
Permit. No increase in the number of guests or the guests housing capacity is proposed
with this Special Use Permit. The resort will continue to comply with the State
Department of Health, Consumer Protection Division, licensing for a commercial
kitchen.
The recreational opportunities offered by the 7W Guest Ranch to their guests include
hiking, biking, fishing, horseback riding and other equestrian activities, as well as an
array of lawn games, including horseshoes, volleyball and croquet. Snowmobile
activities are available during the winter months. All Terrain Vehicles (ATV's) are also
available as a recreational amenity. The Guest Ranch also has a hot tub on site, available
for use by its guests.
The goal of the nev/ ownership is to make specific changes and improvements to the
ranch with the continued goal of preserving the environment and unique character of the
ranch property as a retreat for family, friends and commercial guests of the 7W Guest
Ranch. It is proposed to obtain a new Special Use Permit on a 35 * acre parcel on which
all of the existing and proposed guest facilities and structures would be placed. This plan
includes the existing six (6) cabins, main lodge buildings along with the new barn and
two older mobile homes that have been used as employee housing. A pond is also
situated on this parcel. The remaining property under this ownership would be divided
into 5, 35 * acre lots for residential purposes, in accordance with Garfield County Land
Use Regulations. The Special Use Permit would be applied for on a 35 + acre parcel with
the remaining acres being divided into the thirty-five plus acre tracts. The existing 1995
Special Use Permit was for a total of approximately 253 acres.
A list of facilities currently on the ranch is attached as Exhibit "G'.
Stfucture of Thirty-five + Acre Parcels
As proposed in the Special Use Permit granted in 1995, the remaining 5 thirty-five * acre
parcels will be owned under individual ownership. Building envelopes have been
designated for each of the 5 thirty-five * acre residential parcels. The future owners of
these parcels will be allowed to construct a private residence and ancillary structural
improvements within the designated building envelope.
In addition, explicit with the Purchase and Sales Agreement for the individual thirty-five
* acre parcels is the allowed use of the residential parcels by resort guests under
controlled circumstances. Riding trails for equestrian, hiking and biking will be specified
in exact locations within some thirty-five acre parcels, on which guests may ride or hike
under controlled situations. These trails will be adequately marked and specified in order

to restrict guest usage on these private parcels. The trails will have signs posted and be
strictly monitored and controlled by resort management. These additional trail systems
will benefit the entire project and resort.
These specified trail easements would be placed in appropriate locations, outside ofthe
building envelope, to allow for recreational usage by the parcel owners and their guests,
as well as the guests of the 7W Guest Ranch. The 7W Guest Ranch and all easements
allowed for common usage will be managed and maintained by the partnership
association of the six residential parcel owners.
An owner of one of the private parcels has laid out a small motor cross "dirt bike" track
for their personal use. This track is now and will continue to be for the exclusive use by
the landowner and his guests. It is not for use by, nor connected in any way with guests
of the resort. It is strictly a private facility.
As noted above, both physical and service improvements are proposed by means of this
new Special Use Permit Application. The newly constructed barn is planned to
accommodate resort snowmobiles, four wheelers and other recreational equipment and
vehicles. A maintenance shop will also be housed within this barn that will provide
maintenance for the various vehicles and ranch repair. This is important for year around
use and care. Vehicles that are not in use will also be stored in the barn, from time to
time, in order to protect them from the elements. Storage for equestrian equipment,
supplies and necessary forage would also be included in this barn. trt is anticipated that
hories and other farm and ranch animals may be stabled or sheltered in the barn at
various times, also.
An expansion of the existing barn on the property is also anticipated in the future- The
uses olthis facility will encompass many of the same uses as the newly constructed barn.
These structures are anticipated to be used in the same manner as on any other
recreational guest ranch with the uses changing to accommodate the needs of the 7!V
Guest Ranch.
It is proposed to remove the two existing older mobile homes that are utilized for
empioy"e housing and replace them with a newer mobile home that meets the code.
These trailers will be removed as soon as a contractor can be scheduled to remove them
from the site. The removal of these older trailers would provide an improved housing
situation, both physically and visually. The two mobile homes will be replaced with
two, two-bedroom and one-bath mobile homes or modular units. The size of these
trailers will not exceed the average 14-16 foot single-wide mobile homes. These trailers
will provide housing for the 7W Guest Ranch caretaker and employees.

Wildfire Hazards
As shown on the attached Wildfire Hazard, Study Area 4 map for Garfield County, the
site is Iocated in a low to moderate rvildfire hazard area. The site is located on the north
facing slopes of the Sweetwater Creek drainage. Any new buildings, outbuildings or
mobile structures will be built and landscaped to conform to current r,vildfire practices
suggested by the Colorado State Forest Service. See llxhibit "1".
Conclusion
The 7W Gttest Ranch is located in the Agricultural/Resiclential/Rural Density Zone
District and as a resort is currently operating under a Special Use Permit grantecl by
Resolution, #95-045. The purpose of this Special Use Permit Application is to bring the
current uses, proposed improvemerlts and changes into compliance with Garfield County
Regulations, through a new Special Use Permit that addresses all outstanding issues on
this site. The 7W Guest Rancl'r meets the criteria ol'Garfield County's definition of a
resort as defined in Section 2.02.448 of the Garfielcl County l.and Use Code. The 7W
Guest Ranch contains 9 dwelling units and a total of 24 beds or visitor capacity.
2.02.448 Resort; Dude ranch or guest ranch; hunting or fishing camp, cross-
country or trail skiing lodge (any of wlrich shall not exceed twelve
(12) dwelling units or 1'orty-eigl'rt (48) beds or visitor capacity, land
used for the purpose of recreation, rvhich provides lodging,
recreational activities, dining I'acilities, commissary and other
needs operated on the sire lor guests or members.

Water. Wastewater and Utilities
Domestic water is provided to the 7w Guest Ranch by two springs. The
springs are permitted under Mill Spring, permit # 97cw240, and Beard
Spring, permit #87cw239. copies of these two adjudicated water
applications may be found in Exhibit "K". These two springs are brought
together to provide one source of gravity fed water supply. -The
springs are
brought together and stored in a 1O0O-gallon storage tank to provide ai
adequate water supply. The springs nrn approximitety g gallons per minute
in the springtime to approximately I gallon per minuie in ttre late summer,
fall and winter months. These springs provide an adequate physical water
supply with appropriate water rights. Domestic well permiis will be obtained
to serve the thirty-five * acre parcels.
The lar:ndry facility for the ranch is a small "utility" and storage area off of
the kitchen in the Main Lodge that comprises of one washer *d orr" dryer.
Wastewater treatuircnt is by means of existing Indiv. idual Sew.age Disposal
systems as permitted by Garfield county. Below you will findl break down
of the three existing ISDS Systems currentry serving the 7w Guest Ranch.

Access and Traffic Impacts
The 7W Guest Ranch is accessed by means of Garfield County Road
#151, which connects to the Sweetwater Creek Road in both Garfield and
Eagle Counties. Traffic currently consists of less than two trips per day for
each cabin and an average maximum of six trips per day for the lodge
facility. This includes trips by staff and employees of the 7W Guest
Ranch. During the off-season traffic is even less. Due to the nature of the
resort use, virtually all trips will occur during non-peak times'
Based on historic use pattems, as well as proposed equal fufure use, no
change in the traffic impact would occur. The existing traffic is quite
minor and has not created negative road impacts. The status quo appears
to meet all use concerns and impacts while not creating additional
problems.
Impacts: Design of the proposed use is organized to minimize impact on
oniTro* adjacent uses of land tlrough installation of screenfences or
landscape materials on the periphery of the lot and by location of
intensively utilized areas, access points, lighting and signs in such a
manner as to protect established neighborhood character;
Impacts To Adiacent Properfv Owners
Any impacts to adjacent properties are mitigated by the natural site
conditions of the 7W Guest Ranch. Three sides of the permit atea ate
bordered by property owned by the applicants. As such, all impacts are
known, quantified, and isolated. Persons quite familiar with and
supportive of the Guest Ranch and its operation have purchased the
remaining adi acent properties.
Being such a large parcel there are no "close" neighbors who would be
affected. The natural landform also protects adjacent properties from
impacts. Low ridges from other properties separate the basin in which the
resort is situated. The National Forest Service borders the Guest Ranch on
the west. This ideal condition certainly is the principal reason for
establishment of the fesort at tlis location, A list of adjac.ent propertv
owners is attached as Exhibit "C".

toitt e SpecialUse Permit that was approved in 1995, under Resolution
