PETITION TO THE BOARD OF COUNTY COMMISSIONERS,'

FOR MODIFICATION OF THE SERVICE PLAN

COME NOW the Directors of the Silt -New Castle Fire
Protection District, a special district organized and existing
pursuant to the "Special District Act" of the State of Colorado,
and petition the Board of County Commissioners of Garfield County,
Colorado, to approve modification of the service plan of said
District as originally approved by resolution of the Board of
County Commissioners, Garfield County, Colorado, on August 30,
1976.
The proposed modification of the service plan of the
District is as follows:
1. In addition to fire protection services
presently afforded by the District, to undertake and
operate ambulance services, emergency medical services,
rescue units, and diving and grappling services manned
by volunteer forces within the general service areas of
the District with equipment stationed in the vicinity of
the Towns of Silt and New Castle.
2. To acquire equipment necessary to perform
such services.
3. To include within the budget of the
District on an annual basis, funds sufficient to support
the fire protection services of the District as well as
the additional services hereby undertaken.
In support of the requested modification,
Petitioners state:
1. The proposed additional services will be
financed by appropriations made within the limitations
of applicable law, without the need for any increase in
levy for which an election would be required and without
the establishment of long-term indebtedness for the
foreseeable future.
2. It is not anticipated that new
facilities need be constructed within the foreseeable
future in order to house the equipment necessary to
provide the additional services.
3. Adequate ambulance, emergency medical,
rescue, and diving and grappling services are not
presently available to the service area of the District

through Garfield County, or other existing municipal or
quasi -municipal corporations, including special
districts, within a reasonable time, and on a comparable
basis.
4. The requested modification of service
plan meets the applicable criteria set forth in C.R.S.
32-1-203.
WHEREFORE, your Petitioners request that the Board of
County Commissioners approve the requested modification of service
plan, pursuant to C.R.S. 32-1-207(2) after such notice, study,
recommendations and hearing as may be required by law.

STATEMENT
This service plan is hereby submitted to the Board of
County Commissioners of Garfield County, Colorado, by the pe-
titioners of the proposed Silt -New Castle Fire Protection District,
a copy of which petition andthe signatures affixed thereto are
attached hereto as Appendix I, pursuant to the provisions of
C.R.S. 1973 32-1-201.
The purpose of the formation of this District is to
afford fire protection services to those areas of Garfield County,
Colorado, which are situate in the general service area of the
Towns of Silt and New Castle, Colorado, and which can be reached
within a reasonable period of time by fire fighting equipment
stationed in each town. A map of the area is attached hereto as
Appendix II and the complete legal description thereof is attached
hereto as Appendix III. It is proposed that the District acquire
sites and construct fire houses and purchase fire fighting and
appurtenant equipment to be located in each town at a total cost
not to exceed $15,000.00 per annum. A more particular description
of the fire houses and equipment and the cost thereof cannot be
furnished at the present time in as much as it is expected that
acquisitions will be made at some time subsequent to the date
that the District becomes a le?a1 entity. It is proposed that
the fire fighting equipment will be manned by volunteer forces of
the Towns of Silt and New Castle and surrounding areas. The number
of persons residing in the proposed District is :,s 7 7 and the
assessed valuation of the property therein situate is21500•0-
exclusive of any valuation attributable to properties taxed in
the name of the Denver and Rio Grande Western Railroad Company,
Public Service Company, Mountain States Telephone Company, Rocky
Mountain Natural Gas Company and Holy Cross Electric Association

The source of these figures is the Assessor of Garfield
County, Colorado, as more particularly appears from statement
therefrom appearing on Appendix IV attached hereto.
Based upon the estimate of a net valuation and the
total cost of the District including cost of formation and all
equipment to be furnished therewill be required a three mill levy
for a period of eight to ten years.
Legal services for the formation of the proposed District
are being performed by Thomas W. Stuver, Attorney at Law; and the
cost thereof is as set forth nn Appendix V attach d hereto.

PETITION
We, the undersigned tax -paying electors of the District
hereinafter described, present this petition for the organization
of the Silt -New Castle Fire Protection District, pursuant to and
in accordance with, Section 32-5-304, Colorado Revised Statutes,
1973.
In support of the petition, we state as follows:
1. That the name of the proposed district is Silt -
New Castle Fire Protection District, and said district is located in
Garfield County, Colorado.
2. Improvements and equipment to be purchased within and l'
for the District include fire -fighting and appurtenant equipment
to be located in the Towns of New -Castle and Silt, Colorado, and
facilities for housing such equipment in each of these towns.at a
cost to the District not to exceed $10,000.00.per annum.
3. A general description of the boundaries of the
District, more particularly appear on the map thereof, and
boundary description hereto attached as Exhibit A and made a
part hereof by reference.
4. The names of five tax -paying electors who shall
constitute the first Board of Directors of the District are as
follows:
