DIRECTOR DETERMINATION: Chevron - PDC Energy Vehicle Safety Area
(File No. GAPA 7534)
Dear Lorne:
This letter is provided to you as the authorized representative for the
Administrative Review Application submitted by PDC Energy on behalf of
Chevron for a Small Vehicle Safety Area. The vehicle safety area is located
approximately 7 miles northwest of Parachute off of County Road 215 and
Garden Gulch Road. lt will be approximately 0.75 acres in size and is located in
Section 8, TOS, R96W on a part of that property known by Assessor's Parcel No.
2171-182-00-008.
Proper public notice was provided as required for the Director's Decision and
with the adoption of conditions and gi'anting of waivers fr-om the ULUR in i'egard
to Landscaping Plan, Water Supply Plan, Water, Wastewater, Public Utilities, and
Building Design standards, the Chevron - PDC Energy Application for a Vehicle
Safety Area - Small adequately meets the requirements of the ULUR.
A Director Determination is hereby issued approving the Application subject to
the following conditions:
1. That all representations made by the Applicant in the application shall be
conditions of approval, unless specifieally altered by the Director's Decision.
2. That the operation of the Chevron - PDC Energy Vehicle Safely Area -
Small shall be done in accordance with all applicable Federal, State, and
local regulations governing the operation of this type of facility.
Conditions Prior to lssuance
3. Prior to the issuance of the Land Use Change Permit, the Applicant shall
provide a supplement to the Geo-Hazard report including a more definitive
determination regarding the lack of any geological hazards including
landslide and slope hazards noted in the original report.

4.Prior to issuance of the Land Use Change Permit, the Applicant shall
provide a supplement to the Traffic Analysis including a determination of
minimal or no impact on County Road 215, including a determination that no
improvements are needed at the County Road 215 intersection.
Waiver Approvals
Waivers from Section 4-203 regarding Water Supply Plans and Landscape
Plans are approved pursuant to the approval criteria contained in Section 4-
202 of the ULUR provided that the uses on the site maintain consistency
with the Application representations regarding the limited uses and activity
on the site.
Waivers from Article Vll Standards regarding a Source of Water (Section 7-
104), Wastewater (Section 7-105), Public Utilities (Section 7-106) and
Building Design (Section 7-302) are approved pursuant to the approval
criteria contained in Section 4-117 of the ULUR provided the uses on the
site maintain consistency with the Application representation regarding the
limited uses and activity on the site.
Other Conditions
The facility shall maintain compliance with CDPHE Storm Water
Management Permits and requirements, Drainage and Grading Plans,
Erosion and Sediment Control Plans, including re-vegetation, and
Reclamation Plans. Re-vegetation shall be initiated during the next growing
season following completion of construction.
The facility shall maintain compliance with Section 7-906 Standards for
Vehicle Safety Areas including but not limited to prohibition on long term
parking, access standards, clear vision areas at access points and
intersections with future Water Draw driveways, and lighting in accordance
with Section 7-306.
Portable toilet facilities will be provided on or adjacent to the site at the
Garden Gulch Guard Station.
The Applicant shall comply with their Noxious Weed Management Plan
including the best management practices. Certified weed free straw shall
be used for storm water mitigation.
The Applicant shall install signage at the entrances to the facility directing
and separating vehicle safety area traffic from Water Draw traffic. Signage
noting additional truck traffic and turning activity shall be provided on
Garden Gulch Road adjacent to the site. Protection for the existing pipe
structure adjacent to the east entrance shall be maintained in accordance
with industry standards.

This Determination will be fonruarded to the Board of County Commissioners for a
period of 10 days so that they may determine whether or not to call up the
application for further review. Once this time period has passed with no request
for review or public hearing, and provided all relevant conditions of approval have
been resolved the Land Use Change Permit will be issued.
