KNOW ALL MEN BY THESE PRESENTS, That the undersigned WILLIAMS
PRODUCTION RMT COMPANY as Principal and Westchester Fire Insurance Company as
Surety are held and firmly bound unto Board of County Commissioners of Garfield County,
Colorado, as Obligee in the penal sum of Twenty thousand dollars ($20,000.00) for the payment
of which, well and truly to be made the said principal and the said Surety, bind themselves, their
heirs, executors, administrators, successors and assigns, jointly and severally, firmly by these
presents.
WHEREAS, the Principal has applied for a Special Use Permit and the BOCC has
required a revegetation bond securing Principal's performance under the Garfield County Weed
Management Plan and the Principal's "Site Rehabilitation Plan - Parachute Creek Gas Plant
Expansion" as a condition of approval of the SUP, all as more specifically set out in BOCC
Resolution No. 2005 - 09.
NOW, THEREFORE, if such permit is granted and if the Principal shall faithfully
perform its duties under the terms of the permit, then this obligation shall be null and void,
otherwise to remain in full force and effect.
PROVIDED, that if surety shall so elect, this bond may be cancelled as to subsequent
liability by giving thirty (30) days notice in writing to both the Principal and Obligee.
IN WITNESS WHEREOF, the Principal and Surety have hereunto set their hands and
seals this 27th day of June, 2005. The effective date of this bond is January 3, 2005.

INSURANCE COVERAGE
You should be aware that under the Terrorism Risk Insurance Act of 2002 ("The Act") effective
November 28, 2002, any losses caused by certified acts of terrorism under your existing
coverage may be partially reimbursed by the United States under a formula established by
federal law (applicability is subject to the terms and conditions of each individual policy). The Act
was specifically designed to address the ability of businesses and individuals to obtain property
and casualty insurance for terrorism and to protect consumers by addressing market disruptions
and ensure the continued availability of terrorism coverage.
Under the terms of The Act, you may now have the right to purchase insurance coverage for
losses arising out of acts of terrorism, as defined in Section 102(1) of the Act: The term "act of
terrorism" means any act that is certified by the Secretary of the Treasury, in concurrence with the
Secretary of State, and the Attorney General of the United States—to be an act of terrorism, to be

I gave you a hard copy of this at our meeting on Friday and wanted to follow up with an email copy.
Please find below cost estimates for chain link fencing and the improvements to County Road #215. These
estimates were arrived at by utilizing current projects that we are working on in the area.
1. Chain link fencing
8' chain fencing with 2.5" posts on 10'-0" centers.
This fencing will be installed at 3 sides of the perimeter of the Parachute Creek Gas Plant Expansion. Please see
the site plan attached in .pdf format prepared by Construction Surveys and dated 7/22/04.
West- 525.72 lineal ft.
North- 838.09 lineal ft.
East- 499.58 lineal ft.
South- Fencing not required as the new fencing will match up to existing chainlink fencing at the plant site.
Flare- 50'x50' enclosure— 200 lineal ft.
Total Chain link fencing- 2,063.39 lineal ft.
Gates- 2- 20'wide x 8' high gates at Mancamp Road/Truck loadout.
1- 20' wide x 8' high gate at the East side of the plant for access to the flare.
1- 15' wide x 8' high gate at the flare.
Cost Estimate- This was prepared utilizing current pricing on other projects that we are constructing.
A. 2,064 lineal ft. of 8' high chain link fencing. 2,064 lineal feet x $18.00 per lineal ft. _ $37,152.00
B. 3- 20' wide x 8' high gates x $380/gate= $1,140.00
C. 1- 15' wide x 8' high gate x $285/gate= $285.00
Labor, Materials, overhead and profit are included in the above numbers.
Total chain link fencing project= $38,577.00
2. Improvements on County Road #215.

Please see color map in the Special Use Permit submittal #5 for details of work to be completed. This color map
is "Auxiliary Lane Detail" prepared by Construction Surveys, Inc. dated 6/25/04.
A. Both of the "Do Not Enter" Signs have been replaced.
B. 2 new "Right Lane Must Turn Right" signs will be installed West of the County Road #2151Mancamp Road
intersection. 1 delineator post to be installed in the island West of the intersection.
C. 1 directional sign will be placed East of the County Road #2151Mancamp Road intersection noting "Plant
Entrance 500'. 1 directional sign will be placed at the intersection noting "Plant Entrance".
D. The existing asphalt from Station 40+91 to Station 13+40 will be cleaned and swept and striping will be
installed as per the plan noted above.
Cost Estimate;
A. Do Not Enter Signs- Signs are in place. $0.00
B. 2 "Right Lane Must Turn Right" signs- 2 x $112.00= $224.00

includes 1 water truck, 1 skid steer, 1 power broom and 2 employees- $3,000.00
Striping- 4" wide white line North edge of roadway 2,751 lineal feet. 4" wide white line South edge of roadway -
1,515 lineal feet West of intersection.
1,202 lineal feet East of intersection.
4" wide dashed white line- 805 lineal feet West of intersection.
1,241 lineal feet East of intersection.
4" wide solid yellow line- 2,900 lineal feet West of intersection to produce 13' median.
4" wide solid white line- 400 lineal feet east of intersection.
Total striping lineal feet- 10,814 lineal feet x $0.21 per ft. = $2,271.00
Traffic Control- $1,625.00
Total for improvements to County Road #215- $7,375.60

Mr. Bean,
This letter is to advise you that on April 14th, 2005, staff from the Grand Valley Fire
Protection District toured the new Williams Gas Plant Addition and found it to be a very
informative tour. Most of our newly hired staff had not previously been exposed to gas
industry processing/compressing. The staff was very impressed with both the facility and
the staff, which escorted them through the tour and inspection. There were no concerns
noted by staff during the tour. Therefore the Grand Valley Fire Protection District
recommends signing off any conditions/concerns that it may have had during the
permitting & construction process.

To Whom It May Concern:
I have spoken with Phil Vaughan, Construction Manager for Williams Production RMT
Company's gas plant expansion project I would recommend to the Garfield County
Building & Planning Board to approve their request to enlarge the existing facility. The
Grand Valley Fire Protection District would request that Williams Company consider
bringing water to the facility from the Old Man Camp fire protection system, in order to
serve as fire protection for this facility. The Grand Valley Fire Protection District made a
similar request during the April 29, 2002 initial review of the first phase and the county
required no fire protection or fire protection plan. If this project is approved without any
requirements for fire protection, please make it known to all parties involved that the
Grand Valley Fire Protection District may not be able to adequately suppress a fire in a
timely manner and that there may be extensive damage to equipment, facilities and
property as a result.

RE: Consideration of a Referral to the Planning Commission of a
Special Use Permit to allow the operation (expansion) of an
Industrial Support Facility for natural gas processing.
OWNER: Williams Production RMT Co.

Request
Building and Planning staff requests the BOCC to determine if the proposed project shall be referred
to the Planning Commission for a recommendation to be routed back to the BOCC.
The site in question is the Williams Production RMT, Parachute Creek natural gas plant. The
Applicant has proposed a substantial increase in the size and capacity of the existing facility.
The proposed project is a Special Use Permit that would allow the expansion of an existing Industrial
Support Facility for natural gas processing which was approved by previous SUP approval,
Resolution #2002-67.
Note: The zoning code provides the Board with the option of referring Special Use Permits to the
Planning Commission for their recommendation in a public hearing as per Section 903 of the Zoning
Resolution of 1978, as amended.
