REQUEST: Review of the Grand Valley Fire Protection District
Rulison Fire Station site development plan
APPLICANT: Grand Valley Fire Protection District
I. Description of the Proposal
The Grand Valley Fire Protection District is proposing to build a fire station on property
off of CR 309, on the south side of the Colorado River near the Rulison I-70 exit. (See
map attached) The facility will be a single level building, 100' x 40' or a total of 4000
sq. ft.. The building will include an office and storage room with a single stall toilet and
just under 3800 sq. ft. of apparatus bay area for equipment. The facility will use spring
water for domestic water and an engineered ISDS for sewage. They propose to build a
2000 gallon holding tank to deal with the non-domestic waste from the floor of the
facility. This waste material will be hauled off site to an acceptable disposal site. Access
is directly off of CR 309.
II. Issues and Concerns
A. Legal Process: CRS 30-28-110 requires the fire district to submit the plans for the
building to the Planning Commission to approve the "location and extent thereof' of the
building. The site is supposed to conform as much as possible with the adopted master
plan of the county.
B. Staff Comments: It should be noted that the County really only has the ability to comment
on the proposed site. The Fire District is only obligated to listen to the comments and
may over ride any recommendation of denial by the Planning Commission or citizens by a
simple majority vote.
C. Comprehensive Plan: The 2000 Comprehensive Plan does not directly address the issue of
fire protection in the rural areas of the County. But, it is an issue that is addressed in all
subdivision reviews and is implied as being a necessity for rural development.
Additionally, the provision of a higher level of fire protection is a benefit to the property
owners, which also translates into lower home ownership costs. In general this
acquisition would be consistent with the Garfield County Comprehensive Plan.

III. CONCLUSION
The Planning Commission recommend approval of the proposed construction pursuant to
the requirements of CRS 30-28-H 0.
