RE : Non-Residential Building Permit Application-Project Summary
Dear Mr. Schwaller:
Colorado River Engineering, Inc. (CRE) has been hired by ExxonMobil to help process a
Non-Residential Building Permit Application for the installation of steel storage units on
the Colony Mine Bench Pad Site located North of Parachute, Colorado. The intention of
this application is to identify and permit 10 pad sites where 8' by 20' shipping containers
can be placed and stored. The shipping containers are not for work offices or living
facilities, and will only contain research equipment for work being performed at the
Colony Mine. Due to the size of the containers exceeding 120 sq ft, the permit
application is being provided.
History:
The Colony Mine is situated 16 miles northwest of Parachute off of County Road 215.
Two accesses to the mine exist, the North Drift and the South Drift, as shown on the Site
Plan. The bench at the entrance to the Colony Mine is composed of 200-300 feet of
compacted rock fill and was constructed in the l 980's and sits at approximately 7020'
elevation. This bench provides the structural integrity necessary for appropriate
anchoring of containers of this size.
Project:
The Site Plan schematic displays ten general locations for box anchor pads. The pads are
approximately 12 ft. by 24 ft. Anchors installed at the comers will be used to secure the
8 ft. by 8 ft. by 20 ft . steel boxes. From the previously approved office facilities for
ExxonMobil, it has been necessary to increase the magnitude of the anchor system from
the original Mobil Mini recommendations due to the hardness of the bench. Below is a
photo of a similar anchoring system proposed to be used with the installation of these
storage facilities. Colorado River Engineering has inspected these anchors and
determined they meet or exceed the minimum requirements for anchoring systems as
required per Garfield County code section 7-812 (D) (2).

General Anchor Installation on Permitted Office Building
The metal storage units will be shipped by ExxonMobil, and are from the Mobil Mini
Company. Mobil Mini does not construct the 8'x20' storage containers and cannot
provide structural information for the boxes. The proposed storage boxes are shipping
containers that Mobil Mini purchases from various manufacturers. Due to the lack of
design information, Colorado River Engineering inspected a similar Mobil Mini 8'x20'
shipping container for structural compliance to the Garfield County regulations, in
particular the 50 lbs/sq ft snow load requirements. As a design reference point, CRE has
depended upon the International Organization for Standardization (ISO) which provides
recommendations for the design, construction, materials, testing and inspection of ISO
standard shipping containers and ISBU modules, and is in accordance with the
requirements for steel dry freight containers by all certified global manufacturers.
Reviewing the ISO requirements, the steel storage container appears to meet the general
ISO recommendations. The roof is 36" corrugated steel panels butt jointed together and
welded that span 8'. Per the ISO the roof material shall be Corten A (Weather and
corrosion resistant steel) or similar and the visual inspection appears that the containers
meet this criteria. The calculations performed at Colorado River Engineering show that
the design snow load of 50 lbs/sq ft is obtainable as a minimum, with minor or no
deflection.

Certification:
Colorado River Engineering certifies that metal storage containers, when properly
installed and anchored, will meet the loading requirements of Garfield County without
exceeding the allowable working stress. Containers shall be inspected prior to shipping
and after receiving by ExxonMobil for apparent structure fractures or limitations due to
excessive loading. If fractures are identified, ExxonMobil will notify Colorado River
Engineering to perform a structural inspection of the container.
Attached to this letter is the completed new construction commercial Building Permit
application and required structural and geotechnical plans. We look forward to working
