A tract of land located in the NW 1/4, Section 10, T7S, R89W; more practically described as a tract of land located at the intersection of County Road 117 (FourMile Road) and 125 (Dry Park approximately three (3) miles south of Glenwood Springs. I. DESCRIPTION OF THE PROPOSAL The Glenwood Springs Rural Fire Protection District is proposing to locate a fire substation in the Four Mile road area. The site is in the southeast corner of the intersection of County Roads 117 and 125, with access ovementcoming of theonto site. TheRoad breakoutThe of the7ect phaseshas phases would be improvement the for following: Phase I - 1024 sq. ft., mini -truck garage facility - mini -trucks being a small pumper and ambulance. Phase II - 1024 sq. ft. mini -truck garage. Phase III - Meeting room, dispatch center - approximately 910 sq. ft. Phase IV - Large truck garage - 1280 sq. ft. Phase V - Sleeping quarters, recreation area - approximately 2800 sq. ft. At this time, only the Phase I (mini -truck garage) is proposed to be built. The remaining phases would be built, as the need arises, for more fire protection in the area. II. MAJOR ISSUES AND CONCERNS A. Zoning - An application is being made for a Conditional Use permit for a "community building". C.R.S. 30-28-110 (1)(a) requires the County Planning Commission to approve the "proposed location and extent thereof" of any new public building in the County. B. Staff Comments - The only real issue of any concern is the access point onto County Road 117. The proposed access is just below "Deadman's curve" and provides limited site distance for vehicles coming around the corner. The District board is aware of the potential problem and has proposed to put an automatic signal with a flashing red light to alert people coming down the canyon. If electricity is not available, the procedures of the department would require placement of a person at a point that the traffic can be stopped until the trucks are on the road. • • RECOMMENDATION APPROVAL of the proposed fire substation with the recommendation that the District either provide warning signals or establish procedures to insure that vehicles traveling down County Road 117 are alerted to the fact that emergency vehicles are accessing onto the road. 1
