EXHIBIT A 1AT STATEMENT - ATTACHMENT "A" 4111 The project area is located 11 miles east -north-east of the Town of Carbondale, north of and adjacent to State Highway 82. It is located in the south of Section 25 and the north 11 of Section 36 Township 7 south, Range 88 west, 6 P.M. The proposed temporary facility will be as shown on the attached Ex- hibit "B". Roberts Construction Company does hereby request the granting of a temporary short term Special Use Permit to allow for the production of Hot Bituminous Pavement (Grading E) solely for placement on State Highway Department Project IFC 082-1 (5) & (7). The location of said plan is to be entirely within the confines of the existing Zemlock & Son, Inc. sand and gravel pit, and located north of Highway 82, east of Crystal Spring Road, on the Jean Blue property. The equipment required to produce the specified quantity of asphalt (3,195.00 tons) for the above project will be a 1977 Cedar -Rapids Drum Dryer Mixer. This mixing plant is completely self-sustaining by use of its own generator set and fuel supply. No public utilities are required for this operation. Additionally, said plant has been granted State of Colorado Department of Health Permit # C-11467 for acceptable limits of pollution. The primary stack on the plant emits a stream of white steam which is a result of super- heating water to eliminate expelling dust, from the dried aggregate, into the air. The total time requested for this Permit is fourteen (14) calander days to allow for set-up, operation, dismanteling and rain days. The actual duration for the plant operation will be three (3) to four (4) days between the hours of 8:00 A.M. and 5:00 P.M. It is anticipated that during the plant operation period three (3) to four (4) employees and one State Department of Highways Inspector will be making daily round trips to the plant location. The traffic to and from the proposed plant location will not be appreciably increased for this operation. The existing county, state and private haul roads will be utilized. Domestic water supply for employees will be confined to drinking water which will be transported to the plant location from an approved supply. One sanitary facility will be provided in addition to the one which is presently located at the site. The facility provided will be a portable toilet serviced by a contractor. The project area is located approximately 12 miles east -north-east of the Town of Carbondale, north of and adjacent to State Highway 82. It is located in the south of section 25 and the north � of section 36 township 7 south, range 88 west, 6 PM. The location is described and shown in detail on exhibits one and two attached. The construction of the project will commence immediately upon completion of all permitting by County and State agencies. Upon construction, the sand and gravel mining, processing, storage and marketing on the property will operate on a continueous basis, consistant with allowable weather conditions. Mining and/or processing may be temporarily suspended during extreme winter weather conditions. Normal working hours will be between 7:00 AM and 6:00'PM. It is anticipated that the total employment will vary between 5 and 14 depending upon season and product market..It is anticipated that vehicle round trips per day for employee transportation and product market trucks will vary between 5 and 60. Access to Highway 82 will be via the access roads shown on the attached exhibits. Acceleration -deceleration lanes will be provided at the entrance to highway 82 in accordance with requirements of the Colorado Division of Highways. Domestic water supply for employees will be confined to drinking water which will be transported to the project from an approved supply. Toilet: facilities will be provided for employees through the use of portable toilets serviced by a contractor. Solid waste +venerated on the site will be collected in approved containers serviced by a solid waste disposal contractor. Operational water in a non -consumptive capacity will be supplied from the water rights owned by the land owner. These rights will also be used for irrigation water for revegetation in land reclamation Additional discussion of water and drainage is contained on exhibit three. The effect of this operation on adjacent land will be minimized by the topography and the schedule of mining and reclamation as illustrated and discussed on exhibits two and three. Smoke and dust control will be accomodated to by standard practices as required by Federal and State agencies.
