Legal Description: A parcel located in the W1/2 Section 34, Township 6 South,
Range 96 West of the 6th Principal Meridian, Coun of -Garfield, State of
Colorado, containing approximately 35 acres (map is a' ttached).
Requirements: The following requirements are addressed in Public Service Company's
"Application for Special Use Permit, Phase I, Electric Transmission
and Substation System for Oil Shale Development", submitted to
Garfield County November 10, 1981.
1. Plans and specifications for proposed use.
2. Letters of approval from utility companies, sewage and water. Road access
and other information deemed necessary.
3. A vicinity map drawn to scale depicting the subject property, location and use
of buildings and structures on adjacent lots.
4. An impact statement on the proposed use (see 5.03.07-5.03.09 of Zoning Regs.)
5. A copy of Assessor's map showing property; and a listing of all adjoining
property owners and property owners within 200 feet of said property. Notice
containing information described under paragraph 5 shall be mailed to all
owners of record of these lots at least 5 days prior to the hearing by cert-
ified return receipt mail.
6. Notice including the name of the applicant, description of the subject lot,
a description of the proposed special use and the time and place for the
hearing shall be given in the newspaper of general circulation in that portion
of the County at least fiteen (15) days prior to such hearing time. Applicant
shall bear the cost of advertising.
7. A fee of $500.00 shall be charged for each application and shall be submitted
with the application.
This Special Use Permit is in compliance with Sections 5.03 and 9.03 of the
Garfield County Zoning Resolution and as per application.
List all property owners within 200 feet of subject property lines.

CRITERIA FOR APPROPRIATE LOCATION OF UTILITY TRANSMISSION LINES.
1) Away from existing residential areas and towns.
2) Not skylined at the crest of hills, mesas, etc.
3) Locate at the base of hills or bluffs.
4) Locate transmission lines out of the 100 year flood plain if
possible; ie: span the river if possible.
5) Minimize the impact to wildlife and wildlife habitat by
minimizing destruction of trees and vegetation.
6) Align transmission lines along property boundaries to minimize
the impact to agricultural lands.
7) Utilize existing powerline corridors and upgrade existing lines
whenever possible.

TO WHOM IT MAY CONCERN:
The Knight's have reviewed Public Service of Colorado's engineering reasoning
and drawing (no number) - Attachment A. The alternate location preferred
(Alternate 2) located on the eastern edge of Battlement Mesa bottom lands
(Exxon/Tosco) and requiring a right of way easement on the western point of
the Knight's land (about 1.4 acres) on the north side of the Colorado River
has many advantages over the route proposed on the Knight's land (Alternate
1). These are:
1. Less impact to flora and fauna,
2. No impact to original homestead site,
3. More stable ground due to fewer aquifers and aluviums,
4. Less economic impact to Knight's surrounding lands.
Alternate 3 has less impact to the Knight's bordering lands, however the
extra cost for a longer river crossing may make this route less desirable.
Alternate 4 along the fence line is more costly than the other Alternates
and impacts the Knight's bordering lands significantly even though no actual
Knight lands are crossed.
Other than locating the power line on land to the westend of Battlement Mesa
town near the sewer plant (not proposed nor studied), Alternate 3 impacts the
Knight's land less than Alternate 4.
Alternate 1 is completely unacceptable for proper land use considerations.
The Knight's will negotiate with Public Service for an easement or with Exxon
for purchase of the point of land for the Alternate 2 or the Alternate 3
locations.

In our public hearing before you on February 16, 1082, you requested that Public
Service Company pursue alternate locations For the proposed 230,000/345,000 volt
transmiss ion hire to cross the Colorado River, provide engineering data comparing
the original. proposal with the alternatives, and further negotiate with the land
owners for the required casement.
:1L'l'LRNATI i LOCATIONS
Four alternate locations for crossing the Colorado River have been reviewed and
are indicated on the enclosed map as alternates 1, 2, 3, and 4. Alternate 1 is
the original alignment proposed by the Company. Alternate 2 opens the existing
230,000 volt line at a point between fixtures 219 and 220 hearing northwesterly
across the Colorado River. Alternate 3 opens the existing 230,000 volt line at
a point between fixtures 218 and 219 and also has a northwesterly bearing cross-
ing the Colorado River. Alternate 4 is south of, and parallels the section line
of Section 5, Township 7 South, Range 95 hest of the 6th Principal Meridian.
ENGINEERING DATA
The major concern in designing and constructing a river crossing is, first of all,
reliability of the system that is being designed and secondly, the economics which
are involved in making such a river cross ing. You wi I 1 note that Alternates
2 and 3 both appear to he less costly than Alternate 1. however, this does not
take into account the additional costs for flood protection, tree removal, access
for construction, and maintenance costs which will be incurred to construct
either Alternate 2 or 3. Alternate 2 is the shortest distance of the alternatives
which were considered. The distance referred to is the total distance from our
tap point to a deadend tower on solid high ground above the flood plain on the
northwest side of the river and southeast of the existing railroad.

Our initial proposal was chosen with several thoughts in mind. The
high deadend towers necessary for this river crossing would tap the
existing 230,000 volt line below the high bluff on the southeast side of

Dear Mr. and Mrs. Knight:
I would like to thank you for taking the time to meet with Messrs, Al Miller,
Dean Miller, and Larry Keith at your home on Monday, February 22, 1982.
Since this time, we have spent several days analyzing feasible alternative line
routes of crossing the Colorado River and lessening the effects of the trans-
mission line upon your property. We feel that we have found an alternative
alignment that meets the goals of yours, Battlement Mesa Inc., Garfield County,
and Public Service Company. This preferre location is sho on Exhibit I
which is enclosed with this letterap04 *' AZ A 3 -
Due to the manner in which the westerly portion of Lot 6 is such a narrow
longated parcel of land extending down the middle of the Colorado River, it
becomes virtually impossible to cross the river in a feasible manner without
crossing this parcel of land. Although the preferred line location crosses this
parcel, no towers will be located on your property. The towers will be placed
on lands of BMI and Exxon. Only the wires will cross over your property and
should have only a minimum effect on your land and any future uses of it.
The Company still requires an easement 225 feet wide for the distance across
your ownership which is now only approximately 270 feet. This amounts to 1.4
acres within the easement.
On Friday, February 26, I met with your son, John, and discussed the particulars
of the new proposed alignment. John felt the new proposed location was a very
reasonable compromise and an acceptable solution he can support. I believe he
conveyed this to you by telephone while I was in his office.
John advised me that you intend to pursue the possibility of selling this por-
tion of Lot 6 to Exxon and then the line would be Located entirely off your
property. However, due to the urgency of Public Service Company's request for
a Special Use Permit and the uncertainty of such a sale, or that it could be
accomplished in a short and timely manner, he was confident that you and Public
Service Company could reach an acceptable agreement on the granting of the
required easement. Public Service Company shares this confidence. In order
that we may submit a copy of this letter to the Board of County Commissioners
advising them that we are complying with their request to cooperate with each
other on arriving at an acceptable solution, I would appreciate you signing
this letter in the spaces provided as evidence of your receipt of a copy of

this letter, and that you acknowledge that the new proposed alignment is accept-
able to you, that in the event you do not sell a portion of. Lot 6 to Exxon,
you will negotiate with Public Service Company on the easement and you support

Mesa, Inc., the Commissioners will act favorably upon our request for a Special
Use Permit at their meeting on March 8, 1982.

a point near the North-South centerline in the S1/4 Section 13, Township 5

Davis Switching Station
A parcel of land situated near the center of Section 13, Township 5 South,
Range 96 West of the 6th Principal Meridian, County of Garfield, State of
Colorado, containing approximately 6.25 acres.
230,000 Volt Transmission Line Froni Davis Switching Station to
the Colony Plateau Substation
The 230,000 volt transmission line will exit the Davis Switching Station
in a northerly direction approximately 1400 feet to the Colony Plataeu Sub-

230,000/345,000 Volt Transmission Line from Existing 230,000/345,000 Volt
Cameo -Rifle Transmission Line to Parachute Substation
This segment of the transmission system will consist of an in -and -out line
constructed on two separate single -circuit structures. Separate single -circuit
structures are necessary for more reliable service and safety during maintenance
operations. The nature of the oil shale operations is such that continuous
service is a necessity. By constructing the line on separate single -circuit
structures, any fault or outage can be corrected without interrupting service.
It is virtually impossible to make repairs to a double -circuit line at this
voltage level without taking both circuits out of service. This will be
located on a 225 foot right-of-way.
The end structures of this segment will be double -circuit towers, the
angle structures will be two single -circuit towers, and the line structures
will be two single -circuit H -frames. These structure types are illustrated
on Exhibits Bl, B2, and B3.
This segment of the transmission system has been designed for 345,000 volts
and will be operated at 230,000 volts until such time as the load growth warrants
operation at the higher voltage level.
Parachute Substation
Parachute Substation will provide the bulk transmission facilities for the
oil shale loads. This substation will provide circuit breakers, gang switches,
and switches for the 230,000 volt system which will serve the present demands,
and will also include one 230,000-25,000 volt transformer bank and associated
equipment which will augment the local distribution system capacity. The
ultimate development of this facility will consist of two 345,000-230,000 volt
transformer banks and associated equipment, and an additional 230,000-25,000 volt
transformer. bank. The 345,000-230,000 volt transformers will be installed at such
time as load growth warrants operation at the higher voltage level. The
general land use envelope for this substation is illustrated an Iixhibit Bll .
A specific general arrangement will be provided to Garfield County and become
a part of a Special Use Permit issued pursuant to this application as it
becomes available.

This portion of the transmission system will consist of a single -circuit
line and will be located on a 150 foot right-of-way. The end structures and
angle structures will be guyed three -pole structures or single -circuit towers.
This will depend on the site characteristics, such as available space,
topography, span distances, and engineering considerations. The line
structures will consist of a single -circuit H -frame configuration. These
structure types are illustrated on Exhibits B4 -B8
Wheeler Substation
Wheeler Substation will serve the local development loads in the area
north of the Town of Parachute. The initial development will consist of one
230,000-13,800 volt transformer bank and associated equipment. Additional
banks may be required in the future as demands increase. The general land
use envelope for this substation is illustrated on Exhibit B12. A specific
general arrangement will be provided to Garfield County and become a part of
a Special Use Permit issued pursuant to this application as it becomes
available.
Pyramid Switching Station
The development of this facility will include circuit breakers, gang
switches, ground switches, and transmission line termination structures.
The general land use envelope for this switching station is illustrated on
Exhibit B13. A specific general arrangement will be provided to Garfield
County and become a part of a Special Use Permit issued pursuant to this
application as it becomes available.
Bench Substation
Bench Substation will serve the Union Oil Shale loads. The initial and
ultimate development of this facility will be one 230,000-4,160 volt trans-
former bank and associated equipment. The general land use envelope for this
substation is illustrated on Exhibit B14. A specific general arrangement will
be provided to Garfield County and become a part of a Special Use Permit
issued pursuant to this application as it becomes available.
Davis Switching Station
The development of this facility will include circuit breakers, gang
switches, ground switches, and transmission line termination structures. The
general land use envelope for this switching station is illustrated on Exhibit
B15. A specific general arrangement will be provided to Garfield County and

LEFIERS OF APPROVAL
The proposed electric transmission and substation system will have no
need for sewer, water, or gas service. Therefore there will be no need for
the extension of any of these services. Telephone service may be provided
at the substation sites when, and if, service is extended and available.
The proposed facilities will not involve the construction or upgrading
of any roadway or road system which requires public or county maintenance.
Access roads to the proposed substations will be as provided in the oil
shale companies site development plans.
Public Service Company will coordinate the crossing of other utilities
by the proposed electric transmission system prior to construction. Mountain
Bell and all participants in the proposed common utility corridor will be
contacted to ensure the compatibility of all systems. We are presently
working with the Rio Grande Western Railroad Company and the Colorado
Department of Highways to obtain crossing permits.
Subject to the granting of the Special Use Permit herein applied for,
the Company will acquire the subsequent crossing permits. Also subject to
the granting of the Special Use Permit herein applied for, the Company will
initiate negotiations to acquire the required easements. Should negotiations
through normal procedures be unsuccessful, the Applicant has the power of
eminent domain to secure the required land rights (CRS 1973:38-5-105).
As a public utility, Public Service Company is well aware of the coordina-
tion required with other utility facilities and will design and construct the
proposed electric transmission and substation system accordingly. All of the
proposed electrical facilities are within the Company's service territory and
have been designed to provide the most economical and reliable service to
meet the demands of the oil shale development, and to augment the Company's
local distribution system. The oil shale companies will incur the cost for
the entire system except for the facilities which will be directly involved
with Public Service Company's distribution facilities in Parachute Substation.

5.03.07 INDUSTRIAL OPERATIONS
5.03.07(1) Impact Statement
Location and Scope
Public Service Company of Colorado is required to expand its electrical
transmission and substation system in Garfield County due to the increased
electrical loads resulting from the initial oil shale development north of
Parachute, Colorado. This load will be approximately 60 megawatts by early
1983 and approximately 100 megawatts around 1985 when the commercial oil
shale development is planned. Such loads will exceed the capability of the
existing 69,000 volt transmission system which presently serves the area.
As a result, the proposed electric transmission and substation system to
serve the initial loads has been designed to become an integral part of the
system which will provide service when the larger commercial loads develop.
Phase 1 of this expansion will consist of facilities necessary to trans-
mit power from the existing 230,000/345,000 volt transmission line, between the
Cameo Generating Station and Rifle Substation, to Exxon and Union's oil shale
developments. The specific description and location of our proposed facilities
are included in our response to Requirements 1 and 3 of this Special Use
Permit Application.
Design
The design specifications of the proposed facilities are included in our
response to Requirement 1 of this Special Use Permit Application. Refer to
Exhibit B and Exhibit D.
Construction Schedule
Construction of the facilities required for Phase 1 of the proposed trans-
mission and substation system is scheduled to be completed prior to October
1982. In order to meet this in-service date, the following activities are

Phase II and III Facilities
The specific timing of Phases II and III is not known at this time since
development will be based on the demands created by oil shale development.
Phase II might include the conversion of Public Service Company of Colorado's
existing Grand Junction -Cameo -Shoshone 69,000 volt and 230,000 volt
facilities to higher transmission systems.
Phase III might include the construction of 345,000 volt facilities in the
Cameo -Parachute area in conjunction with oil shale load growth on the
Public Service Company and Colorado -Ute systems.
Garfield Coiuity will be kept informed of the Company's plans and Application
for Special Use Permits will be filed with the County Commissioners as the
demands and plans become more certain.
Operational Characteristics
All Public Service Company facilities are designed, constructed, and operated

to meet or exceed all applicable standards of design and performance set forth
in the National Electric Safety Code. The transmission lines are patrolled
periodically to detect wear or any damaged equipment. Periodic patrol and
maintenance of the substations requires two employees once a week on the
average. All Public Service Company personnel receive safety training for
emergency situations.
5.03.07(1)(a) Effect on Use of Water
The proposed project will have no significant adverse effects on
the existing lawful use of water through depletion or pollution of
surface run-off, stream flow or groundwater.
The proposed electric transmission and substation system has no
water requirements. Minimal quantities will be consumed by construction
workers and may be required for dust suppression during construction.
Pollution of the surface run-off, stream flow or groundwater by erosion
will be prevented substantially by limiting access to existing roads
and trails, and by helicopter construction. Where soil disturbances
occur at the structure locations and substation sites, the disturbance
will be kept to a minimum and revegetated (Refer to Section 5.03.07(5)).
The substation yard areas will be resurfaced with gravel and road base
material.
5.03.07(1)(b) Effect on Adjacent Land
The proposed project will have no significant adverse effects on
adjacent land through generation of vapor, dust, smoke, noise, glare or
vibration, or other emanations. The generation of dust will be a
temporary condition during construction and will be limited by keeping
soil disturbances to a minimum and timely revegetation of disturbed
areas. The generation of noise during construction, operation, and
maintenance of the proposed facilities will temporarily disturb the
area wildlife. The degree of this disturbance will be insignificant
when compared to the activities resulting from the other uses permitted
adjacent to all of our facilities. The generation of glare by the pro-
posed facilities will be reduced by the use of non -specular conductors,
dull galvanized steel, and limited use of paints or stains.
5.03.07(1)(c) Effect on Wildlife and Domestic Animals
The proposed project will have no significant adverse effects on
the wildlife and domestic animals through creation of hazardous attrac-
tions, alteration of existing native vegetation, blockade of migration
routes, use patterns or other disruptions.
The following measures have been taken in the route selection to
insure the greatest degree of compatibility:
1. The riparian cottonwood communities along the Colorado River
will be avoided. The river will be crossed at a point where
there are no cottonwoods and disturbance to the ground vege-
tation will be minimized.
2. The Sub -Alpine Fir, Aspen, Douglas Fir, and associated fauna
on the Roan Plateau will not be disturbed.

3. The cliff -associated raptor and cat habitats will not be
disturbed in areas away from the oil shale developments.
4. Public Service Company has participated in, and co-authored,
several studies concerned with the design of transmission
structures to prevent the electrocution of raptors and
migratory birds, and to enhance their nesting habitats.
The findings of these studies will be implemented in the
design and construction of the transmission system.
5.03.07(2) Traffic
A temporary .impact on the road system will result from construction
activities. This temporary affect will not be of sufficient magnitude to
require any changes to the County's existing maintenance program. The truck
and automobile traffic to and from the proposed facilities for the Company's
operation and maintenance will not create hazards or nuisance. Transmission
line patrols are done almost exclusively from the air and any ground traffic
will be limited to maintenance activities. No employees will be permanently
located at the substation facilities and periodic patrol and routine main-
tenance will require two employees once a week on the average.
5.03.07(3) Safe Distances
All Public Service Company facilities are designed and constructed to meet
or exceed all applicable standards of design and performance set forth in the
National Electric Safety Code.
The right-of-way requirements are designed to provide sufficient distances
to separate the proposed transmission lines from abutting properties. Vertical
clearances, established by the National Electric Safety Code, are also maintained
at all crossings of transportation facilities; i.e., railroads, interstate high-
ways, state highways, county roads, and any other area where vehicular use may
occur.
The substation sites will be secured by a seven foot high chain link
fence with a three -strand barbed wire outrigger. The fences around the
substations and the equipment inside are grounded to a buried metal grid
system which protects the entire fenced area from the effects of lightning
and induced voltage.
Public Service Company installs automatic and instantaneous breaker devices
on both distribution feeders and transmission lines. The proposed substations
will be equipped with automatic switching gear and supervisory equipment which
protect the system and maintain a high level of reliability.
5.03.07(4) Additional Information

5.03.07(5) Rehabilitation
5.03.07(5)(a) Rehabilitation Plan
When the construction activities are complete, along each section of
transmission line and at each substation site, all crates, boxes, bands,
reels, lagging, wrapping, wire pieces, and other material or equipment
waste of every kind will be cleaned up and properly disposed of. All
light material which might be spread by the wind will he cleaned up and
disposed of on a daily basis.
Vegetation and soil disturbances will be minimized and revegetation
will be initiated as construction of each section of transmission line
or substation is completed. The following specification was prepared
with assistance from the Garfield County Extension Office and will be
implemented to reclaim all disturbed areas:
1. Lightly scarify the disturbed area with a rake or a disc
set straight, depending on the size of the disturbance,
topography and access.
2. Fertilizer shall be surface applied evenly at the rate of
100 pounds (bulk)/acre (33-0-0) and 100 pounds (bulk)/
acre (18-46-0).
3. The following seed mix shall be broadcast uniformly at the
rate of 30 pounds pure live seed/acre and lightly raked
into the soil.

The proposed electric transmission and substation system will be so operate'
that the volume of sound inherently and recurrently generated will not exceed
ninety (90) decibels at any point on any boundary line of the property on
which the use is located.

favorable condition for the sound that is generated and a crackling noise is

which the transmission line or substation is located.

5.03.08(3) Emissions of Smoke and Particulate Matter
There is no combustion or emission of any pollutants associated with the
operation of the proposed electric transmission and substation system. Minimal
quantities of dust and vehicle exhaust will result during construction. These
will be insignificant and of short duration. There will be no measurable
effect on air quality.
The proposed transmission and substation system will be operated to
comply with all federal, state, and county air quality laws, regulations, and
standards.
5.03.08(4) Emissions of Heat, Glare, Radiation, and Fumes
The emissions of heat, glare, radiation, and fumes from the operation of
the proposed electric transmission and substation system will not interfere
with the existing use of adjoining property, and will not cause a public
nuisance or hazard.
5.03.08(5) Storage Area, Salvage Yard, Sanitary Land Fill, and
Mineral Waste Disposal Sites
The construction of the proposed electric transmission and substation
system will require three staging areas; one will be located on the Parachute
Substation site, one will be located near the Wheeler Substation site, and
one will be located in the vicinity of Union Oil Meadows. The latter two
sites will be leased from the oil companies. These staging areas will be
approximately 10 acres each and will be used for the duration of the con-
struction activities. When construction is complete, the sites will be
rehabilitated as proposed in the Rehabilitation Plan (refer to Section
5.03.07(5)(a)).
5.03.08(5)(a) Compliance with National Fire Code
Storage of flammable, or explosive solids, or gasses will be in
accordance with accepted standards and laws and will comply with the
National Fire Code.
5.03.08(5)(b) Storage Area Enclosure
At the discretion of the County Commissioners, all outdoor storage
facilities for fuel, raw materials and products will be enclosed by a
fence or wall adequate to conceal such facilities from adjacent property.
5.03.08(5)(c) Material Storage
No material or waste will be deposited upon the property in such
a form or manner that they may be transferred off the property by any
reasonably foreseeable natural causes or forces.
5.03.08(5)(d) Health Regulations
All materials or wastes which might constitute a fire hazard or
which may be edible by or otherwise be attractive to rodents or insects
will be stored outdoors in accordance with applicable State Board of
Health Regulations.

5.03.08(6) Water Pollution
The construction, operation, and maintenance of the proposed electric
transmission and substation system will not result in any water pollution.
Pollution of the surface run-off, stream flow or groundwater will be prevented
substantially by limiting access to existing roads and trails, and by heli-
copter construction. Where soil disturbances occur at the structure locations
and substation sites, the disturbance will be kept to a minimum and revegetated
(refer to Section 5.03.07(5)). The substation yard areas will be resurfaced
with gravel and road base material.
Any percolation tests or groundwater resource tests which may be required
by local or state health officers will be met before operation of the facilities.
5.03.09 USES NOT ITEMIZED
Public Service Company of Colorado does not request this review to have
the proposed facilities added to the list of permitted uses in the zone
districts involved.

TAKE NOTICE that Public Service Company of Colorado has applied to the Board
of County Commissioners, Garfield County, State of Colorado, to grant a
Special Use Permit in connection with the following described property
situated in the County of Garfield, State of Colorado, to wit:
LEGAL DESCRIPTION: The proposed electric transmission and substation system
will be situated on parcels in Sections 5 and 6, Township 7 South, Range 95
West; Sections 1, 2, and 3, Township 7 South, Range 96 West; Sections 34,
33, 29, 20, 17, 8, 5, and 4, Township 6 South, Range 96 West; Sections 36,
25, 24, 13, and 12, Township 5 South, Range 96 West; Sections 19, 20, 29,
and 7, Township 5 South, Range 95 West of the 6th Principal Meridian, County
of Garfield, State of Colorado.
PRACTICAL DESCRIPTION: Public Service Company's existing 230,000/345,000 volt
Cameo -Rifle transmission line will be tapped at a point approximately one-
half mile south of Interstate 70 and approximately two miles east of the
Town of Parachute. The proposed 230,000/345,000 volt in -and -out line will span
the Colorado River and then parallel the Denver and Rio Grande Railroad along
the South side for approximately one mile. The line will then cross Inter-
state 70 and turn west into the proposed Parachute Substation. A 230,000 volt
line will exit the Parachute Substation in a westerly direction, run up Hayes
Gulch around development planned by Union Oil, across County Road 215,
Parachute Creek, and Parachute Ditch to the base of the mountain. The line
will then parallel the land form in a northwesterly direction into the pro-
posed Wheeler Substation located southeast of Wheeler Gulch and Riley Gulch.
The line will then proceed in a northwesterly, northerly, and northeasterly
direction paralleling the base of the mountain on the West side of Parachute
Creek to the intersection of the Middle Fork and East Middle Fork to the
proposed Pyramid Switching Station. One line will exit the Pyramid Switching
Station in a southeasterly direction up the side of Long Ridge, south across
Long Ridge and drop into the proposed Bench Substation to be located on the
north side of the East Fork. Another line will exit the Pyramid Switching
Station in a southwesterly direction, then northerly up the side of Davis
point to the proposed Davis Switching Station. One line will exit the Davis
Switching Station in a northerly direction to the Colony Plateau Substation.
Another line will exit the Davis Switching Station in a northeasterly direction,
cross Davis Gulch, then easterly to the Colony Bench Substation.
SAID Special Use Permit is to allow the Petitioner to construct, operate, and
maintain the 230,000/345,000 volt and 230,000 volt transmission system and
associated substations to serve the increased electrical loads resulting from
oil shale developments on the above described property.
