A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE PERMIT APPLICATION BY PUBLIC
SERVICE COMPANY OF COLORADO.
WHEREAS, the Board of County Commissioners of Garfield County has received an application
from Public Service Company of Colorado for a special use permit for a 230/345 KV
utility transmission line including associated substation facilities on the following
described tract of land:
230,000/345,000 Volt Transmission Line from Existing 230,000/345,000 Volt
Cameo -Rifle Transmission Line to Parachute Substation.
Beginning at a point on the existing Cameo -Rifle 230,000/345,000 volt
transmission line located in the NZ SE4 Section 5, Township 7 South,
Range 95 West of the 6th Principal Meridian; thence northwesterly to
a point on the southeasterly side of the existing Denver and Rio Grande
Railroad to a point in the SE4 NW4 of said Section 5; thence southwesterly
and parallel to the Denver and Rio Grande Railroad to a point near the
West boundary line NEZ SE4 Section 6, Township 7 South, Range 95 West
of the 6th Principal Meridian; thence northwesterly across interstate
70 to a point near the center of said Section 6; thence westerly to
a point near the southeast corner of the Parachute Substation site.
Parachute Substation Site
A parcel of land situate in the NE4 of the SW4 of the SE4 of the NW%
of Section 6, Township 7 South, Range 95 West of the 6th Principal
Meridian, County of Garfield, State of Colorado, described as follows:
Beginning at a point whence the Southwest corner of said Section 6
bears S.26°42'45"W. a distance of 2901.35 feet said point being the
Northwest corner of said NE4 of the SW4 of Section 6; thence N.0°54'06"E.
along the West boundary line of said SE4 of the NW% a distance of
180.00 feet to a point; thence S.86°42'54"E. a distance of 805.73 feet to
a point whence the Northeast corner of said NE4 of the SW4 of Section 6
bears S.68'12'44"E. a distance of 566.83 feet; thence S.1°06'24"W.a
distance of 580.01 feet to a point whence the Northeast corner of said
NE4 of the SW4 bears N.55°26'41"E. a distance of 652.22 feet and the
Southwest corner of said Section 6 bears S.44°23'16"W. a distance of
3002.43 feet; thence S.67°33'06"W. 412.16 feet to a point; thence
N.79°29'04"W. a distance of 430.50 feet to a point on the West boundary
line of said NE4 of the SW4; thence N.0°53'27"E. along the West boundary
line of said NE4 of the SW4 a distance of 524.97 feet, more or less, to
the point of beginning. Contains 12.9656 acres,

A parcel of land situate in Lot 6 of Section 6, Township 7 South, Range 95
West of the 6th Principal Meridian, County of Garfield, State of Colorado,
more particularly described as follows:
Beginning at the point whence the Southwest corner of said Section 6 hears
S.26°42'45"W. a distance of 2901.35 feet, said point being the Northeast
corner of said Lot 6; thence S.0°53'27"W. along the East boundary line of
said Lot 6 a distance of 524.97 feet to a point; thence N.79°29'04"W. a
distance of 210.74 feet to a point on the centerline of the Wilcox Canal;
thence along said centerline N.32°45'56"E. a distance of 153.90 feet to
a point; thence N.18°42'11"E. a distance of 377.55 feet to a point on the
North boundary line of said Lot 6; thence S.87°00'14"E. along the North
boundary of said Lot 6 a distance of 11.02 feet, more or less, to the
point of beginning. Containing 1.1528 acres.

230,000 Volt Transmission Line from Parachute Substation to Wheeler Substation
The 230,000 volt transmission line will exist Parachute Substation along
the West side; thence southwesterly to a point in the NZ SE4 Section 1,
Township 7 South, Range 96 West of the 6th Principal Meridian; thence
northwesterly to a point near the West boundary line of SW4 NE4 of said
Section 1; thence westerly to a point near the center of the NW1 of said
Section 1; thence southwesterly to a point near the W4 corner of said
Section 1, thence westerly to a point near the W4 corner of Section 2,
Township 7 South, Range 96 West of the 6th Principal Meridian; thence
northwesterly to a point in the N1 NE4 near the North - South centerline
of Section 3, Township 7 South, Range 96 West of the 6th Principal Meridian;
thence northerly to the Wheeler Substation Site located near the North -
South centerline and the South Section Line of Section 34, Township 6 South,
Range 96 West of the 6th Principal Meridian.
Wheeler Substation
A parcel of land situated near the North-South centerline and the South
Section Line of Section 34, Township 6 South, Range 96 West of the 6th
Principal Meridian, County of Garfield, State of Colorado, containing
approximately 1.64 acres.
230,000 Volt Transmission Line from Wheeler Substation to Pyramid Switching Station
The 230,000 volt transmission line will exit Wheeler Substation along the
West side; thence northwesterly to a point in the WZ Section 33, Township
6 South, Range 96 West of the 6th Principal Meridian near the East-West
centerline of said Section 33; thence northwesterly to a point in the
W2 NE4 Section 29, Township 6 South, Range 96 West of the 6th Principal
Meridian; thence northwesterly to a point in the NE4 NW4 Section 20,
Township 6 South, Range 96 West of the 6th Principal Meridian; thence
northeasterly through Section 17, to a point near the center of Section 8,
Township 6 South, Range 96 West of the 6th Principal Meridian; thence
northeasterly to a point east of the SE corner of the NW4 NE4 of said Section
&, thence -.northeasterly through Sections 5 & 4, Township 6 South, Range 96
West of the 6th Principal Meridian; thence northerly to a point in the
S2 SE1 Section 25, Township 5 South, IL nge 96 West of the 6th Principal
Meridian; thence northeasterly through Sections 25 & 24 to a point in the
N NW4 Section 19, Township 5 South, Range 95 West•of the 6th Principal
Meridian into the Pyramid Switching Station.
Pyramid Switching Station
A parcel of land situated in the Nz NW4 Section 19, Township 5 South,
Range 95 West of the 6th Principal Meridian, County of Garfield, State
of Colorado, containing approximately 2.75 acres.
230,000 Volt Transmission Line from Pyramid Switching Station to Bench Substation
The 230,000 volt transmission line will exit the Pyramid Switching Station
in a southerly direction to the western base of Long Ridge; thence southeasterly
to a point near the center of Section 19, Township 5 South, Range 95 West
of the 6th Principal Meridian; thence northeasterly to a point in the W1
NW4 Section 20, Township 5 South, Range 95 West of the 6th Principal Meridian;
thence southeasterly into Bench Substation located in the N1 NW14 Section 29,
Township 5 South, Range 95 West of the 6th Principal Meridian.
Bench Substation
A parcel of land situated in the N1 NW1 Section 29, Township 5 South, Range
95 West of the 6th Principal Meridian, County of Garfield, State of Colorado,
containing approximately 0.08 acres.
(This site will be leased from the Union Oil Company of California)
230,000 Volt Transmission Line From Pyramid Switching Station to Davis Switching Station
The 230,000 volt transmission line will exit the Pyramid Switching Station in
a southwesterly direction to a point in the SZ NE4 Section 24, Township 5 South
Range 96 West of the 6th Principal Meridian; thence northwesterly to a point
near the North-South centerline in the S4 Section 13, Township 5 South,
Range 96 West of the 6th Principal Meridian; thence northeasterly to Davis
Switching Station located near the center of said Section 13.
Davis Switching Station
A parcel of land situated near the center of Section 13, Township
5 South, Range 96 West of the 6th Principal Meridian, County of
Garfield, State of Colorado, containing approximately 6.25 acres.
230,000 Volt Transmission Line from Davis Switching Station to the
Colony Plateau Substation
The 230,000 volt transmission line will exit the Davis Switching
Station in a northerly direction approximately 1400 feet to the
Colony Plateau Substation. (The Colony Plateau Substation will be
owned by the Colony Oil Shale Development.)
230,000 Volt Line From Davis Switching Station to the Colony Bench Substation
The 230,000 volt transmission line will exit the Davis Switching Station
in a northeasterly direction to a point in the E1/2 SDI; Section 12,
Township 5 South, Range 96 West of the 6th Principal Meridian; thence
easterly to the Colony Bench Substation. (The Colony Bench Substation
will be owned by the Colony Oil Shale Development.)
WHEREAS, pursuant to required public notice, the Board conducted a public hearing
on the 1st day of February, 1982, upon the question of whether the above described special
use permit should be granted or denied, at which hearing the public and interested persons
were given the opportunity to express their opinions regarding the issuance of said
special use permit; and
WHEREAS, the Board on the basis of the evidence produced at the aforementioned
hearing, has made the following determinations of fact:
1. The proposed use is compatible with the uses existing and permitted in the district
in which it is to be located, provided that certain hereinafter contained conditions
be complied with.
2. That neither the impact on traffic volume and safety or on utilities, or any
other impact of the special use will be injurious to the established neighborhood or
zone district in which the special use is to be located.
NOW, THEREFORE, BE IT RESOLVED by the Commissioners of Garfield County, Colorado,
that a special use permit be and hereby is authorized permitting the use of the above
described tract of land for a 230/345 KV utility transmission line including associated
substation facilities, upon the following specific conditions:
1. That the use of the tract of land comply with all present and future regulations
of Garfield relating to utility transmission facilities in the zone district in which the
property is now or may later be located;
2. That, prior to the issuance of the authorized special use permit, the above des-
cribed tract of land shall be severed from any other tract of land upon which there may
exist a principal use, unless such other such principal use has been terminated at the
time of the issuance of the special use permit.
3. That Public Service Company show available housing in Garfield County for their
projected construction work force.
4. That clear cutting of vegetation along the Colorado River and Parachute Creek
be avoided and selective cutting or tree topping be used instead.
5. That the route designated as Alternate #2 shown on Exhibit A be used as the
alignment across the Knight property and the alignment shown on Exhibit A be used up
Parachute Creek to the Union and Colony sites.
