Box 640 Glenwood Springs, CO 81601 Gentlemen: 198/ ,�fytR Public Service Company of Colorado is filing the attached Application for a Special Use Permit for a 69,000 Volt Electric Transmission Line to provide construction power to the Colony Project north of the town of Parachute, Colorado. The required electric service will be provided by tapping Public Service Company's existing 69,000 volt line from Grand Valley Substation to Union Oil Substation and Colony Substation. The planned facility is a segment of the system included in the Company's "Application for Special Use Permit, Phase I, Electric Transmission and Substation System for Oil Shale Development" which was filed with Garfield County on November 10, 1981. The 69,000 volt line will be constructed on 230,000 volt structures which are proposed in the above referenced application. The line will be operated at 69,000 volts until a Special Use Permit is granted and the 230,000 volt system is constructed. The 69,000 volt line is required to be in service by March 15, 1982. This in-service date allows for a very short construction period, therefore, the Company respectfully requests the County's indulgence in scheduling the earliest possible hearing date. LEGAL DESCRIPTION: Tap the existing 69,000 volt line in the NW1/4 Section 19, Township 5 South, Range 95 West of the 6th Principal Meridian, County of Garfield, State of Colorado; thence southwesterly to a point in the S1/2NE1/4 Section 24, Township 5 South, Range 96 West of the 6th Principal Meridian; thence northwesterly to a point near the North-South centerline in the S1/4 Section 13, Township 5 South, Range 96 West of the 6th Principal Meridian; thence northeasterly to a point located near the center of said Section 13. REQUIREMENTS: 1. PLANS AND SPECIFICATIONS FOR PROPOSED USE. The proposed line will consist of a single -circuit line and will be located on a 150 foot right-of-way. The end structures and angle structures will be guyed three -pole structures on single -circuit towers. This will depend on the site characteristics such as available space, topography, span distances, and engineering considerations. The line structures will consist of a single -circuit H -frame configuration. These structure types are illustrated on Exhibits B4 -B8 of the attached application. The line will be con- structed to 230,000 volt standards but will be initially operated at 69,000 volts. The Applicant understands that the operation of this line at 230,000 volts is contingent on the Garfield County Board of County Commissioners approval of the Applicant's "Application for Special Use Permit, Phase I, Electric Transmission and Substation System for Oil Shale Development". 2. The proposed 69,000 volt electric transmission line will be constructed from this point in a southwesterly, and then northerly direction up the side of Davis Point to provide construction power to the Colony Project. SAID Special Use Permit is to allow the Petitioner to con- struct, operate, and maintain the 69,000 volt electric transmission line to serve the electrical requirements resulting from oil shale development on the above described property. All persons affected by the proposed Special Use Permit are invited to appear and state their views, protests or objections. If you cannot appear personally at such meeting, then you are urged to state your views by letter, particularly if you have objections to such Special Use Permit, as the Board of County Commissioners will give consideration to the comments of surrounding property owners and others affected in deciding whether to grant or deny the request for Special Use. PLANS AND SPECIFICATIONS 230,000/345,000 Volt Transmission Line from Existing 230,000/345,000 Volt Cameo -Rifle Transmission Line to Parachute Substation This segment of the transmission system will consist of an in -and -out line constructed on two separate single -circuit structures. Separate single -circuit structures are necessary for more reliable service and safety during maintenance operations. The nature of the oil shale operations is such that continuous service is a necessity. By constructing the line on separate single -circuit structures, any fault or outage can be corrected without interrupting service. It is virtually impossible to make repairs to a double -circuit line at this voltage level without taking both circuits out of service. This will be located on a 225 foot right-of-way. The end structures of this segment will be double -circuit towers, the angle structures will be two single -circuit towers, and the line structures will be two single -circuit H -frames. These structure types are illustrated on Exhibits Bl, B2, and B3. This segment of the transmission system has been designed for 345,000 volts and will be operated at 230,000 volts until such time as the load growth warrants operation at the higher voltage level. Parachute Substation Parachute Substation will provide the bulk transmission facilities for the oil shale loads. This substation will provide circuit breakers, gang switches and switches for the 230,000 volt system which will serve the present demands, and will also include one 230,000-25,000 volt transformer bank and associated equipment which will augment the local distribution system capacity. The ultimate development of this facility will consist of two 345,000-230,000 volt transformer banks and associated equipment, and an -additional 230,000-25,000 volt transformer bank. The 345,000-230,000 volt transformers will he installed at such time as load growth warrants operation at the higher voltage level. The general land use envelope for this substation is illustrated on lixhibit R11. . A specific general arrangement will be provided to Garfield County and become a part of a Special Use Permit issued pursuant to this application as it becomes available. -8- 230,000 Volt Transmission Line From Parachute Substation to Wheeler Substation to Pyramid Switching Station, and From Pyramid Switching Station to Bench Substation and Davis Switching Station, and From Davis Switching Station to the Colony Plateau Substation This portion of the transmission system will consist of a single -circuit line and will be located on a 150 foot right-of-way. The end structures and angle structures will be guyed three -pole structures or single -circuit towers. Thi will depend on the site characteristics, such as available space, top graphy, span distances, and engineering considerations. The initial and ul'imate development of this facility will be one 230,000-4,160 volt trans- fo •r bank and associated equipment. The general land use envelope for this su.station is illustrated on Exhibit B14. A specific general arrangement will be provided to Garfield County and become a part of a Special Use Permit is•ued pursuant to this application as it becomes available. Davis Switching Station The development of this facility will include circuit breakers, gang switches, ground switches, and transmission line termination structures. The gemeral land use envelope for this switching station is illustrated on Exhibit Bl. IMPACT STATEMENT ON THE PROPOSED USE 5.03.07 INDUSTRIAL OPERATIONS 5.03.07(1) Impact Statement Location and Scope Public Service Company of Colorado is required to expand its electrical transmission and substation system in Garfield County due to the increased electrical loads resulting from the initial oil shale development north of Parachute, Colorado. This load will be approximately 60 megawatts by early 1983 and approximately 100 megawatts around 1985 when the commercial oil shale development is planned. Such loads will exceed the capability of the existing 69,000 volt transmission system which presently serves the area. As a result, the proposed electric transmission and substation system to serve the initial loads has been designed to become an integral part of the system which will provide service when the larger commercial loads develop. Phase 1 of this expansion will consist of facilities necessary to trans- mit power from the existing 230,000/345,000 volt transmission line, between the Cameo Generating Station and Rifle Substation, to Exxon and Union's oil shale developments. The specific description and location of our proposed facilities are included in our response to Requirements 1 and 3 of this Special Use Permit Application. Design The design specifications of the proposed facilities are included in our response to Requirement 1 of this Special Use Permit Application. Refer to Exhibit B and Exhibit D. Construction Schedule Construction of the facilities required for Phase 1 of the proposed trans- mission and substation system is scheduled to be completed prior to October 1982. Phase II might include the conversion of Public Service Company of Colorado's existing Grand Junction -Cameo -Shoshone 69,000 volt and 230,000 volt facilities to higher transmission systems. Phase III might include the construction of 345,000 volt facilities in the Cameo -Parachute area in conjunction with oil shale load growth on the Public Service Company and Colorado -Ute systems. Garfield County wi11 be kept _informed of the Company's plans and Application for Special Use Permits will be filed with the County Commissioners as the demands and plans become more certain. Operational Characteristics All Public Service Company facilities are designed, constructed, and operated -32- to meet or exceed all applicable standards of design and performance set forth in the National Electric Safety Code. The transmission lines are patrolled periodically to detect wear or any damaged equipment. Periodic patrol and maintenance of the substations requires two employees once a week on the average. All Public Service Company personnel receive safety training for emergency situations. 5.03.07(1)(a) Effect on Use of Water The proposed project will have no significant adverse effects on the existing lawful use of water through depletion or pollution of surface run-off, stream flow or groundwater. The proposed electric transmission and substation system has no water requirements. Minimal quantities will be consumed by construction workers and may be required for dust suppression during construction. Pollution of the surface run-off, stream flow or groundwater by erosion will be prevented substantially by limiting access to existing roads and trails, and by helicopter construction. Where soil disturbances occur at the structure locations and substation sites, the disturbance will be kept to a minimum and revegetated (Refer to Section 5.03.07(5)). The substation yard areas will be resurfaced with gravel and road base material. 5.03.07(1) (b) Effect on Adjacent Land The proposed project will have no significant adverse effects on adjacent land through generation of vapor, dust, smoke, noise, glare or vibration, or other emanations. The generation of dust will be a temporary condition during construction and will be limited by keeping soil disturbances to a minimum and timely revegetation of disturbed areas. The generation of noise during construction, operation, and maintenance of the proposed facilities will temporarily disturb the area wildlife. The degree of this disturbance will be insignificant when compared to the activities resulting from the other uses permitted adjacent to all of our facilities. The generation of glare by the pro- posed facilities will be reduced by the use of non -specular conductors, dull galvanized steel, and limited use of paints or stains. 5.03.07(1)(c) Effect on Wildlife and Domestic Animals The proposed project will have no significant adverse effects on the wildlife and domestic animals through creation of hazardous attrac- tions, alteration of existing native vegetation, blockade of migration routes, use patterns or other disruptions. The following measures have been taken in the route selection to insure the greatest degree of compatibility: 1. The riparian cottonwood communities along the Colorado River will be avoided. The river will be crossed at a point where there are no cottonwoods and disturbance to the ground vege- tation will be minimized. 2. The Sub -Alpine Fir, Aspen, Douglas Fir, and associated fauna on the Roan Plateau will not be disturbed. -33- 3. The cliff -associated raptor and cat habitats will not be disturbed in areas away from the oil shale developments. 4. Public Service Company has participated in, and co-authored, several studies concerned with the design of transmission structures to prevent the electrocution of raptors and migratory birds, and to enhance their nesting habitats. The findings of these studies will be implemented in the design and construction of the transmission system. 5.03.07(2) Traffic A temporary impact on the road system will result from construction activities. This temporary affect will not be of sufficient magnitude to require any changes to the County's existing maintenance program. The truck and automobile traffic to and from the proposed facilities for the Company's operation and maintenance will not create hazards or nuisance. Transmission line patrols are done almost exclusively from the air and any ground traffic will be limited to maintenance activities. No employees will be permanently located at the substation facilities and periodic patrol and routine main- tenance will require two employees once a week on the average. 5.03.07(3) Safe Distances All Public Service Company facilities are designed and constructed to meet or exceed all applicable standards of design and performance set forth in the National Electric Safety Code. The right-of-way requirements are designed to provide sufficient distances to separate the proposed transmission lines from abutting properties. Vertical clearances, established by the National Electric Safety Code, are also maintained at all crossings of transportation facilities; i.e., railroads, interstate high- ways, state highways, county roads, and any other area where vehicular use may occur. The substation sites will be secured by a seven foot high chain link fence with a three -strand barbed wire outrigger. The fences around the substations and the equipment inside are grounded to a buried metal grid system which protects the entire fenced area from the effects of lightning and induced voltage. Public Service Company installs automatic and instantaneous breaker devices on both distribution feeders and transmission lines. The proposed substations will be equipped with automatic switching gear and supervisory equipment which protect the system and maintain a high level of reliability. 5.03.07(4) Additional Information This section reserved for submission of response to additional information if requested by the County Commissioners. -34- 5.03.07(5) Rehabilitation 5.03.07(5)(a) Rehabilitation Plan When the construction activities are complete, along each section of transmission line and at each substation site, all crates, boxes, bands, reels, lagging, wrapping, wire pieces, and other material or equipment waste of every kind will be cleaned up and properly disposed of. All light material which might be spread by the wind will be cleaned up and disposed of on a daily basis. Vegetation and soil disturbances will be minimized and revegetation will be initiated as construction of each section of transmission line or substation is completed. The following specification was prepared with assistance from the Garfield County Extension Office and will be implemented to reclaim all disturbed areas: 1. Lightly scarify the disturbed area with a rake or a disc set straight, depending on the size of the disturbance, topography and access. 2. Fertilizer shall be surface applied evenly at the rate of 100 pounds (bulk)/acre (33-0-0) and 100 pounds (bulk)/ acre (18-46-0). 3. The following seed mix shall be broadcast uniformly at the rate of 30 pounds pure live seed/acre and lightly raked into the soil. There will be several areas along the transmission line route where the presence of rock will not require revegetation. 5.03.07(5)(b) Security for Execution of Rehabilitation Plan Security for the execution of the Rehabilitation Plan will be provided if required. 5.03.08 INDUSTRIAL PERFORMANCE STANDARDS 5.03.08(1) Volume of Sound Generated The proposed electric transmission and substation system will be so operated that the volume of sound inherently and recurrently generated will not exceed ninety (90) decibels at any point on any boundary line of the property on which the use is located. -35- • • 1 1 1 1 1 1 1 1 1 1 The sound generated by an electric transmission line is barely detectable directly beneath the conductors. Wet and foggy weather provide a more favorable condition for the sound that is generated and a crackling noise is more perceptible. Minimal quantities of dust and vehicle exhaust will result during construction. These will be insignificant and of short duration. There will be no measurable effect on air quality. The proposed transmission and substation system will be operated to comply with all federal, state, and county air quality laws, regulations, and standards. 5.03.08(4) Emissions of Heat, Glare, Radiation, and Fumes The emissions of heat, glare, radiation, and fumes from the operation of the proposed electric transmission and substation system will not interfere with the existing use of adjoining property, and will not cause a public nuisance or hazard. 5.03.08(5) Storage Area, Salvage Yard, Sanitary Land Fill, and Mineral Waste Disposal Sites The construction of the proposed electric transmission and substation system will require three staging areas; one will be located on the Parachute Substation site, one will be located near the Wheeler Substation site, and one will be located in the vicinity of Union Oil Meadows. The latter two sites will be leased from the oil companies. These staging areas will be approximately 10 acres each and will be used for the duration of the con- struction activities. When construction is complete, the sites will be rehabilitated as proposed in the Rehabilitation Plan (refer to Section 5.03.07(5)(a)). 5.03.08(5)(a) Compliance with National Fire Code Storage of flammable, or explosive solids, or gasses will be in accordance with accepted standards and laws and will comply with the National Fire Code. 5.03.08(5)(b) Storage Area Enclosure At the discretion of the County Comiiissioners, all outdoor storage facilities for fuel, raw materials and products will be enclosed by a fence or wall adequate to conceal such facilities from adjacent property. 5.03.08(5)(c) Material Storage No material or waste will be deposited upon the property in such a form or manner that they may be transferred off the property by any reasonably foreseeable natural causes or forces. 5.03.08(5)(d) Health Regulations All materials or wastes which might constitute a fire hazard or which may be edible by or otherwise be attractive to rodents or insects will be stored outdoors in accordance with applicable State Board of Health Regulations. -37- 1 • • 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 5.03.08(6) Water Pollution The construction, operation, and maintenance of the proposed electric transmission and substation system will not result in any water pollution.
