HomeMy WebLinkAbout2.0 Staff Report• PROJECT INFORMATION AND STAFF COMMENTS PROJECT NAME: Special Use Permit for 200 feet of natural gas pipeline APPLICANT: OWNER: LOCATION: Northwest Pipeline Corporation John and June Rogers Approximately 8 miles south of Silt adjacent to County Road 313 ZONING: A/R/RD I. RELATIONSHIP TO THE COMPREHENSIVE PLAN: This project area is within District C (Rural Areas -Minor Environmental Contraints), District F (Rural Areas -Severe Environmental Constraints) and an unclassified area of the County Comprehensive Plan. II. PROJECT DESCRIPTION: The applicant is requesting a Special Use Permit to construct and operate 200 feet of 42" natural gas line to tie into existing gas wells and pipelines in the area. A 35 foot permanent easement is required, although a 60 foot easement will be needed during construction. The pipeline would be buried 3 to 5 feet underground. All "road cut" permits shall be secured from the County Road Supervisor prior to construction. The proposal is not expected to have any significant impacts on the environment. Construction is expected to take 4 to 5 days, with approximately 10 workers employed. These workers are expected to be from the Grand Junction area, and will commute daily between Grand Junction and the work site. The applicant has signed an easement agreement with the property owners. III. REVIEW AGENCY COMMENTS: Division of Wildlife: No comments at the time the agendas were mailed. IV. RECOMMENDATION: Staff recommends approval of the Northwest Pipeline Special Use Permit with the following conditions: 1. All proposals of the applicant shall be considered conditions of approval unless stated otherwise by the Board of County Commissioners; 2. All above -ground facilities shall be painted an environmentally sensitive color; 3. The applicant shall submit as -built survey maps to the Planning Department within 60 days of project completion; 4. The applicant shall reclaim the disturbed areas to the property owners' specifications; 5. The applicant shall provide on-going maintenance to County Road 313 under the supervision of the County Road Supervisor and on an as -needed basis during their construction activities; 6. The applicant shall return County Road 313 to its original or better condition after completion of their construction activities. The County Road Supervisor was out of town at the time the agendas were mailed, and was therefore unable to comment on the need for a bond for road improvements.
