I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located witnin District B, Subdivisions/Rural Serviceable
Areas due to its proximity to the Garfield County Airport Industrial
Park PUD and District C, Rural Areas with Minor Environmental
Constraints, District F, Rural Areas with Severe Environmental
Constraints and the Public Lands classification.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a rural area,
cnaracterized by ranching operations and open space. Tne
pipeline will cross a variety of terrain including some
significant slopes, based on review of topographic maps.
B. Project Description: The proposal is to construct a 16,000 ft.,
4 1/2 O.D. steel welded pipeline across privately owned and BLM
property. Employment is estimated at 20 workers witn an expected
construction time of three weeKs. Machinery involved will be a
backnoe and trenching machine.
III.MAJOR ISSUES AND CONCERNS
1. The applicants will not be using heavy equipment potentially
damaging to County roads, thus, no road bond should be required.
2. The applicant has obtained some access easement and restoration
agreements and is currently negotiating tne remainder of tnese
agreements. The applicant has not yet submitted copies of these
agreements with private landowners or tne BLM.

3. The applicant's proposal includes restoration and reseeding ot
all affected lands and no impacts to wildlife or water courses
and no discharge of pollutants.
4. The applicant's proposal includes no temporary nousinq associated
with the construction. However, due to the length of
construction time estimated, tne applicant snould provide
suitable temporary/portable sanitary facilities.
5. Tne applicant's proposal includes access ott ot County Roads 333
and 319 and a pipeline crossing ot County Road 319. Tne
applicant shall apply tor any road cut or access permits as
required by the County Road and Bridge Supervisor.
IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required for tne nearing betore tne Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, tnat all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at tnat nearing.
3. That tor the above stated and other reasons, the proposed use is
in the best :interest of tne health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
L. Ali proposals of the applicant shall be considered conditions of
approval unless stated otherwise by the Board ot County
Commissioners.
2. That the use of the tract of land comply with all regulations of
Garfield County relating to industrial operations in tne zone
district in which the property is located.
3. That all conditions of approval be met within 120 days ot the
signing of the Resolution of Approval and be met prior to the
issuance of the Special Use permit.
4. The Special Use permit shall only be valid for a period of 120
days from the date of issuance unless construction or use nas
commenced thereunder; and if construction or use nas not
commenced, tne permit snail expire.

5. The fl applicant shall provide suitable temporary/portable sanitary
facilities for workers during the construction phase of the
pipeline.
6. Tne applicant shall apply for and receive any road cut or access
permits needed as required by tne County Road and Bridge
Supervisor.
7. The applicant shall submit signed copies ot all right-of-way
easement and restoration agreements with botn private landowners
