PROJECT OPEMTIONS
1. Pre-construetion:
Prj-or to construction Northruest Pipeline has used rubber tired vehicles to
initally survey and flag the centerline the proposed route, using exist1ng
areas of disturbance as much as possi.ble (access roads, other pipeline,
etc)., Contact is hereby made with your office to determine any possible
land use conflicts.
a. Northwest Pipeline Corporation is authorized to operate i.n the
State of Colorado.
b. Northr^rest has demonstrated its financial and technical capabilities
as is required and evidenced by its contlnued progress throughout
r^restern states, particularly Colorado.
e' A11 safety measures have been considered. Northwest pipellne will
have inspectors present during all phases of construetion.
d. A11 necessary clearances and reports will be completed and submitted
to the county on or before the day of granting.
2. Construction
a. Notification: County Highway Department will be notified at Least 24
hours prior to the start of construction unless a pre-construction meeting
will be required. In that case, arrangements will be made i-n the form of a
written request 5 days prior to constructi-on date. The county may wish to
attend the bid showing so that problem areas or special concerns may be
discussed.

b. clearing: The right of way will be cleared using a bulldozer as
standard equipment. In cases where clearing is not done a backhoe will
usually be utilized for Erenching. Scrub vegetation such as sagebrush,
greasewood, grasses' ete. will be scraped off (scalped). Any trees will be
purchased lf determined necessary by a county officer, prior to clearing.
Disposal will usually involve one of the following methods as directed.
Any vegetation over 4 inches in diameter will be
- removed from lands
- cut into 4 foot lengths and scattered over the right of way
- stacked in 4 foot lengths available to pick-up
c. Route Preparation: The right of way will then be prepared for trench
digging equi-pment. Where required by the county topsoil will be stripped
and stockpiled for future restoration. It will not be used as padding of
the pipeline or mixed with spoi1.
d. Construction: Standard Pipeline Construction techniques will be used
with qualified inspectors on site during the project. The pipe will be strung
along the trench then welded and wrapped prior to bei-ng lowered into the
trench. The pipe will be buried a mini-mum of three feet in al-l areas. Where
the pipeline crosses sma11 drainages or other suspected problem areas it
will be buried 4 to 5 feet deep, or as directed by the county through
stipulations. The trench will then be backfilled. Once the pipeline is
constructed all roads utilized in the construction of the project will be
stabllzed and rehabilitated.
3. Post Construction
a. A11 disturbed areas sha1l be recontoured to conform with 1oca1 topo-
graphy (to include sidecuts, drainage crossings, etc). The topsoil will be
replaced (if required) and erosion control structures constructed.
b. other stablization or environmental concerns such as water bars or
ttkicker Dikestrwill be constructed across the entire right of way.
c. Any drainages encountered during construction will be cleared of dirt
and debris and backsloped as near as possible to original condition so as
to al1ow for continuance of the previous flow pattern.
d. Culverts will be installed where necessary.
e. A11 above ground facilities will be painted as specified by the county.
f. As built survey maps (2 copies) will be submitted within 60 days to the
office of original application.

4. SPECIAL CONSIDEMTION
a. If monitoring of the project is required, a quaLified archaeologist
will be present. A copy of the findings and report wil-l- be forwarded to
the county for acceptance.
Northwest Pipeline, herein referred to as the grantee, sha11 comply with
the applicable Federal and State laws and regulations concerning the use of
pesticides (i.e., insecticldes, herebicides, fungicides, rodenticides, and
other similar substances) in all activlties/operations under this grant.
The grantee shal1 obtain from the Authorized Officer approval of a written
plan prior to the use of such substances. The plan must provide the type
and quantity of materi.al to be used; the pest, i-nsect, fungus, etc., to be
controlled; the method of application; the location for storage and disposal
of containers; and other information that the Authorized 0fficer may require.
The plan should be submitted no later than December 1, of any calendar year
that covers the proposed activities for the next fiscal year (i.e., December 1,
L979, deadline for a fiscal year 1981- action) . E ergency use of pesticides
may occur. The use of substances on or near the right of way shall be in
accordance with the approved p1an. A pesticide sha11 not be used if the
Secretary of the Interior and prohibited its use. A pesticide shal1 be used
only in accordance with its registered uses and within other limitati-ons if
the Secretary has imposed limitations. Pesticides shall not be permanently
stored on public lands authorized for use under this grant.

9. Construction activtti"es within the predetermined buffer zone en-
compassing a golden eagle nest site in the gt-1$Wl4 and llLzW%Syt'u of
Sect,ion 9, T.35., R.96I^1., rvil1 be prohibiEed from March I to
July 31. The enactment of this stipulation is contingent uPon
BLM verification of current nest site occupancy or disuse during
the season of construction. The buffer zone for the eagle nest
si-te lies near station 90G100 along the right-of-way route.
10. In addition to reseeding all disturbed portions of rhe pipeline
right-of-way route as specified in special stipulation 1122, the
Holder tns agreed to.prepare tesE ploEs of various seed types
for a wildlife study of habitat impacEed by the proposed p.ipellne.
The species to be seeded and tire location of the test plots will be
identified at a later date through negotiations betrveen Ehe BLM
and Northrvest Pipeline Company.
10. Construction ruidth of the right-of-way/pipeline route sha1l be restrj-cted
to the widths specified on the Righc-of-h]ay Grant and'Ierntporary Use
Permit. Any deviation without proper authorization from the Bureau
of Land. llanagement, White River Resource Area, regardirrg the areas
identified in the aforementioned docurnents, will result in suspension
of construetion operations and possible ternination of the righE-
of-way.

24. Pipeline location warning signs shall be installed within 5 days
upon completi-on of construction.
25. Functional use of all livestock and other improyemenEs must be
maintained at al1 times. i{hen it is necessary to pass through a
fence .line, the fence will be braced on both sides of the passage-
way prior to crrtting the wire. An acceptable gate will be installed
at the openi-ng and will be kept closed when not in actual use.
26. Tn order to obtain padding materials for portions of the proposed
pipeline, the Holder will construct water holes for liyestock in
ilreas designated by ti're Autirorized Of f icer, Bl,l,1. The HOldef
shall amend the existing Tenrpqpary Use Permit to include thege
excavated areas and access to these areas. Should the Hqldel
require additlonal padding, the Holder sirall secure the matetrials
in accordance with Bureau regulatigns 43 CFR 36f0, or ffom a
private source.
27. During c(lnstruct.ion, the Holder shall regul-ate access and yehicular
traffic As- required to ptrotecL the public, wlldllfe, qnd llyesEock
