to all owners of record of these lots at least 5 days prior to the hearing
by certified return receipt mail.
6. Notice including the name of the applicant, description of the subject lot,
a description of the proposed special use and the time and place for the
hearing shall be given in the newspaper of general circulation in that
portion of the County at least fifteen (15) days prior to such hearing time.
Applicant shall bear the cost of advertising.
7. A fee of $500.00 shall be charoed for each application and shall be sub-
mitted with the, application.
This Special Use Permit is in compliance with Sections 5.03 and 9.03 of the
Garfield County Zoning Resolution and as per application.

Toilet wastes are discharged only at approved dump sites. We
currently use the Sanitary Landfill sites south of Rifle and in
South Canyon near Glenwood Springs. Fees are charged and paid monthly
from our Denver office. We have a similar account with Eagle County for
use of the landfill north of Wolcott.
San -O -Let also seeks approval where convenient to dump
wastes directly into municipal treatment facilities, but only after
receiving permission to do so. We currently have no such arrangements
with municipalities in Garfield County.
VEHICULAR TRAFFIC
At this time, we have two (2) service/pump trucks and one (1)
pick-up truck committed to this area. Predicated on future growth,
we anticipate as many as seven (7) vehicles operated daily. Vehicles
normally make one trip per day from a San -O -Let faility.
EMISSIONS
NOISE: The highest level of noise emission anticipated is
that normally resulting from truck repair and maintenance
activities.
VIBRATION: None.
DUST: None.
HEAT: None.
SMOKE: Diesel exhaust from pump trucks making one trip/day
from the facility.
ODOR: Diesel only.
GLARE: None.
FLAMMABLE SUBSTANCES
Small quantities of flammable materials normally associated
with truck repair and maintenance will be stored on site strictly in
accordance with applicable regulations regarding such materials.
The existing 3000 gallon underground gasoline tank will be
moved away from the metal building and reinstalled by a contractor
licensed for such installations.

As many as seven (7) employees are anticipated as required by
future growth.

PLANS AND SPECIFICATIONS FOR PROPOSED USE
Operation of portable toilet/septic service business to
Schedule and dispatch service trucks.
Pickup and delivery of portable chemical toilets.
Truck repair and maintenance.
Unit (toilet) assembly, repair and maintenance.
Fueling of trucks from underground storage tank.
Maintain inventories of necessary supplies: i.e. toilet
tissue, chemical concentrate, rock salt.
Premix and storage of toilet chemicals in bulk tanks.
Mix and store brine during winter months for toilet
chemical.
Maintain inventory of units not in service.
Following is a list of proposed improvements to the property:
Removal of several small outbuildings located adjacent
to Divide Creek.
Move 3000 gallon underground gasoline tank away from
metal building.
Pour concrete approaches to metal building.
Pour concrete floor and vault in East end of metal
building. (Vault to contain chemical overflow and dirt.)
Close and insulate East end of metal building and add one
overhead door.
Lay water pipe approximately 100 feet from well to
metal building.
Place rotating boom at side of metal building for dis-
pensing chemical solutions into trucks and spray wand for
truck wash and parts cleaning.
Place holding tanks and bin for bulk rock salt, brine,
and toilet chemicals inside metal building.
To perform structural and cosmetic repairs as required
to small house in order to facilitate use as a dispatch
center.
Enclose porch on small house to function as airlock and
mud room for employee entrance to Dispatch Center.

Planting of trees indigenous to the area along perimeter of
parcel; particularly an area twenty feet wide along
the course of Divide Creek where the creek forms the
Easterly boundary of the parcel.

EXPLANATIONS OF OPERATIONAL CHARACTERISTICS
San -O -Let portable toilet/septic service is a support
activity for the construction industry, municipalities, and indivi-
duals requiring temporary toilet facilities or septic/waste-
water pumping.
Orders for our service are placed by telephone to the
dispatch center. Portable toilets are delivered and set up
where required from our inventory of units not in service and
charged with toilet chemicals. A service schedule is esta-
blished when the order is placed and toilets in service are
maintained by service personnel using suction equipment on
service trucks to remove the contents of toilet holding tanks.
Toilets are recharged with fresh chemical with each service.
All toilet waste is disposed of only at approved dump
sites i.e. Sanitary Landfill sites or municipal treatment
facilities where written approval from the municipality has
been obtained.
Disinfectant toilet chemical concentrate is received
in 55 gallon drums and mixed with water or brine and stored
in a 2000 gallon holding tank until dispensed into service
truck tanks. Chemical mixing is effected by means of an in-
jector type metering device directly from the concentrate
drum. Chemical systems operate intermittently and are de-
signed to be automatic with respect to on-off cycles and have
overflow safety features.
A 2000 gallon reserve water/brine tank supplies the
chemical system. Demand on water supply to the entire system
may be as low as one gallon per minute. Brine is mixed by
allowing fresh water to flow slowly through a tank containing
rock salt.
Chemical is dispensed to truck tanks by means of a hose
on a rotating boom. Overflow from truck tank fill process
will be directed through drains to a vault which will be
pumped out on a regular basis and the contents disposed of
at the Sanitary Landfill.
Inventories of supplies such as toilet tissue, chemical
concentrate, and bulk rock salt will be stored inside the metal
building.
Portable toilets are stored out of doors. Toilets
will be pumped dry when placed in storage.

Portable toilet units are assembled, cleaned and repaired
as required.
Trucks will be fueled on site.
Service trucks ara cleaned, maintained, and repaired
in the shop areas at our failities on a regular basis.
The dispatch center/employee lounge is designed to be an
appropritate place where employees will start and end their
work day, and effect truck routing, scheduling and other
dispatch functions.

IMPACT STATEMENT
The proposed use of a parcel of land located at 1900
County Road 311, in Garfield County, Colorado, by San -O -Let Inc.
as a Commercial Park is anticipated to have no adverse effect
on the environment, the public health, or the character of the
District.
The intended use is to operate a portable toilet/septic
service business serving Garfield County and surrounding
areas, and to provide low-cost employee housing for one em-
ployee and spouse (no children) whose responsibilities will
include grounds maintenance and security.
San -O -Let Inc. is a Colorado corporation having its
headquarters at 151 W. 56th Avenue, Denver, Colorado; The
MAILING ADDRESS for correspondence is P.O. Box 16264 Denver,
Colorado, 80216. San -O -Let Inc. intends that its operations
be in compliance with applicable law and that the conduct of
our business in Garfield County is an asset to the community.
Specifically regarding 5.03.07 of Garfield County Zoning
Regulations:
(A) Existing water supply from a well on the property
is expected to be adequate for our needs. There
will be no pollution of surface run-off, stream
flow or ground water. See "Explanation of
Operational Characteristics" for precautionary
systems.
(B) Emanations of vapor, dust, smoke, noise, glare
or vibrations are expected to be less than the
existing agricultural use.
(C) Indoor storage of materials which might attract
wildlife or domestic animals should adequately
preclude such attraction.
An existing natural spring located on the
Southeast corner of the parcel will be left un-
disturbed. An area 20 feet wide along Divide
Creek will be planted with trees indigenous to
the area, thereby not altering wildlife use
patterns and providing a natural screen against
disruption of the ecosystem of the creek
Our schedule for proposed improvements is to complete
specific design specifications by March 30, 1982 and obtain
required permits for construction immediately thereafter
with projected completion within the 120 day permit period.

We are seeking approval as part of this Special Use
Permit Application to operate our business from the property
on County Road 311, until conditions allow for completion
of proposed improvements. Our operation during the interim
period will be with no less regard for compliance with
regulations and law, and extra diligence toward safeguarding
Garfield County from any adverse effects.
A plan for site rehabilitations appears to be not -
applicable to the use applied for,
