Attached hereto, please find a completed application
from Ski Sunlight, Inc. for a special use permit to enlarge
the day lodge facility at the ski area. It is our under-
standing that a special use permit is necessary because of
the County's interpretation that the day lodge facility
which includes a restaurant_j_bar,Lski rental and repair
shopl) child care facili y, Lticket booth, ski accessory sales
facility, and administrative officesonstitutes more than
one principal use on the subject lot. Thus, a special use
permit for a "commercial park" is necessary as the day lodge
facility is located in a commercial/ limited (C/L) zone.
Please consider this letter the letter required of
special use applicants by Sec. 9.03.01(3) of the Garfield
County Zoning Ordinance. As briefly explained above, Ski
Sunlight, Inc. desires to increase the size of its existing
day lodge facility. This expansion is consistent with the
Sunlight Ski Area comprehensive master plan, a copy of which
was given to your Department (and presented to the County
Commissioners) in the spring of 1981.
The research which culminated in the Master Plan reveals
that Ski Sunlight currently has a terrain capacity of 1,940
skiers per day; an uphill (or lift) capacity of 1,340 skiers

per day; and a day lodge capacity of 526 skiers per day.
Clearly, the existing lodge is inadequate to provide shelter
and services to the number of skiers who currently use the
ski area's facilities. The proposed expansion is designed
to increase the size of the day lodge from its current 7,400
square feet to approximately 11,640 square feet. This will
roughly double the skier per day capacity of the day lodge
to approximately 1,050 skiers per day, thus bringing the
capacity of the day lodge more in line with the truly limiting
factor of the ski area, i.e., the uphill capacity. Because
this expansion will merely provide day lodge facilities more
nearly adequate to service the skiers currently using the
ski area, this expansion will not result in any traffic
increase or other increased impact upon Four Mile road or
the ski area's environs. It is also important to note that
this expansion will not result in any additional uses being
made of the day lodge facility; rather, all present uses are
being expanded to address the needs of the skiers already
utilizing the area.
As to the specific requirements of a special use permit
application, please find the attached exhibits:

previously submitted to the Garfield County

Exhibit B: Map of area immediately surrounding
the day lodge, showing contours, existing buildings,
etc. Note that the "lot" on which the day lodge
is located is a tract of land owned by Ski Sunlight,
Inc. of over 200 acres;

indicating that all utility services have been
upgraded, or are currently capable, to provide
service to the expanded day lodge. (Letter of
confirmation from individual consultants will
be obtained if necessary.);
Exhibit G: Detailed architectural drawings and
building plans for the day lodge expansion.
The only other special use permit application requirement
that we can find relevant is the minimum off-street parking
requirement of Sec. 5.01.02 of the Zoning Ordinance. Ski
Sunlight currently has parking capacity for approximately
525 automobiles, well in excess of the parking needed to
provide space for the uphill skier capacity of the ski area
and the number of skiers now using the facilities. Again,
the proposed expansion will not increase the traffic to the
ski area, merely bring day lodge capacity in line with skier
capacity, so no increased parking area is warranted.
As you know from our brief presentation to the County
Commissioners on Monday, April 26, 1982, we had been operating
under the assumption that no special use permit was necessary
as we believed the proposed expansion was a use by right in
the C/L zone. This assumption was more or less confirmed
for us when we received no response to the letter to Bud
Milner dated February 8, 1982, attached as Exhibit H. Thus,
a contract was signed and financing arranged to complete
the expansion during the 1982 building season.
As we advised the Commissioners on Monday, time is thus
of the essence. The Commissioners expressed a willingness
to hear this application at their meeting on May 17, 1982,
the earliest date consistent with the public notice re-
quirements of the zoning ordinance. As you know, the
Commissioners will need to have your Department's report on

this project by that date if they are to act on the application.
While we understand the constraints imposed upon you by your
work load, hopefully, you can meet this deadline. Rest
assured that you will have our closest cooperation in
assisting you in your consideration of this application. If
you find it insufficient in any respect, please contact the
undersigned and the insufficiencies will immediately be
cured.

increasing the building area and occupancy of Ski Sunlight Day
Lodge and the effect the increases have on the present electrical
service, water and waste water distribution within the building.
The electrical service has been changed and increased to meet the
needs of the new expansion and proposed usage. The water and
waste water distribution within the building is adequate for the
increase in building area and occupancy.

ATTACHMENT TO SITE APPLICATION
In accordance with C.R.S. 1981, 25-8-702 (2)(a), (b), and (c), and the "Regulations for Site
Applications for Domestic Wastewater Treatment Works", the Water Quality Control Division mus
determine that each site location is consistent with the longrange, comprehensive planning fo
the area in which it is to be located, that the plant on the proposed site will be managed to
minimize the potential adverse impacts on water quality, and must encourage the consolidation
of wastewater treatment works whenever feasible.
In making this determination, the Division requires each applicant for a site approval for a
domestic wastewater treatment works to supply an engineering report describing the project an
showing the applicant's capabilities to manage and operate the faility over the life of the
project to determine the potential adverse impacts on water quality. The report shall be
considered the culmination of the planning process and as a minimum shall address the
following:
Service area definition including existing population and population projections,
flow/loading projections, and relationship to other water and wastewater treatment plants
in the area.
Proposed effluent limitations as developed in coordination with the Planning and Standard
Section of the Division. (Allow minimum four weeks processing time.)
Analysis of existing facilities including performance of those facilities.
Analysis of treatment alternatives considered.
Flood plain and natural hazard analysis.
Detailed description of selected alternatives including legal description of the site,
treatment system description, design capacities, and operational staffing needs.
Legal arrangements showing control of site for the project life.
Institutional arrangements such as contract and/or covenant terms for all users which wil
be finalized to accomplished acceptable waste treatment.
Management capabilities for controlling the wastewater throughout and treatment within th
capacity limitations of the proposed treatment works, i.e., user contracts, operating
agreements, pretreatment requirements.
Financial system which has been developed to provide for necessary capital and continued
operation, maintenance, and replacement through the life of the project. This would
include, for example, anticipated fee structure.
Implementation plan and schedule including estimated construction time and estimated
start-up date.
Depending on the proposed project, some of the above items may not be applicable to address.
In such cases, simply indicate on the application form the non applicability of those.
