At a regular hearing of the Board of County Commissioners for Garfield County,
Colorado, held in the Commissioners' Meeting Room, Garfield County Courthouse, in Glenwood Springs
on Monday , the 15 of April A.D. 19 96 , there were present:

when the following proceedings, arnottg-others-were- had-and-durr to wit:
RESOLUTION NO. 96-19
A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE PERMIT
APPLICATION FOR QUESTAR PIPELINE COMPANY.
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has received
application from Questar Pipeline Company for construction and operation of a natural gas compressor
facility on the following described tract of land:
See Attached: Exhibit A
(in the State of Colorado and the County of Garfield); and
WHEREAS, the Board held a public hearing on the 20th day of November 1995, upon the question
of whether the above-described Special Use Permit should be granted or denied, at which hearing the public
and interested persons were given the opportunity to express their opinions regarding the issuance of said
Special Use Permit; and
WHEREAS, the Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determination of fact:
1. That proper publication and public notice was provided as required by law for the hearing
before the Board of County Commissioners.
2. That the hearing before the Board of County Commissioners was extensive and complete, that
all pertinent facts, matters and issues were submitted and that all interested parties were heard
at that hearing.
3. That the application is in compliance with the Garfield County Zoning Resolution of 1978,
as amended.
4. For the above stated and other reasons, the proposed use is in the best interest of the health,
safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that the Special Use Permit be and hereby is authorized permitting the use of the above
described tract of land for the construction and operation of a natural gas compressor facility and attendant
pipeline, upon the following specific conditions:
That all representations of the applicant, either within the application or stated at the meeting
before the Board of County Commissioners, shall be considered conditions of approval.
2. The applicant shall have 360 days from the date of the Resolution of Conditional Approval
to meet all conditions set forth in the Resolution. The Special Use Permit shall be issued
when all conditions are met and shall expire 360 days after issuance, unless construction or
use have commenced.
3. The amount of noise to be generated by the operation of this facility be consistent with the
predicted decibels (dB) as indicated herein. The predicted amounts will be used as the
maximum allowable level and if sound power levels exceed these allowable limits, immediate
mitigation must take place at the sole expense of the operator of the facility.
4. The construction of the foundation or pad for the engine -compressor unit be done in a manner
to prevent perceptible vibration from occurring outside of the property boundary as it exists
on the Property Survey Map. All construction will be done with respect to the shrink -swell
potential of the soil as identified by the SCS, Rifle Area book, in order to mitigate any
possible problems associated with the shrink -swell potential of the soil.
5. Final approval is subject to receiving the required permits from the Colorado Department of
Health concerning the emissions permit, reflecting the amended emissions levels, and any
other permits which may be required for the construction or operation of this facility.
6. That the applicant will apply for and receive any and all building permits associated with the
construction of the building which will house the compressor facility.
That all out-of-state vehicles or equipment to be used for the construction of this facility be
registered or apportioned within the State of Colorado or the County of Garfield.
8. That the applicant consult with the Rifle Fire Department and file an emergency plan with said
Department.
9. That revegetation of the lands disturbed by the installation of the pipeline shall be in strict
accordance with the revegetation plan that has been submitted with this application.
10. That the applicant consult with and file an emergency plan with the County Office of
Emergency Management.
