Weis s Address of Applicant: 1609 County Road 112, Carbondale, CO 81623 Special Use: AGRICULTURE - RELATED BUSINESS NOTE: The undersigned Applicant in conjunction with and as an accessory use to a riding stable operation and facility has operated a retail sales outlet on the subject property for saddles, tack and similar accessories since prior to 1980 . Applicant considers the latter use to constitute both a lawful non- conforming use and an accessory use to a lawful non -conforming use, the riding stable. Applicant's purpose in making application for a special use permit is to create a permanent conforming use for such retail sales activity under the present A/R/RD zoning. LegalDescription: See Attached No. 7 below. three (3) deeds in fulfillment of Requirement Practical Description (location with respect to highways, county roads, and residences): Crystal Springs Ranch, 1609 County Road 112, Carbondale, CO 81623 Property borders C.R. 112 S.W. right-of-way approximately 2 miles north of intersection of C.R. 103 and St. Highway 82. Requirements: Please refer to attached "Requirements" 1. Plans and specifications for proposed use (hours of operation, number of vehicles/day, location and size of structures, etc.) 2. Existing or proposed method of sewage, source of disposal and water. Road access and other information deemed necessary to explain proposed use. 3. A vicinity map drawn to scale depicting the subject property, location, and use of building structures on adjacent lots. 4. 5. A copy of Assessor's map showing property; and a listing of all adjoining property owners of said property. 6. A base fee of $400.00 shall be charged for each application and shall be submitted with the application, additional charges may be imposed if county review costs exceed the base fee. 7. Attach a copy of proof of ownership for your property (deed, title insurance). If public notice is required, notice provided by the Planning Department shall be sent out at least fifteen (15) days prior to hearing by return receipt mail to all the above noted adjoining property owners. Mailing is the applicant's responsibility and proof of mailing must be presented at the hearing. Additionally, the same notice shall be published one (1) time in the official County newspaper at least fifteen (15) days prior to such hearing date. Applicant shall bear the cost of publication and be responsible for presenting the "Proof of Publication" at the hearing. The above information is correct to the best of my knowledge. See attached sketch floor plan of 2nd floor (area is approximately 850 square feet). b. Hours of operation will be 10:00 o'clock A.M. to 5:00 o'clock P.M. c. Numbers of vehicles per day will be essentially the same as generated by the existing riding stable operation, with an estimated two (2) additional vehicles per day attributable to the tack store operation. d. Location and size of structure is depicted on floor plan referred to in a. above and on the attached sketch of the real property depicting arena building and tack store. 2. Sewage disposal by existing ISDS serving all existing facilities on property including tack store. Domestic water supply for all existing facilities on the property including tack store is an adjudicated well and the tack store will have essentially no impact on either the ISDS or water well. Drawer 790 Glenwood Springs, CO 81602 Re: Crystal Springs Ranch Wells - Production Rates and Future Use Issues Dear Scott: At your request, Minion Hydrologic has analyzed water supply issues associated with the wells at Crystal Springs Ranch. The study has included review of existing file data; meeting with Kathy regarding full -build out water uses; estimating full build -out water requirements and associated consumptive use; and discussions with local contractors. This report discusses physical yield concerns and issues regarding proposed future ground water development for the Crystal Springs Ranch wells. Water rights/permit data for the wells are discussed in the accompanying augmentation report and in the prior Minion Hydrologic well report dated 11 May 1995. LOCATION The approximate location of the 4 existing wells associated with Crystal Springs Ranch are shown on figure 1. The property owned by Kathy Weiss is located in Section 14, Township 7 South, Range 88 West, 6th P.M., in Garfield County, Colorado. The location of the approximate 70 -acre parcel owned by Kathy is shown on figure 1. The property boundary shown on figure 1 is based primarily on review of survey mapping and records provided by the Garfield County Assessors Office, and field observations. LOCAL GEOLOGY The geology of Crystal Springs Ranch consists of alluvial and colluvial deposits in the center portion of the property, with basalt deposits on the side hillslopes. The property is located at the head end of a tributary drainage to Cattle Creek. As shown on figure 1, the intermittent tributary on the property is located north of the center portion of the property. Alluvial deposits on the property are associated with this minor drainage. The SCALE 1:24,000 WEISS - LOCATION MAP OF PROPERTY, WELLS AND PARK DITCH LATERAL Mr. Scott Balcomb Weiss - Well Proderion 12 November 1996 page 3 • colluvial deposits are due to erosion and sloughing of the adjacent southwest and northeast hillslopes. Observations during prior site visits indicated the surficial geology on the majority of the property consisted of surficial volcanic deposits. Field observations, and review of the available mapping, indicate the surficial valley fill deposits are underlain by volcanics, which in sequence are underlain by the Maroon Formation. The thickness and aerial extent of the volcanics in the area is variable. The volcanics consist of dark gray olivine basalt which is hard, commonly vesicular and fractured. The Maroon Formation consists of reddish, arkosic sandstone with interbeds of siltstone, claystone, and some conglomerate and limestone. The formation is generally calcareous and moderately resistant to erosion. The cliffs just north of the Highway 82 stoplight near Carbondale and on County Road 112 just south of the turnoff from the Cattle Creek Road are examples of the Maroon Formation. In the vicinity, the Maroon Formation underlies the volcanic basalt deposits. HYDROGEOLOGY Conversations with Kathy, and with the pump contractors, indicates Weiss Well Nos. 1 (fence well) and 4 (barn well) are marginal ground water producers. It appears Weiss Well No. 3 (house well) produces adequate amounts of ground water for the intended uses. The Saunders Well apparently produces adequate ground water for the existing use (neighbor's cabin). It is not currently known if this well will produce a sufficient supply for 2 potential additional residences on Crystal Springs Ranch. The formation of completion of Weiss Well No. 3 is currently not known. The Saunders Well is 220 feet deep and is completed in the basalt deposit. The 2 low producing wells (Weiss Well Nos. 1 and 4), and the abandoned barn well, are shallower wells completed in the valley fill deposits. In order for Kathy to increase the potential of obtaining more adequate yield well(s), it is suggested that replacement wells be drilled for both Weiss Well No. 1 (fence well) and Weiss Well No. 4 (barn well). In both cases the replacement wells should be completed to a greater depth into the underlying basalt deposit or Maroon Formation. Review of adjacent well logs in the area indicates the vast majority of the wells are completed in one of these two geologic formations (see well location and completion data shown in attached Appendix A). Mr. Scott Balcomb. Weiss - Well Proclpion 12 November 1996 page 4 • Given the present conditions, it appears the valley fill ground water table is recharged from run-off and maintained by periodic precipitation events. Ideally, the valley fill aquifer would also be recharged during the course of the summer by irrigation returns and seepage from the Park Ditch lateral on the property. The current status of the Park Ditch, in terms of maintenance and water distribution, is not clear. Presently, it does not appear that Kathy can rely on significant recharge from the Park Ditch to the valley fill aquifer during the irrigation season. Due to the variable nature of geologic materials, a yield from a new well, or deepened well, cannot be guaranteed. Water bearing zones in the basalt and underlying Maroon Formation are generally located in fractures, faults, and weaker zones within the formations. There are no mapped faults on the Weiss property. Discussions with local drillers and pump contractors indicates ground water production in the Maroon Formation in the area is "spotty" (eg. good in some places and poor to moderate in other locations). A well completed in the underlying formations should be less susceptible to variances in recharge as compared to wells completed to produce from the valley fill aquifer. This is basically due to the fact the ground water aquifer being penetrated would be at a lower elevation, and probably more extensive in nature than the shallower valley fill aquifer. The effects of less recharge due to non-use of the Park Ditch would likely still effect the deeper well(s) to an extent. It is suggested that any new well be completed to a depth well below the static water level. WEISS WELL NO. 1 Weiss Well No. 1 is known as the "fence well". This well is currently not in use. Potential future use of this well would include in-house use (as per the decree). This well could also be used for stock watering if the well is included in the augmentation plan. Field reconnaissance of the Weiss Well No. 1 on 12 April 1995 showed the following: Depth to ground water = 123.65 feet from top of casing. Top of casing height above ground surface = 1.5 feet. Estimated total depth of well = -140-145 feet. During the site observation period there was no pump in the well. It is suggested that a replacement well for the Weiss No. 1 Well be drilled to a greater depth, to penetrate the underlying basalt or Mr. Scott Balcomb Weiss - Well Prodipion 12 November 1996 page 5 • Maroon Formation. Based on local drilling/well completion data, it appears a well completed to produce from the deeper formation(s) will produce at a better long-term rate. The replacement well should be drilled further to the north-northwest in order to locate the well off the Parcel 3, which appears to be part of the 35 acre portion dedicated to the Saunders Well. The replacement well should be located north of the adjacent fenceline. WEISS WELL NO. 3 Weiss Well No. 3 is used for in-house and lawn and garden irrigation uses at the existing house, and for stock watering. This well will also be used for the new house/caretaker unit and for lawn and garden irrigation adjacent to the new house. Field reconnaissance of the Weiss Well No. 3 on 11 and 13 April 1995 showed the following: Depth to ground water = 111.47 feet from top of casing. Top of casing height above ground surface = 1 foot. Estimated total depth of well > 125-130 feet. Since the initial field observations periods in 1995, the pump in the Weiss Well No. 3 has been replaced by Samuelson Pump Co., Inc. Discussion with Raun indicates the well yield is in the range of 15 gallons per minute (gpm). Short term testing of the well performed after the replacement pump installation showed the water level in the well rose slightly (- 1 inch) during an approximate 1.5 hour pumping test at a 15 gpm rate. Raun indicated the well is 133 feet deep; the static water level during the testing period was approximately 100 feet. As discussed in the accompanying augmentation report, the total annual diversions from Weiss Well No. 3 will be approximately 2 acre-feet per year (2.031 AF/yr). The maximum diversion month is July, with a total of 0.277 AF. Assuming a 15 gpm production rate, the well would need to be pumped up to 3.3 hours per day to supply the estimated monthly irrigation season water requirements. During the non -irrigation season, the well would only need to be pumped approximately 1.3 hours/day at the 15 gpm rate. Assuming the long- term annual yield of Weiss Well No. 3 is 15 gpm, the well should produce an adequate water supply for the proposed uses. The irrigation season well production estimates assume an irrigation application efficiency of 70%. In other words, it is assumed irrigation will be via a sprinkler system and there will not be excessive overapplication of irrigation water. Irrigation Mr. Scott Balcomb Weiss - Well Proderion 12 November 1996 page 6 • application and consumptive use estimates are shown in Appendix B of the accompanying augmentation report. WEISS WELL NO. 4 Weiss Well No. 4 was originally constructed in 1983 by Collins Drilling Company. This well was issued permit no. 132670. The permit application inadvertently stated the well as Mary E. Well No. 3. Review of the well completion report indicates the well was drilled to a total depth of 135 feet, and was completed in sand and gravels with some clay. The perforated casing zone in the well (permit 132670) was from 115 to 135 feet. This well ultimately proved unsatisfactory and the well permit was subsequently replaced by well permit 132670-A when the original well (permit 132670) was plugged and abandoned. According the verbal request sent to the SEO for the new well, the new well (132670-A) was located approximately 171 feet south of the old well. In August 1989, Collins Drilling Company plugged and abandoned the old well and drilled the new well under replacement permit 132670- A. Review of the well completion report indicates the well was drilled to a total depth of 155 feet, and was completed in sands and gravels with some clay. The well log shows black shale was encountered at depths of 153-155 feet, though it is most likely black basalt that was encountered at these depths. The perforated casing zone in the well (permit 132670-A) is from 134 to 155 feet. The accompanying pump installation report indicated the pump intake was set at 172 feet, which must have been a misprint. Field reconnaissance of the Weiss Well No. 4 on 11 April 1995 showed the following: Depth to ground water = 130.0 feet from top of casing. Top of casing height above ground surface - 1.5 feet. Estimated total depth of well > 145-150 feet. The pump in the well was not operating during the time of the field measurement, however observations in the barn indicated water had recently been used in the stable area. Conversation with Kathy indicates this well does not produce adequate ground water for the desired uses associated with the well. As shown in the accompanying augmentation report, total annual diversions from Weiss Well No. 4 will be approximately 0.90 acre- foot per year (0.902 AF/yr). The daily diversion total is assumed consistent since the well is utilized for in-house and stock use only. Assuming an average 6 hour pumping period per day, the well Mr. Scott Balcomb Weiss - Well Prod ion 12 November 1996 page 7 • would need to produce at an approximate rate of 2.3 gpm. At an average 10 hour pumping period per day, the well would need to produce at a rate of 1.4 gpm. The well should probably not be pumped longer than a 10 hour duration per day to allow for adequate well recovery periods. The potential long-term yield of Weiss Well No. 4 is currently not known. Since the well is completed to produce from surficial deposits the yield probably changes during the course of the year, with the higher yields occurring during the irrigation season (due to local recharge from raw water irrigation on Crystal Springs Ranch). Since Kathy feels the well does not produce an adequate amount for the desired uses, it would be prudent to either deepen the existing well or drill a new well adjacent to the existing well. The existing well yield could be estimated by performing a long-term pumping/recovery test, however this type of testing on the existing well may not be warranted since, through experience, Kathy feels the well yield is inadequate. A new well should be drilled to a greater depth and completed to produce from the underlying bedrock formation (Basalt or Maroon Formation). Long-term pumping/recovery testing of the new well should be performed during the non -irrigation season in order to define the long-term yield of the well during lower ground water recharge periods (preferably during January or February). SAUNDERS WELL The Saunders Well is located on the far southeastern portion of the Weiss property (fig. 1). Conversation with Kathy indicates this well is used by her neighbors via a contractual agreement. Kathy also indicated there are up to 2 lots adjacent to this well which could be developed in the future (parcels 2 and 3). Since the amount of acreage dedicated to the well permit is apparently 35 acres, Kathy should be able to legally utilize the well as the water supply source for the 2 potential development lots on Crystal Springs Ranch (in addition to the neighboring log cabin house). The long-term yield of the well is currently not well defined. It would be necessary to perform long-term pumping/ recovery testing in order to ascertain if the well could physically supply sufficient water for 3 residences. Review of the well completion report shows the Saunders Well was drilled to a total depth of 220 feet. Geologic materials encountered during the drilling are described as overburden underlain by basalt. The well was completed to produce from the basalt formation, with the perforated casing zone being from 180 to 220 feet. Mr. Scott Balcomb Weiss - Well Prod ion 12 November 1996 page 8 • Field reconnaissance of the Saunders Well on 12 April 1995 showed the following: Depth to ground water = 162.0 feet from top of casing. Top of casing height above ground surface = 1.7 feet. Estimated total depth of well = 220 feet based on the well completion report. The well probe could not be advanced past 178 feet during the field inspection. The pump in the well was not operating during the field measurement. Discussion with Raun Samuelson indicates the Saunders Well produces at a moderate rate. The well location, as observed in the field, did not appear to be within 200 feet of the permitted location. CONCLUSIONS/RECOMMENDATIONS The following conclusions and recommendations are based on existing data for the 4 Crystal Springs Ranch Wells: 1) Weiss Well No. 1 is not currently a functioning well. The yield from this well is estimated at < 1 gpm. If Kathy desires to use this well for in-house purposes a new well should be constructed north of the adjacent fenceline (to locate the well off the theoretical 35 -acre parcel dedicated to the Saunders Well). 2 Based on the short-term well test data, the yield from Weiss Well No. 3 appears to be adequate for the proposed full build- out uses (existing house, new house/caretaker unit, lawn and garden irrigation and stock watering). If the long-term yield from this well becomes problematic in the future, it may become necessary to perform the lawn and garden irrigation using the Park Ditch water. It may be prudent to perform a long-term pumping/recovery test on Weiss Well No. 3 during the irrigation season. 3) The yield from Weiss Well No. 4 does not appear to be adequate for the proposed full build -out uses at the barn area (apartment and up to 27 horses). This well should either be deepened or replaced. Long-term well testing should be performed after construction of the new well (preferably during the non -irrigation season). 4) The Saunders Well produces adequate ground water for the current use (1 cabin off property). Long-term well testing should be performed on this well to determine if the well will produce an adequate amount for the 2 potential development lots on Crystal Springs Ranch.
