PROJECT INFORMATION AND STAFF COMMENTS
Amendment to Special Use permit for
a temporary portable asphalt plant.
United Companies of Mesa County,
Inc.
A tract of land located in the S
1/2, SW 1/4, SW 1/4 of Section 29,
T7S, R 102W; approximately 3 1/2
miles north of the Garfield
County/Mesa County line off of
State Highway 139.
The site consists of an
approximately 5 acre parcel.
ACCESS: State Highway 139.
EXISTING ZONING: Resource Lands/Gentle Slopes
I. DESCRIPTION OF THE PROPOSAL
On March 17, 1986, the Board of County Commissioners approved by
Resolution No. 86-31 a Special Use permit to operate a portable
asphalt plant and related facilities on the site until September 30,
1986. Due to delays in their construction schedule, resulting from a
landslide on Douglas Pass, the applicant is requesting a 60 day
extension for the permit. (See page j
II. MAJOR ISSUES AND CONCERNS
A. Staff Comments: All other previously approved conditions of
approval, including site restoration shall remain applicable.
III.SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That for the above stated and other reasons, the proposed use is
in the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
IV. RECOMMENDATION
APPROVAL, of an amendment to Resolution No. 86-31, condition of
approval #5 to read as follows:
5. That the proposed Special Use permit shall be for a temporary
portable asphalt plant and shall expire on November 30, 1986 with
restoration to be completed within 12 months of the expiration of
the permit.

Re: United Companies' Special Use Permit
Dear Glen:
Confirming our conversation today, United Companies hereby requests
a 60 -day extension of our Special Use permit for location of an asphalt
production plant on Douglas Pass for the following reasons:
1. On March 6, 1986, a landslide occurred on Douglas Pass. Due
to this landslide, the Department of Highways suspended our
start date on the project until July 13, 1986. This changed
our paving schedule from August until September. (See our
letter dated March 21, 1986).
2. Due to the landslide, additional drainage work, pipe
installations and catch basins were required. This work must
be completed prior to the start of paving. This has pushed
our paving start date back until September 15, 1986. As our
schedule requires thirty working days for paving, the current
September 30, 1986 expiration of our permit does not allow
time for project completion.
We would appreciate your review of this request and are available
to provide whatever information you require to effect this change.
