PROJECT INFORMATION AND STAFF COMMENTS
Amendment to Special Use permit for
a temporary portable asphalt plant.
United Companies of Mesa County,
Inc.
A tract of land located in the S
1/2, SW 1/4, SW 1/4 of Section 29,
T7S, R102W; approximately 3 1/2
miles north of the Garfield
County/Mesa County line off of
State Highway 139.
The site consists of an
approximately 5 acre parcel.

I. DESCRIPTION OF THE PROPOSAL
On March 17, 1986, the Board of County Commissioners approved by
Resolution No. 86-31 a Special Use permit to operate a temporary
portable asphalt plant and related facilities on the site. Due to
delays in their construction schedule, resulting from a landslide on
Douglas Pass, the applicant requested and was granted a 60 day
extension for the permit ir► September, 1986 (Resolution 86-112). Due
to weather constraints, they are again requesting extension of the
permit through June 30, 1987 (See page ).
II. MAJOR ISSUES AND CONCERNS
A. Staff Comments: All other previously approved conditions of
approval, including site restoration shall remain applicable. It
has been suggested to the applicant that a longer extension may
be appropriate, considering past delays.
III.SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That for the above stated and other reasons, the proposed use is
in the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
IV. RECOMMENDATION
APPROVAL, of an amendment to Resolution No. 86-31 and No. 86-112,
condition of approval #5 to read as follows:
5. That the proposed Special Use permit shall be for a temporary
portable asphalt plant and shall expire on June 30, 1987 with
restoration to be completed within 12 months of the expiration of
the permit.
