I]. DESCRIPTION OE THE PROPOSAL
Site Description:The pipelineA.
B. Project Description: The applicant proposes to constructiles of 6i,- gas pipeline with a maximumoperating pressure of 1480 PSIG. A gas treating station will beconstructed at the eastern end of the pipeline, with thepotential for the construction of a compressor station at thesame location. The applicant proposes to begin construction inmid-December, 1988, with completion anticipated in 60-90 days.
The pipeline will transport gas from several wells in thevicinity to the existing Northwest pipeline
compressor station off State Highway 139.
I]I.MAJOR ISSUES AND CONCERNS
Calf Canyon
1.Mr. & Mrs. Kenneth Tate, ov/ners of property proposed for thepipeline and compressor,/treatment station, -have verballyindicated that they have an agreement with Resource Natural- Gasfor the pipeline and they feel the road through their property isnot a county road.
The applicant has submitted lease agreements with two privateproperty owners allowing for the placement of the pipeline acrosstheir property. one of these agreements for the iate propertyappears to be defective based on lega1 descriptions inconsistenLwith the pipeline location. The Tates will be submitting awritten statement that the defects have been resolved.
The applicant has represented that they are negotiating with thetwo remaining private property owners, K. Don Hitchborn andYoungT Inc., and that they would attempt to have agreements withthem at the time of the public hearing.
The Garfield County Attorney's office has indicated that in orderfor the application to be considered complete and be heard by theBoard of County commissioners, it must include authorizatio-n, insome form, from all private property owners. section 9.03.0r ofthe Garfield County Zoning Resolution requires that "al-1 specialuse permit applications shall be filed by the owner or owners ofthe subject 1ot".
The applicant has represented that permits from the Bureau ofLand Management have been applied for and are being completed.

IV. SUGGESTED FINDINGS
I. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
That the application is in compliance with the Garfield County
Zoning Resolution of 1978r ds amended.
For the above stated and other reasons, the proposed use is in
the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
V RECOMIVIENDAT I ON
AppROVAL, subject to the Board of County Commissioner's determination
that the application is complete, and the following conditions:
1. A11 representations of the applicant, either within the
application or stated at the public hearing before the Board of
CounLy Commissioners stra1l be considered conditions of approval
unless stated otherwise by the Board of County Commissioners.
2. The applicant, contractor, and subcontractors shal1 notify the
County Clerk's office and Assessor's office to ensure proper
liceniing and assessment of equipment and vehicles based in the
operation, prior to final approval.
3. The applicant sha1l comply with all regulations of Garfield
County relating to industrial operations in the zone districts in
which the pipeline will be located, and sha11 construct and
operate the pipeline and compressor in accordance wiLh all
applicable State and Federal Regulations.

the County Road and Bridge Department, is in p1ace.
