RELATIONSHIP TO TIM COMPREMNSIVE PLAN
@ Study Area I of the Comprehensive Plan. This part of
Gamita-County is considered a Visual Corridor. However the applicant is trying to
develop this sitl to minimize visual impacts to the surrounding are by using what is
known as a "community monoPole."
INTRODUCTION / DESCRIPTION OF THE PROPOSAL
Voice Strea* Wireless has approached the plaruring department for permission to
construct a 50-foot community monopole near Carbondale. This site was chosen because
it allows good coverage of the State 82 Corridor and by utilizing the cottonwood trees
describedln the landsiape blueprints the monopole might be blended into the
background. The propoial will consist of a SO-foot "community monopole" and have a
base
-area large enough to enclose their base transmitting cabinets. At the base of the
tower and surrounded by a six foot mesh-screen fence will be a24' by 30' area to house
the towers and support iacilities. Support facilities being a base transmitting station
(BTS), radio-receiving equipment set on concrete pads (blueprints and narrative are
attachicd). Access to tttiJo.,rnaroed site will be from Coryell fudge Road. Initially there
will be construction activity on this site mostly consisting of medium duty trucks and
possibly a heavy crane truck, after construction site activity is generally limited to one
maintenance visit a month.
SBA had a telecommunications tower recently approved in this vicinity and collocation
was suggested. The radio frequency engineers for Voice Stream Wireless reviewed the
SBA sG and had these concerns; "Terrain variances to the south along the ridgeline
prohibit coverage past the Cattle Creek area along Highway 82. Essentially the handover

to the existing Carbondale site would not happen if Voice Stream Wireless were to locate
on the SBA site.
GARFIELD COUNTY ZONING RESOLUTION
There ate two section of the Zoning Code that this proposal must be weighed against
before the recommendation of approval or denial can be made.
Section 5.03, number 3 of the Garfield county zorungResolution dealing with
Conditional and Special Uses states: Design of the use is organized to minimize impacts
on andfrom adjaient uses ofland through installation ofscreen fences or landscape
materiils on the periphery ofthe lot and by location ofintensively utilized areas, access
points, lighting ina iigni i" such a manner as to protect established neighborhood
character.
Voice Stream Wireless has tried to be very thorough in their investigation of Garfield
County ZorungRegulations and trying to develop their proposal to conform to those
regulations. ihe applicant is proposing to use a "community monopole" at this location
initead of the traditional monopole. The difference in these two qpes of poles can be
seen in the attached photocopies. The antennas of the community monopole are attached
directly to the shaft of tt e monopole, making it less visually obtrusjve. In this particular
case, Voice Stream is proposing to put a weatlervane on the top of the monopole to
further negate the visual impacts of this site. Per Garfield County ZontngRegulations,
the proposed monopole wilitaper from the base to the tip. The applicant is also taking
the toflowing stepslo prevent their facility from becoming a visual nuisance: the
monopole *itt U" uotiihted; all equipment will be painted to match the existing buildings
surrounding this site and landscaping will be used to screen the six foot high fence
surrounding the BTS units.
The Voice Stream site is approximately thirty feet above the Valley floor and then an
additional fifty-feet above that. The base cabinets will be easy to screen with the
landscaping proposed on their blueprints. The monopole itseHbecomes quite difftcult to
."ren becu-oie of iS height and location. While the blueprints show backdrop
cottonwood trees of approximately thirty feet in height this might not be enough to
properly screen the monopole.
Further in the same Section, 5.03.13 Broadcasting Studio and./or Communication Facility:
Such broadcasting studios and/or communicationfacilities shall be approved by the
Federal Communication Commission (FCC) and the Federal Aviation Administration
(FAA), where appropriate (A84-78; 97-60). In addition, the following standards will be
used in the review application for a communication facility:l. Atlfaiiitties shatl complywithfrequency emission requirements of the FCC
and any facility in compliance cannot be denied.
2. The co-location of telecommunication facilities on one site is encouraged
and the denial of a landowner/lessor of the co-location of a site shall be
based on technical reasons, not competitive interests. It is the County's
policy to minimize the number of communicationfacilities by the
encouragement of co-locating such facilities.
3. A freestinding telecommunication facility, including antennas, shall not
exceed the mmimum structure height in the applicable zone district unless
an exception is approved by the Board based on the applicant
demonstrat ing the fo I lowing :

(b) Design, material and colors of antenna and their support
structures shatt be compatible with the surrounding environment,
and monopole support structures shall taperfrom the base to the
tip.

(c) It is consistent with existing communication facilities on the same
site.
Voice Stream Wireless gets its right to operate this facility from the Federal
Communication Commission (FCC), which assigns frequencies and sets emission
standards. Unchecked, uncorrected frequency or emission violation can result in
suspension or revocation oftheir operating license. The only other cellular facility in this
arei and less than a mile way, the just recently approved SBA facitity will not satis$
their needs because of height and RF concerns, comments attached for your review.
Steps Voice Stream is taking to prevent this site from becoming a visual nuisance are,
using a site that has cottonwood tress in the background and them painting the monopole
to blind in to the background. Screening the base cabinets with a six (6) foot high wood
fence and additional landscaping. Item"c" is not applicable to this review.
REFERRAL AGENCY COMMENTS
The following agencies have been contacted for their concerns and comments:
1. Pi&in County Airport, Sardy Field, Ray Crebbs
2. Glenwood Springs Airport, Jessica McMillan (requested FAA issued
"Determination of No Hazard)
3. Garfield County Airport, Kenneth Maenpa
4. Carbondale Planning Department, Mark Chain
FCC assigned frequencies for these airport facilities range from t 18.85 MHz to 123.8
MHz. The assigned frequency for the applicant is between 1.6 GHz and 2.1 GHz,
because of this the chance of cross talk or interference is highly unlikely.
(Glenwood Springs and the Rifle airport use 122.8 MHz; Pitkin County uses I 18.85,
120.4, 121.9 and 123.8 MHz, respectively.)
RECOMMENDATION
Staff recommends Denial of this communication facility by the Board of County
Commissioners unless the applicant can prove conclusively that their monopole will be
adequately screened to prevent this site from becoming a visual blight to the area.

For the last eighteen months, Voicestrem Wheless has uorked very dilig,erxtly toqads securing a site in
the Cattle Creek aea. We oiginally locded a site cadidate on the Crystal Riven Rmch property with the
SBA Coryay. Oriu the last eight to ten months, SBA has morrcd the site to the north by approximately a
qu{t€f, mile. Due to the radical teu'ain rraiaces to the soufh od to the east of the propoeed SBA site,
VoicestreamWirel€ss \ras forcedto conduct m additional drive test at the 4ryrovedheight. Upon
aalfing, the drive test data for the SBA site cadidate, VoicestreamWireless had to decline on the

VoiceStream is proposing a fifty-foot monopole Wth a three-sector anay at the Roto
Roo-ter/Jeff Wanen property. Based on recent drive test data that rale hane compiled and
analyzed, a seventy-foot monopole with a three-sector anay at the above locati6n is required.
Poor quality resulting from raeak signal larels in the areas of Southem Glenuood Sfings,
Northem Carbondale, and the Aspen Glen Golf Community ra,ould be conected Wth this site
addition.
For the design, a stealth-pde with a raeather vane mounted atop \ ias carefully chosen as it:presents the least amount of aesthetic impact.
The monopole is to be painted the same color as the silructures on the property creatifrgr
minimal visual impact on the s.rnounding community.
Expert landscaping will hide the fence sunounding the VoiceStream equiprnent year rourxC.
Unfortunately, there is no suitaHe existing structure in this area that allowed us to mount our
antennas on to them and still achisre the required height
This unmanned site will only require occasional monitoring for maintenance, perhaps every
six to eight urceks. An access road is currently available to the site though it Utt ne useO
infrequently.
