A vicinity map drawn to scale depicting the subject property, location, and use of building and structures on adjacent lots. 4. An impact statement on the proposed use where required by Sections 5.03-5.03.12 of Zoning Regulations. 5. A copy of Assessor's Wrap showinv property; and a listing of all adjoining property owners of said property. 6. A base fee of $ 400.00 shall be charged for each application and shall be submitted with the application, additional charges may be imposed if county review costs exceed the base Ice. 7. The above information is correct to the best of my knowledge. i Applicant _._1 . ,` qC Date September 14, 1998 Mr. Mark Bean Garfield County Planning 109 8th Street Glenwood Springs, CO 81601 RE: David Rippy Construction, Floodplain Special Use Permit HCE Job No. 98060.01 Dear Mr. Bean: • This letter and accompanying materials are submitted to apply for a Floodplain Special Use Permit. The applicant proposes to remove the topsoil material within the floodplain area delineated by the current FEMA approved studies on the south side of Cattle Creek. The required cut slopes would be graded to 3 horizontal to 1 vertical, or flatter, and they would be protected by reseeding with a native vegetation seed mixture. The enclosed maps show the floodplain and floodway as currently mapped. Note that no change in either the floodplain or the floodway is proposed, so a Letter of Map Revision will not be necessary. As shown in the previous analysis performed for the Funland project, the floodplain and floodway elevations are controlled by the culvert under Highway 82, therefore, the proposed removal of material will have no effect on the floodplain or floodway elevations, as mapped. The proposed project consists only of the removal of topsoil material, no other construction is currently proposed. The purpose of the floodway is to maintain an unobstructed channel for the passage of flood flows. The applicant is not proposing any filling within the floodway, therefore, the passage of flood flows will not be impeded. The natural drainage patterns on the site are governed by Cattle Creek and its floodplain. The proposed development will not alter those patterns, nor change the drainageway capacity, except to slightly increase the volume of water stored on the property during flood flows. Therefore, no increase in flooding potential is expected. However, a 15 to 20 foot buffer strip will be left intact along the south side of the creek. This strip will (after excavation of adjacent material) be 1.5 to 2 feet higher than the area producing the runoff. Therefore, it will not only be a natural vegetative buffer, it will provide a silt dam effect due to its difference in elevation. In addition to this buffer, all mapped wetlands areas will be avoided. The applicant has indicated that the possible hours of operation would typically be 8 a.m. to 5 p.m. Monday through Saturday. The applicant also estimated that a general average of ten accesses to the site per day would be made. However, a large variation is expected, i.e. there could be several days with no activity followed by a day or two with extensive activity. The activity will vary with demand and scheduling.
