PURPOSE WORK FORCE • • RJW BUILDING CORP INDUSTRIAL OPERATION IMPACT STATEMENT This impact statement is prepared in accordance with Garfield County Code 5.03.07 and is submitted with an application for a Special Use Permit. RJW Building Corp, a Colorado Corporation, based in Silt, Colorado, intends to operate a plant that will build wall panels, floor panels, trusses and other components for frame type houses and buildings. The panels will be shipped by truck, unassembled, to the building site where they will be erected and nailed in place to form the complete "shell package". Panelized or component construction is considered to be the most advanced form of framing custom designed buildings. The advantages are speed of construction, quality control, lower construction and financing costs and design flexibility. This is not mobile home or modular construction, it is a better way to build the custom single and multi -family homes so in demand on the Western Slope. While the final product looks no different than a standard "stick framed" building, the process is very different. RJW components are built in a building allowing work in any weather. Jigs, guides and squaring tables are used to assure a square, true and rigid product. Pneumatic nailing machines increase productivity and reduce worker fatigue. The assembly line approach provides a quantum leap in the speed of construction. It is possible, in a property designed facility, to build ten house shells in an eight hour working day. In fact, ten per day capability is the goal of RJW Building Corp. That volume is not possible in the building now under consideration and to reach that goal will require that a new facility be built. In the Valley Farms Building a maximum of one house each day and a half is anticipated. With the exception of the RJW management team all employees will be hired locally. Initially the office will require four staff workers in manage- ment, design, sales and standard office work. The anticipated maximum office staff while in the Valley Farms Building is six or seven. The office personnel will work in our headquarters at 730 Main Street in Silt. Starting production staff will be a manager and three to five line workers. Line workers do not require special skills and will be trained on the job. Our experience leads us to believe that as many as half of our workers will be women. • • RJW BUILDING CORP INDUSTRIAL OPERATION IMPACT STATEMENT Page 2 We do not anticipate that the Valley Farms Building will be adequate for more than eight line workers. Our combined office and plant staff could reach forty when a new facility is completed. WATER (5.03.07 - Industrial Operations item 2a) Water is not used in this manufacturing process, other than for drinking water for employees. Nor are any materials used, stored or disposed of that would in any way affect surface or ground water. Toilets at the site will be of the self contained chemical type and will be serviced by contract with a firm that specializes in such units. An existing well on the property provides all necessary water. ADJACENT LAND (5.03.03 - Industrial Operations item 2b) Lands adjacent to the Valley Farms Building will not be adversely affected by this operation. The RJW process does not create vapor, dust, smoke, fumes, glare, vibrations or other disruptive nuisances. There are, however, three areas of concern: Noise, Traffic and Sawdust, and each is addressed below. NOISE The only significant noise producers are the saws and the air compressor. Both are located inside the building with a special sound deadening wall isolating the saw from the other workers in the plant. The intermittent noise of these two will be only moderately noticeable directly outside the building. The building site is located between the Denver and Rio Grande Railroad tracks and Interstate 70. At either of those boundries the noise is negligible and far less than the noise created by the trains or highway traffic. All applicable noise standards will be met. TRAFFIC The Valley Farms site is ideally suited to disperse traffic created by RJW Building Corp operations. There is a private underpass under Interstate 70 which feeds directly to the frontage road and the Silt I-70 Interchange. There are no houses or buildings on the route and much of the land adjacent to the route is owned by Valley Farms. The traffic created is minimal. It includes the normal to and from work driving of our plant employees and one flat bed truck for each complete house. This translates to a maximum of eight cars to and from work each day and one flat bed truck trip per day with delivery of materials included. It is appropriate to again mention that RJW houses are shipped unassembled. There are no large or bulky loads. Our trucks look exactly like the loads of lumber that ply the freeway every day. RJW owns a small flat bed truck that will be used for some small work, most of our hauling will be done by local independent truckers on a contract basis. • • RJW BUILDING CORP INDUSTRIAL OPERATION IMPACT STATEMENT Page 3 SAWDUST Sawdust is kept to a minimum through quality control and waste control procedures. We buy much of our lumber in standard stud lengths that require no cutting. Some sawdust is inevitable and is controlled by vacuum operated collectors at each saw. The collected sawdust will be disposed of by recycling (mulch, animal bedding, hopper fuel etc.) or at an approved land fill site. During maximum operatings perhaps as much as two fifty-five gallon drums will be filled each day. Solid wood waste also need to be considered. The RJW operation uses almost every small block of wood. An important economy in our operation is our planned and controlled use of materials. Some scrap is created and employees will be allowed to take scrap for use as kindling and firewood. That portion not used by employees (if any) will be sold as kindling and firewood. WILDLIFE (5.03.07 - Industrial Operations item 2C) The Valley Farms Building in question is a portion of the old Silt Pellet Mill and has been traditionally used as an industrial site. Further it is fenced and gated. Nothing in our operation will attract, effect, alter, block or disrupt any wildlife, domestic animals or native vegetation. ZONING The land is zoned Agricultural - Industrial. SEPARATION DISTANCE (5.03.07 - Industrial Operations item 3) Sufficient distance separates this property from all abutting property. To the north the abutting property is the D & RGW Railroad right of way. The building is set back 35 feet from the railroad right of way. The right of way is 100 feet wide. To the east is 11 acres of Valley Farms property. To the south is Interstate 70. The building is 190 feet more or less from the freeway right of way and the freeway right of way is 300 feet wide. To the west is County Road 311. The building is 470 feet from the road and the road is 60 feet wide. REHABILITATION (5.03.03 - Industrial Operations item 5) Site rehabilitation is not a factor in this application. RJW BUILDING CORP Page 4 • • INDUSTRIAL PERFORMANCE STANDARDS The following portion of this impact statement is prepared in accordance with Garfield County Code 5.03.08, Industrial Performance Standards. Several of the items in this code section have previously been covered in this statement. In those instances, references will be made to the appropriate preceeding section. SOUND (5.03.08 item 1) See Section 5.03.07 2b ADJACENT LAND/NOISE RJW will operate well within all decible and time specifica- tions listed in this requirement. VIBRATION (5.03.08 item 2) The RJW operation does not create ground vibrations perceptible, without instruments, at any property boundary. EMISSIONS (5.03.08 item 3) The RJW operation does not create smoke or particulate emissions that violate air quality laws, regulations or standards. EMISSIONS (5.03.08 item 4) The RJW operation does not create emissions of heat, glare, radiation or fumes which will interfere with the existing use of adjoining property or which constitutes a public nuisance or hazard. STORAGE (5.03.08 item 5) (A) Storage of our only flammable solids or gasses (lumber) shall be in accordance with accepted standards and laws and shall comply with the National Fire Code. (B) Outside storage of lumber shall be in an area not normally visible to adjacent property. The area is fenced. (C) No materials shall be placed on the property in such a manner that they may be moved from the property by reasonably foreseeable natural forces. The land is outside any flood plain and all materials that might be blown away by wind shall be stored indoors. (D) The RJW operation does not use materials attractive to rodents, insects or other pests. (See section on WILDLIFE 5.03.07 2C). WATER POLLUTION (5.03.08 item 6) See Section on WATER 5.03.07 2A RJW BUILDING CORP Page 5 SUMMARY • • RJW Building Corp is an active organization that is seeking to become part of the solution to the West Slope housing problem. We are here for the long run with a commitment to the year 2000 and beyond. We believe that we represent the type of light industry that most communities are actively seeking. We are non-polluting, hire locally and contribute substantially to the local economy. Our officers and managers (three families of which are moving here permanently) are mature and active people who will become involved in the civic, social and political fuctions of the county and its cities. The elements of the plan are: 1. Fire extinguishers 2. Fire Department access at all hours 3. Master electrical cut-off 4. Valve and hose fitting to our well 5. Separate raw materials from building 6. Vacuum sawdust collection 7. Adequate plant maintenance (cleaning) 8. Weed control along railroad line We have accomplished each of these items or have hired a contractor to provide the services. All eight items either are in effect or soon will be. A detailed plot map of the ground is enclosed that shows the location of the electrical switch and hose connection. There is also a layout of the shop showing the location of equipment and fixtures. Here are the details of the Fire Plan. I hope you will share them with your staff so they also are prepared in the event of a fire. 1. Four type ABC Fire Extinguishers are located in the plant. See shop layout. -2- 2. We will provide you with two identical keys. The keys fit the long bolt master locks found on the West gate, the master electrical switch and the doors to our building. 3. As you requested, a master electrical shutoff has been provided at the meter near the main power pole by the old mill building. See plot plan. This switch cuts all electricity to our building. It does NOT affect the well pump or electrical service elsewhere on the property. 4. We have hired a Plumbing Firm to install a freeze proof valve and a fitting to allow the direct attachment of a 1" hose to our well. The location of the valve and fitting are shown on the plot plan. As we discussed, the output of the well is not enough for direct fire use, but it can sub- stantially increase the gallonage of your tank truck. We will provide you with 100 feet of 1" hose. The 1" line output of the well is 15 gallons per minute with no pumpdown of the well. 5. An area well away from our building has been cleared and graveled for raw lumber storage. The area between the lumber and the building has been graveled to allow your trucks access to the building and lumber. 6. A vacuum sawdust collector has been purchased and is being installed at the saw. See location on shop layout plan. 7. A cleaning program to insure that sawdust and debris do not accumulate has been initiated. 8. As soon as the snow is off the ground, we will begin a weekly program of weed control between our building and the railroad tracks. Weed control around the raw lumber stacks will start at the same time. Following is a list of phone numbers you may call should you need to contact someone regarding our building.
