PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: Special Use permit for a Natural
Gas Handling Facility
APPLICANT: Oryx Energy, Inc.
LOCATION: A tract of land situated in Section
1, T8S, R92W; located approximately
15 miles south of Silt off County
Rd. 344.
SITE DATA: The site consists of a 10 acre
parcel.
WATER: N/A
SEWER: N/A
ACCESS: Existing off County Rd. 344
EXISTING ZONING: A/R/RD
ADJACENT ZONING: A/R/RD
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District C, Rural Areas with Minor
Environmental Constraints as indicated on the Comprehensive Plan
Management District Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a rural portion of the
County and has existing natural gas facilities for Mountain
Fuels, including a pipeline, metering and maintenance facility.
The perimeter of the site is fenced and an irrigation ditch does
flow through the southwesterly portion of the site.
B. Project Description: The applicant proposes to construct a
natural gas handling facility, including equipment and supplies
for the treatment, compression, measurement and transfer into a
gas transmission line, on a 300' x 300' portion of the site.
(See attached site plan, pages 7er ) The project will take 30
days to construct with 8 to 12 employees and 30-35 semi -trailer
loads in that time. After it is constructed, there will be one
man, approximately one hour per day, except for routine repair or
maintenance.
III.MAJOR ISSUES AND CONCERNS
1. The Planning Office has received written comments from a
neighboring property owner expressing concern regarding
compressor noise, traffic and hours of operation.

2. The applicant has submitted a letter from Questar Pipeline
Company authorizing the application.
3. Location of the site is indicated on the attached mapping. (See
page`;? )
IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.

2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That the application is in compliance with the Garfield County
Zoning Resolution of 1978, as amended.
4. For the above stated and other reasons, the proposed use is in
the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
V. RECOMMENDATION
APPROVAL, subject to the applicant's submittal of additional
application detail which establishes, to the satisfaction of the Board
of County Commissioners, that all impacts have been addressed and with
the following conditions:
1. All proposals of the applicant shall be considered conditions of
approval unless stated otherwise by the Board of County
Commissioners.
2. The applicant shall notify the County Road and Bridge Department
and obtain overweight vehicle permits as required. Said
notification and permitting shall occur for all usage of County
roads including separate permits for hauling to the site and
separate permits for hauling out of the site.
3. That the facility shall be operated in compliance with the
Industrial Performance Standards, Section 5.03.08 of the Garfield
County Zoning Resolution, including, but not limited to
regulation of noise, vibration, emissions of smoke, particulate
matter, heat and fumes.
4. That the applicant submit a plan for restoration and reclamation
of the site including the use of weed free seed and mulch with
continued monitoring of the reclamation by the applicant or
applicant's delegate.
5. That the applicant shall provide evidence acceptable to the Board
of County Commissioners that all utility companies operating in,
or with equipment in the vicinity of, the well sites have been
notified, to assure no damage occurs to existing utility
facilities.
6. The applicant shall have 120 days from the date of the Resolution
of Conditional Approval to meet all conditions set forth in the
Resolution. The Conditional Use permit shall be issued when all
conditions are met and shall expire 120 days after issuance,
unless construction or use has commenced.

To the Garfield County Commissioners,
As a landowner adjacent to the planned gas treatment
plant, I have numerous concerns.
My main concern is loud and continuous noise which
may be emitted by the two planned compressors.
There is a residence 300 yards from the planned site.
The type of noise that these compressors are capable of
making would destroy the quality of life on our property.
We run cattle on this property. It is a fact that
high noise levels will drive cattle off their feed. This
would result in loss of weight and a financial hardship
to our ranch.
We also have excellent Elk and Deer hunting on this
property. This type of noise would drive the game away.
This also would create a financial hardship since we lease
the property to hunters.
We are also concerned about the increase in the
amount of activity on this property if it is to be changed
into an industrial complex.
In the past there has been one employee working on
this site on a weekly basis. If this land becomes
industrial, how many more employees will be banging around
on a daily basis, or conceivably a 24 hour basis?
I believe any or all of the problems would drastically
reduce the value of our property.
The granting of a special use permit would create a
dangerous precident for the future.
