Dear Garfield County Commissioners:
The Solid Waste Section of the Hazardous Materials and Waste Management
Division (the Division) has received and reviewed the certification for
construction report for the South Canyon Landfill leachate collection
system. The report dated December 24, 1998 was received December 29,
1998 and prepared by KRW Consulting, Inc.
Based on the review of the above referenced document, it appears that
all aspects of the leachate collection system including the lined
impoundment has been constructed in compliance with the initial
application and/or subsequent revisions, the Quality Assurance/Quality
Control Plan and the Division's conditions to the original application.
The Division is required to bill for its review of technical submittals,
pursuant to CRS 30-20-109 (2) (b). The current hourly rate is $72.47.
An invoiced for the review of the above referenced submittal is
enclosed.

RE: Inspection of the South Canyon Landfill in Garfield County
Dear Mr. Isgrig:
On June 24, 1999 a representative of this Division performed an
inspection of the South Canyon Landfill approximately six miles
west of Glenwood Springs in Garfield County. The purpose of this
inspection was to assess the compliance of this facility with the
minimum standards of the Solid Wastes Disposal Sites and Facilities
Act Title 30, Article 20 part 1, C.R.S., as amended and with the
Department Regulations promulgated thereunder. A copy of the field
inspection report is enclosed for your reference. Any violations
cited by subsection may be referenced in the regulations.
No violations were noted. The facility was neat and orderly. Both
the City of Glenwood Springs' administration and the operators are
to be commended for their obvious efforts made in operating this
facility.

RE: Notice of Violation letter dated June 30, 1998
Dear Ms. Stoner:
In reply to the
1. Leachate
As we both know, the Leachate problem has been on going. It is however, not
uncontrolled. We have a small holding pond from where it evaporates. The engineered plan that has
been approved by your office to control the leachate is at this time under construction. As for the
"Discharge Permit", after application was made on June 7. 1994 , we received a letter by the State's Water
Quality Control Division dated January 8, 1997, stating that information indicated there was no nccd for
a CSPS discharge permit at that time. It was my understanding that this decision was made because of the
intent to create an Engineered Leachate System. if you still feel that it is now necessary to obtain a
permit, we will be happy to comply and start application. Please let us know, either by letter of telephone.
2. Working face too large.
As you also noted in your report, we had blown the erg ne in our D-8 Dozer at the time of your
inspection and were in the process of repair. This repair caused delays in daily coverage which have since
been caught up.
3- Windblown trash.
Again, because of getting behind in our daily cover it allowed for an excess of windblown trash.
This will be more contained with us bringing the daily cover in line.

MEMORANDUM
TO: BOARD OF COUNTY COMMISSIONERS

RE: SOUTH CANYON LANDFILL CERTIFICATE OF DESIGNATION
Garfield County conditionally approved a Certificate of Designation for the South Canyon
landfill site on December 8, 1997. The City was required to comply with conditions established
by the Colorado Department of Public Health and Environment (CDPHE) in a letter to the City.
Enclosed is a follow up letter from the CDPHE, stating that the landfill appears to be compliance
with the issues noted previously.
RECOMMENDATION
Based on this letter, staff would recommend that the Board authorize the Chairman to sign the
new Certificate of Designation for the City of Glenwood Springs.
