PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: Certificate of Designation for the South Canyon
Landfill
APPLICANT: City of Glenwood Springs/TADCO Disposal
Systems, Inc.
ENGINEERS: Steffen, Robertson and Kirsten
LOCATION:
A site located in portions of Sections 2, 3 and 10,
T6S, R9OW; generally located approximately 1.0 mile
south of the I-70 South Canyon Interchange, off of
County Road 134. .
RELATIONSHIP TO THE COMPREHENSIVE PLAN
The area in question is identified as being within District E, Rural Areas Moderate to Severe
Environmental Constraints of the Garfield County Management Districts Map, that is a part
of the 1984, Garfield County Comprehensive Plan.
II. DESCRIPTION OF THE PROPOSAL
It is proposed to continue the operation of the South Canyon landfill site on approximately
30 acres of land included in an approximately 500 acre tract of land owned by the City of
Glenwood Springs. TADCO Disposal Systems, Inc. is the proposed operator of the facility
and has through agreements with the City, been the operator since August of 1982. The
present application was originally submitted to the County in October of 1994 to
demonstrate compliance with the federal Subtitle D Regulations. In May of 1995, the
CDPHE responded to the initial application with a letter noting a number of deficiencies in
the initial application. (See letter pgs. 5•7 ) The County has received a copy of a
letter from Glenn Mallory and Donna Stoner, CDPHE that states that the that the facility can
comply with the Act and regulations if; the facility is constructed and operated as detailed
in the submitted plan and its subsequent amendments and with the requirements of the
Division, as stated in the letter. (See letter pgs. ) The letter further states that the
County may approve the proposed facility based on the Act and regulations and local criteria.

The application submitted indicates that the majority of the landfill activities are occurring
in two separate areas of the site. (See application & maps pgs. /6 4 7 ) The
Municipal Solid Waste (MSW) area takes up the largest area of the disposal site and is
projected to cover a surface area of just over 30 acres, with an estimated life of 41.2 years.
Estimated life of the facility is based on a daily intake of 90 tons per day, but in 1993 the
annual aggregate average of waste received was less than 70 tons per day. The area will be
filled in phases, with each phase covering the previous area in the canyon noted on the plans.
Another smaller area is designated for Construction and Debris Waste (CDW) at this time.
Once this area is filled to the elevation designated in the plan, it will be reclaimed and all
subsequent CDW will be included in a portion of the MSW area for the remainder of the life
of the disposal site.
In addition to the MSW and CDW , the applicants note that they accept sewage sludge and
septic tank pumpings and recyclables. The areas are noted on the maps. Efforts hve been
made to eliminate all other waste streams from the site such as whole tires and white goods.
As of 1992, the facility no longer accepts whole tires. Animal bodies are not accepted and
a local scrap metal dealer will be handling white goods.
The site has three full-time personnel to operate the landfill: an Operating Manager, Gate
Atttendant and Equipment Operator. There are three structures on the property: an
attendant's trailer(gate house), storage garage and parts storage trailer.
III. MAJOR ISSUES AND CONCERNS
A. State Statutes: C.R.S. 30-20-100.5 thru 30-20-119, defines the parameters by which
the Colorado Department of Health, Hazardous Materials and Waste Management
Division and the "governing body having jurisdiction" approve or deny an
application for a ertificate of designation for a solid waste disposal site. (See statutes
pgs.4 f The applicant is required to obtain a recommendation of approval
or disapproval from the Colorado Department of Public Health and Environment.
In considering an application for a proposed solid waste disposal site and facility, the
governing body having jurisdiction shall take into account:
(a) The effect that the solid wastes disposal site and facility will have on the
surrounding property, taking into consideration the types of processing to be used,
surrounding property uses and values , and wind and climatic conditions;
Response: The solid waste disposal site is located in a relatively isolated area and
a canyon separated from any residential use. The disposal site has been in the
general area since 1951 and existing land values have been established with the
knowledge that there is public landfill site in the area. If the disposal site is operated

according to the plan and material is covered properly, there should be no impacts
from wind. If the drainage system is maintained there should not be any impacts
from runoff from the site.
(b) The convenience and accessibility of the solid wastes disposal site and facility to
potential users;
Response: The site is accessible to potential users, with I-70 and a maintained
County road providing access to the site.
(c) The ability of the applicant to comply with the health standards and operating
procedures provided for in this part 1 and such rules and regulations as may be
prescribed by the department;
Response: The Colorado Department of Public Health and Environment has
provided the City of Glenwood Springs with a letter that was noted previously in this
report that states that the applicant should be able to comply with the health standards
and operating procedures required by the statutes and regulations.
(d) Recommendations by the local health departments.
Response: The Board of County Commissioners is the local Board of Health, but
there is no local health department.
B. Zoning : The applicants state that the landfill has been located on the same property
since 1951 and as such is a nonconforming use.
C. Other Comments: In March of this year, the City and TADCO Disposal Systems Inc.
were given a Notice of Violation fr m the Colorado Department of Public Health and
Environment. (See letter pgs.s6•Ti) The primary reason for the NOV was
due to leachates running off of the site and into South Canyon Creek. In a
conversation with Donna Stoner, CDPHE, this week, she noted that the investment
had not been made in the improvements to the site to prevent the same occurrence
next spring. She stated the planned improvements noted in the application would
resolve the problem. Staff would suggest that the CD be approved conditionally,
with the applicant being required to install the improvements proposed in the
application by October 1, 1998 and that the County receive a copy of a letter from
the CDPHE verifying that the improvements have been completed.
VI. RECOMMENDATION
• •
That the Board of County Commissioners approve the Certificate of Designation for the
South Canyon solid waste disposal site with the stipulation that the Board may revoke the
approval by October 1, 1998, if all of the improvements required to remedy the violations
noted in the Notice of Violation from the Colorado Department of Public Health and
Environment dated March 26, 1997, have not been completed. Further, that the Board
receive a copy of a letter from the CDPHE, stating that the applicants have installed the
improvements necessary to remedy the violations noted by October 1, 1998.

Application for Certificate of Designation, Design and
Operation Plan and Subtitle D Regulations Demonstrations
Dear Mr. Capp:
The Hazardous Materials and Waste Management Division of the
Colorado Department of Health (the Division) has completed its
review of the Application for Certificate of Designation Design and
Operations Plan (the Plan) for the south Canyon Landfill in
Garfield County, Colorado. The Plan was reviewed to assess its
compliance with the minimum standards set forth in the Solid Waste
Disposal Sites and Facilities Act, Title 30, Article 20, Part 1, et
seq, C.R.S. as amended and the corresponding regulations, 6 CCR
1007-2.
Included in appendix A of the plan is the June 2, 1971 Garfield
County Resolution under which this facility has operated as a
Sanitary Landfill. It is understood that the plan is being
submitted to the Division to demonstrate compliance with the
Subtitle D Regulations. The proposed liner in the plan is to be
installed under the small lateral expansion in the northwest
portion of the facility. Most of the future anticipated life
expectancy of the facility will be in the vertical expansion of the
fill. The leachate collection system is designed for the entire
fill. The groundwater monitoring program is for the entire
facility, including the septage impoundments.
Based on its review, the Division finds several areas of the plan
need further clarification or modifications to meet the
requirements of the regulations. The Division's comments are as
follows.
1. Although section 6.2.3 indicates that the facility has septage
impoundments and will continue to accept this waste stream,
the design of those impoundments are not included in this
plan. The plan does not include a closure plan for this
portion of the facility or outline a remediation plan if
indicated.

2. The past two groundwater sampling events indicate an elevation
in nitrates in SCL-M-3. The source is most probably the
septage :impoundments immediately upgradient of the well. The
areal extent of nitrate contamination needs to be determined
and action to stop further contamination outlined.
3. The 12" recompacted liner is shown to have a hydraulic
conductivity of 1x10-5 cm/sec in drawing #7. The narrative in
the plan as well as the November 12, 1993 technical memorandum
states that the liner will achieve a 1x10-7 cm/sec hydraulic
conductivity. The 12" recompacted liner in the lateral
expansion area must achieve hydraulic conductivity of less
than or equal to 1x107 cm/sec.
4. A quality assurance plan for all engineered structures,
specifically the liner and leachate collection system needs to
be submitted for approval.
5. Although the surface water management plan addresses the seeps
from the historical fill area, this water will require
analysis and a determination for the need of a discharge
permit from the Water Quality Control Division if it is not
collected in the leachate collection pond.
6. The groundwater parameters listed in appendix I of the
regulations should be utilized in the groundwater monitoring
program for this site. See section 2.2 and appendix I of the
regulations.
7. The explosive gas monitoring program should also include
structures located at the facility.
These conclude the Divisions comments regarding the application for
Certificate of Designation and the Design and Operations Plan of
for South Canyon Landfill. The Operator may respond to these
comments by supplying the Division with the additional information
to be inserted into the Plan, or by submitting a revised copy of
the Plan. When these comments are satisfactorily addressed, the
Division will recommend approval of the Plan to the Garfield County
Commissioners.

The Hazardous Materials and Waste Management Division of the
Colorado Department of Public Health and Environment (the
Division) completed the technical review of an application for
Certificate of Designation for the above referenced facility.
Tadco Disposal Systems Inc. submitted the original application
October 14, 1994. The proposed landfill is located in9pporti0 portions
Sections 2, 3, 10, and 11 of Township 6 South, Range
P.K. in Garfield County. The site is 500 acres in size.
Approximately 30 acres is currently used for solid waste disposal.
The application review included a determination of compliance with
requirements set forth in the Solid Waste and Disposal Sites and
Facilities Act, Title 30, Article 20, Part 1 of the Colorado
Revised Statutes, as amended and with the regulations promulgated
thereunder 6 CCR 1007-2 (the regulations).
It is the determination of the Division the proposed facility can
comply with the technical, environmental and public health
standards of the Act and the regulations if; the facility is
constructed and operated as detailed in the submitted plan and its
subsequent amendments and with the requirements of the Division, as
stated in this letter. Using the Division's determination,
Garfield County may approve this proposed facility based on these

1. The Division's determination is for the landfill operation
only. The Division is reviewing the compost operation
separately as an Addendum to the original application.

2. If the Addendum for the compost operation fails to meet the
standards of the Act or the regulations, Tadco Disposal
Systems Inc. and the City of Glenwood Springs are required to
submit a Design and Operation Plan in accordance with the
reyulation for septage impoundments.
3. Financial assurance per section 1.8 of the regulations is
required to be in place.
Upon Garfield County's final resolution concerning the Certificate
of Designation, please forward a copy to the Division. Please

regarding the Division's recommendation for approval.

This Notice of Violation is the result of conditions observed and
documented at the South Canycn Landfill during an inspection made
on March 21, 1997. Donna Stoner of the Hazardous Materials and
Waste Management Division (the Division) of the Colorado Department
of Public Health and Environment visited your facility located
approximately six miles west of Glenwood Springs and south of I-70
in Garfield County. The purpose of this inspection was to evaluate
a public complaint of uncontrolled leachate entering South Canyon
Creek and assess the status of the facility with respect to
compliance with the Solid Waste Disposal Sites and Facilities Act,
Title 30, Article 20, Part 1, C.R.S. as amended and with the
regulations promulgated thereunder 6 CCR 1007-2 (the Regulations).
As a result of the inspection the Division has determined that the
South Canyon Landfill facility is in violation of the following:
1) Leachate from the historic landfill at the far west end of
the facility was flowing uncontrolled into South Canyon
Creek. This is a violation of subsections 2.1.4 and 2.1.6 of
the regulations. My inspection letter of August 4, 1993
informed you of the need for a discharge permit from the
State's Water Quality Control Division.

2) Two very large piles of municipal trash were uncovered.
Much of the trash was saturated with spring run-off,
indicating daily cover of the trash was not performed.
Failure to cover trash daily is a violation of subsection
2.1.10. Water is flowing from under and along the sides of
the trash piles and is in physical contact with it in
violation of subsection 2.1.6 of the regulations.
3) The temporary run-on containment pond north of the
equipment building is full and flowing into an underground
drain at the east end of the building. It is not known where
this drain conducts the run-on, how or if it is treated or if
it is discharged. This pond typically collects clean run-on
water and diverts it from the face of the landfill and contact
with the trash. However, as outlined in comment #2 and
evidenced by the discoloration and odor of this water, it is
considered contaminated leachate and requires further
management. This is a violation of subsections 2.1.4 and
2.1.6 of the regulations as well as Water Quality Control
Regulations. The soil on the hillside west of the equipment
building has a petroleum odor. This may be the cause of the
discoloration and odor of the water in the temporary
containment pond.
4) The septage impoundments exceed the two feet freeboard
limit and are near the overflow point. This is a violation of
sub -section 9.5.4.
This NOTICE OF VIOLATION fulfills the Division's requirements to
notify the facility operator and the governing body having
jurisdiction of the determination of violations per section 1.9.3
of the Regulations. Per section 1.9.5 of the Regulations, Tadco
Disposal Systems Inc. and the City of Glenwood Springs has thirty
(30) days to respond in writing to this NOTICE OF VIOLATION.
Failure to do so may subject both Tadco Disposal Systems Inc. and
the City of Glenwood Springs to remedies as provided in the Act and
the Regulations.
The Division appreciates the fact that you are making efforts to
address many of these issues. The proposed leachate collection and
containment system as well as the plan to eliminate the septage
impoundments should improve operations. However, we are dismayed
at the current state of the facility with regard to daily
operations and the lack of temporary leachate containment in order
to maintain compliance at the facility.

RE: South Canyon Landfill - Technical Memorandum Concerning Site
Hydrogeologic Investigation Inspection
Dear Mr. Danner:
The Colorado Department of Health, Hazardous Materials and Waste
Management Division, has reviewed the above referenced report
developed for the South Canyon Landfill. The report was received
by the Grand Junction Hazardous Materials and Waste Management
office December 9, 1993.
Based on the information submitted, neither the natural lithology
nor the recompacted soils at the site meet the maximum hydraulic
conductivity values specified in subsection 3.2.5(C)(1).
Therefore a liner consisting of 12 inches of recompacted material
underlain by the natural lithology at this site would not be
accepted by the Division as an adequate liner system. unless
further testing can show that the hydraulic conductivity values
for these materials can meet the requirements of subsection
3.2.5(C)(1),some other liner design should be pursued. Other
liner options would include, but not be limited to, 3 feet of
compacted soil with a hydraulic conductivity of 1x1027 cm/sec or
less, or two feet of compacted soil with a hydraulic conductivity
of 1x1027 or less overlain by a geomembrane liner. Subsection
3.2.5 should be referred to for clarification.
Additionally, a comprehensive characterization of the nature and
occurrence of surface water and ground water at the site would be
necessary for Division review of any proposed expansion. This
would include a detailed description of the spring run-off
conditions and the natural springs in the area. The Division
may, after review of such information, require that the owner
assess any impact the shallow ground water would have on the
function of the proposed liner, and that the owner propose
methods to mitigate such impact.
