Duke, President CacaLoco Compost Inc. 0256 Flying Fish Road Carbondale CO 81623 Re: Certificate of Designation Addendum CacaLoco Compost at South Canyon Landfill Garfield County Dear Mr. Duke: Colorado Department of Public Health and Environment The Hazardous Materials and Waste Management Division (the Division) of the Colorado Department of Public Health and Environment completed its technical review of the addendum to the Certificate of Designation to include the CacaLoco Compost Facility. The proposed compost facility is located in the southern portion of the South Canyon Landfill property located in portions of Sections 2,3, 10 and 11, Township,6 South, Range 90 West of the 6th P.M. in Garfield County. The compost site is approximately 8 acres in size with a 1/2 acre pad utilized for active composting and the remaining area for equipment, raw material and final product storage. The compost addendum review includes a determination of its compliance with requirements set forth in the Solid Waste and Disposal Sites and Facilities Act, Title 30, Article 20, Part 1 of the Colorado Revised Statutes, as amended and with the regulations promulgated thereunder 6 CCR 1007-2 (the Regulations). Based on its review , the Division finds several areas of the compost addendum would need clarification or modifications to meet the requirements of the regulations. The Division's comments are as follows. 1. The second paragraph in the "Drainage" section indicates that one of the existing septage impoundments will be emptied over the next year, the bottom would be re -compacted and utilized for site run-off containment. Please include specifications for the proposed re -compacted pond liner. Operations must be limited to the "new Hypalon lined pond" until the run-off containment pond is available for use. • • April 14, 1997 Mr. Duke Page 2 2. Please provide construction information including at a m:_nimum the following specifications for the clay pad: o 1) Permeability. • 2) Lift thickness. o 3) Moisture content. 3. Please provide a Quality Control/Quality Assurance plan for the 30 mil Hypalon liner proposed for use in the new pond. The liner must be installed and maintained according to manufacturers recommendations. 4. It is our understanding that the area between the active compost pad and the Hypalon lined pond is recompacted. 5. Provide engineering details for all storm water control features including the diversion ditch and run-off containment structures. Run-off containment structures must have the capacity to hold a 25 year, 24 hour storm event. 6. Please provide engineering specifications for the "new Hypalon lined pond" including its size, freeboard and maximum recommended depth. 7. At what frequency will samples be collected from the compost? 8. A "Notice of Authorization" is required as outlined In the state's Biosolids Regulations 4.9.0 (5 CCR 1002-19) by the Water Quality Control Division for compost which uses a biosolid feedstock. Contact Mr. Phil Hegeman at (303) 692- 3598. 9. What is the proposed moisture range of the compost? 10. Please describe the materials expected to be used in the compost operation. 11. Provide approximate windrow height , width and length. 12. Provide a discussion on prevention of nuisance conditions, especially odor control. 13. Please specify the maximum amount of feedstock stored at any one time in the bulk material area, the active compose area and the storage area. 14. Provide information on the projected end use of the compost. 15. Provide a section on record keeping that includes a daily log of waste received, processed and in storage, temperature readings and daily operations. • • April 14, 1997 Mr. Duke Page 3 16. Will the composting hours of operation be concurrent with those of the landfill? If not, how will access to both facilities be controlled? 17. Please provide a flow diagram of the operational process. 18. Please provide a contingency plan for the disposal of excess raw materials or compost should market conditions prevent sale of the product. 19. Please expand the closure portion of the plan to include time frames necessary for the actual closure as well as appropriate notifications as outlined in sections 2.5 and 3.5 of the Regulations. 20. Financial assurance, per section 1.8 of the Regulations will be required 90 days prior to beginning operations. The proposed revisions are outlined below as requested. As you saw and as we discussed the ponds have beenlargely dewatered at this time but still contain a semi-solid slurry which has been difficult to further dry or incorporate into my compost operation prior to my proposed expansion. For this reason, I'm requesting permission to complete the dewatering in situ and incorporate this material into my compost operation as it becomes dry enough to maintain the aerobic conditions necessary for composting. The proposed change in schedule would involve achieving sufficient moisture reduction the pass the paint filter test by the October, 1998 deadline and continuing to further dry and incorporate this material into the compost operation throughout the winter in order to have all the ponds either reclaimed or reconstructed for future use by the end of the summer of 1999. The proposed reclamation of these ponds would be as follows: The pond located furthest west and highest in elevation will be leveled and used for a screening operation. The pond located furthest east and lowest in elevation will be maintained as is for the retention of uncontaminated site runoff(i.e. wood collection and chipping area, finished compost stockpile area). The two ponds in the middle will be reconstructed to shallower depths and lined with recompacted native material with the addition of bentonite, if necessary, to meet the required permeability coefficient. The upper pond will be used to increase our evaporative surface area for excess liquids filtered through wood chips in our mixing area. The lower pond will be used for emergency runoff for the sewage contaminated portions of the site. Every effort will be made to have the lower of these two ponds at least dry and under construction, if not completed, by the time of your October, 1998 inspection as we discussed during our last meeting. 1 had also mentioned the possibility on another recompacted clay pond above our current site. This pond will not be necessary if we are approved for the plans outlined above. Thanks again for your time and let me know if there's anything else 1 need to address. Sin rely, athes R. Duke, President CacaLoco Compost Inc. 0256 Flying Fish Road Carbondale CO 81623 E OF COLORADO olorado•._j f 1998 RE: Inspection of the CacaLoco Compost Facility Dear Mr. Duke: Colorado Department of Public Health and Environment On May 26, 1998 a representative of this Division performed an inspection of the CacaLoco Compost facility approximately six miles west of Glenwood Springs, Colorado. The purpose of this inspection was to assess the compliance of this facility with the minimum standards of the Solid Wastes Disposal Sites and Facilities Act Title 30, Article 20 part 1, C.R.S., as amended and with the Department Regulations promulgated thereunder. A copy of the field inspection report is enclosed for your reference. The facility was found to be in compliance on the day of inspection. It was noted however, that the septage in the historically used impoundments was not being actively incorporated into compost as outlined in the original Design and Operation plan. This material is to be used in a time frame that allows for reclamation of the impoundments by October 1998. Please provide analytical results of maximum contaminant concentrations as outlined on page 8 of the May 1996 draft compost regulations prior to selling any compost product.
