Bean, Senoir RIPLE BROADCAST MVIPANY 2OO TTEST CENTERAL SANTA AI{A, CALIFORNIA 92707 2/27 184 of Development 81601 Planner Re: Speeial Use Permit Dear Mr . Bean, Rif Ie Broadeast Company desires to loeate and operate a 5OKW AM radio station in Garfietd CountY. In our pursuit of favorable endorsement we wish to point out that the presenee of the station should benefit Garfield County il many ways. In addition to the obvious revenue generation effect for the County, the station will provide employment opportunities and add a measure of prestige to the County, itrs citizens and itrs off ieials. Not many 5QI(W stations &re Iieensed by the FCC. Because of the range of the stations signal, residents of the Western Slopes of Colorado, parts of New Mexieo, Wyoming and Utah will be more aware of Garfield County, whieh should be a eontributing faetor in enhaneing the image of Garfield County. This request for speeial use has attempted to address all areas of possible eoncern. If perehanee we have omitted data you may think neeessary the omission in not intentional and we will strive to supply any data you may require to formulate your decision. Loeal Hopefully the data presented has adequately represented our appl ication and provided the basis to satisy any eoneerns the County may have. In perspective Irm sure that our request is not unique as there many radio stations aeeross the country in both rural and highly populated metropolitan areas alI eo-existing harmoniously. It is our intention to beeome a value to Garfield County, not only in the business eonmunity, but also to the citizens with public serviee progranrning. Telephone: Telephone serviee is avai IabIe atong Dry Hol Iow Creek Road and wi I I be Urou[nt to the site from this nearby location. r'!L,/ EXHIBIT IIETI TRAFFIC There is no retail or walk-in business in a eommereial radio station' Normally, in broadeasting, approximately 98% of all business is done by sales persons away from the studios. As a result the traffic impaet at the KRMW transmitter site will be minimat. Traffic wilt proba-bly be no more or less than would be found at a normal residenee. The average traffie in and out of the KRMW transmitter site will eonsist of teehnieat anO operation/sales personnel' l.Teehnicalservieesarerequiredatthesite.Itwillbe neeessary for one man to make a weekly eheek of the equipment' The transmitter in this ease would be operated by remote control from the studio. 2.Toconductaetualbroadeastingandstationoperationth.ere will be from one to five persons on duty during the broadcast day' The averag; *oufO be four. An on-air-person, a sales person, and two in the offiee. H(HIBIT IIFII VI SUAL IMPACT The visual impact on neighbors and elose eonmunities ean be eonsidered in relation to the towers and the bui lding improvements. Towers: The property is in a natural vaIIey which will inhibit visual impaet to the North, East, and the south, see Attaehment #5. Natural terrain obstruetions will provide sereening of the towers to alI populated areas. Three topographie sections, per data from usGS topographic maps, have been plotted. Seetion rrArt was pt6tied-from the eenter of Silt to the towers (see Attaehment #6). It is apparent from this seetion that the natural topographie sereening !hat the towers are not visible from the eenter of Silt. Seetion xBtr was plotted from a loeation approximal.ty one half mile east of silt to the towers (see Attachment #?). Again it is apparent that natural terrain shields the towers. Seetion rtCtr was plotted from a Iocation approximately one half mile west of Silt to the towers--(see Attachment #8)' This viewing angle was selected as it is through the divide that th; path of Dry HotIow Creek Road traverses. There is a n*rro* window through this viewing angle that t!" top approximate 110 feet of towet #2 ean be viewed. Tower-iZ will not be iIluminated with any Iights at alI. It is possibte that some of tower #1 may be.seen from this viewing angle and it is illuminated with a beacon and obstfuction lights. As the towers are eonstructed of only three 1ttdiameter tubular rods in an 18rr triangular pattern, it is highly unl ikely they would be viJiUte more than a mile distant from the site. The antenna eonfiguration eonsists of five towers eaeh 351 feet high. The FAA requires that three (3) of the towers tb be painted alternately I9d and white and illuminated with a red incandeseent 620 watt beaeon light at the 351 foot level and a 69 watt obstruetion fi[nt at the 239 and 11? foot levels. The obstruction Ilght intensity is lower than most household light-s and should be no more objeetional than a light6d house window or an outdoor yarg light even if v-iewing were unobstructed. However, beeause of the geogriphieally proteeted site other than inmediate neign-uors woula be in a position to view inJi" I ights. The beaeon I ight at- the top of the o r-l r- -/ tower would also be shielded, simi larly by the natural topography, from residenial areas of Si lt. The purp6se- oi' the beaeon light is to alert air traffic. iingineers have informed us that in the ease of ground baied objections to the beacon, whieh we feel will not be the ease in aetual operat ionr aPPropr iate reflector shields ean be plaeed below the beaeon lights to effectively eliminate any ground objections without effeeting the air safety purpose of the beaeons. Buildings: The building faeilities at the site will use cement bloek eonstruetion for the transmitter building. A large building is not required. The transmitter building -wouId -beapproximatety 1000 square feet in size. The studio Uiritding woutO be approximatety the same size and could ue housed in a double wide mobile homer &tr expanded transmitter buildingr of a separate frame construetion. (Currently there is a double wide mobile home on the site whieh is owned by Citieorp.) Any of these possibilities would be eonsonat with the rural nature of bui Idings in the area. EXIII}IT IIEN TRATFIC There is no retail or walk-in business in a eommereial radio station. Normally, in broadcasting, approximately 98% of all business is done by sales persons away from the studios. As a result the traffic impaet at the KRMW transmitter site will be minimal. Traffie will probably be no more or less than would be found at a normal residenee. The average traffic in and out of the KRMW transmitter site will be governed under one of two sets of eireumstanees. 1. If only teehnieal services are provided at the site, it will be neeessary for one man to make a weekly eheck of the equipment. The transmitter in this ease would be operated by remote eontrol from an offiee site in Silt. 2. If actual broadeasting is originated from the transmitter site, there will be from one to five persons on duty during the broadcast day. The average would be four. An on-air person, a sales persont and two in the offiee. {-0I " io.Remarks $l1tJ3,Y;3:1;?fi :m",:f y:-"8@ilrT@rr;,",,.. r,.,.. *r ", gil6:Ijtlr-li H[:,,""i,lrJi.:..;:T;ll.li;: =l::: .o:E ltt:Scr srrurla lt.
