Re:
Dear Mr . Bean,
Rif 1e Broadeast Company desires to
radio station in Garfield County.
Speeial Use Permit
loeate and operate a 5OKW AM
In our pursuit of favorable endorsement we wish to point out that
the presenee of the station should benefit Garfield County in
many ways, In addition to the obvious revenue generation effeet
for the County, the station wiII provide employment opportunities
and add a measure of prestige to the County, itrs eitizens and
itrs of f ieials. Not many 5OKI/V stations are lieensed by the
FCC. Beeause of the range of the stations signal, residents of
the Western SIopes of CoIorado, parts of New Mexieo, Wyoming and
Utah wiIl be more aware of Garfield County, whieh should be a
eontr ibuting factor in enhaneing the image of Garfield County,
This request for speeial use has attempted to address all areas
of possible eoneern. If perehanee we have omitted data you may
think neeessary the omission in not intentional and we will
strive to supply any data you may require to formulate your
deeision, Our submittal eovers the following, whieh are

EXHTBIT trEtr
TRAFPIC
There is no retail or walk-in business in a eommereial radio station.
Normally, in broadeasting, approximately 98% of all business is done by
sales persons away from the studios.
As a result the traffie impaet at the KRMW transmitter site wiII be
minimal. Traffie will eonsist of oeeasional ehecks by the engineer as the
studio will not be located at the site.
The average traffic in and out of the KRMW transmitter site will eonsist
of technieal, oeeassional operation personnel and personnel orientation
visits,
Teehnical serviees are required at the site, It will be neeessary for one
man to make a weekly cheek of the equipment under normal operating
conditions.
EXHIBIT TIFII
VI SUAL IMPACT
The visual impaet on
ean be eonsidered in
bui Iding improvements .
As the towers are eonstrueted of only three 1r'
diameter tubular rods in an 18rt triangular pattern, it
is highly unlikely they would be visible more than a
mile Oisiant from the site. The antenna eonfiguration
consists of five towers eaeh 351 feet high. The FAA
requires that three (3) of the towers to be painted
aliernately red and white and illuminated with a red
ineandeseent 620 watt beaeon Iight at the 351 foot
level and a 69 watt obstruction Iight at the 239 and
LLl foot leveIs. The obstruetion Iight intensity is
Iower than most household Iights and should be no more
objectional than a Iighted house window or an outdoor
yarO light even if viewing were unobstructed. The
beacon light at the top of the tower eould be
shielded, Ising base def Iector plates, from residenial
areas of si It, The purpose of the beaeon I ight is to
alert air traffie, Engineers have informed us that in
the ease of ground based objeetions to the beaeon,
whieh we feet wilI not be the ease in aetual
operation, appropriate defleetor shields ean be plaeed

ground objeetions without effeeting the air safety
purpose of the beacons .

SECURITY
Fencing of the tower bases and the transmitter

of eement bloek to provide seeurity to the transmitter

PEBIT,IITS AND APPRoVALS
The FAA reviews alI applieations for transmitter
towers. After FAA review approval is given by issuing
a IrNo Hazardrr letter. The FAA must be notif ied prior
to eonstruction eompletion of the projected
eonstruetion eompletion date in order to have the
proper a i r nav i gat i onal ehar ts and not i ces updated ,
Prior to beginning eonstruetion the FCC issues a
eonstruction "permii (CP). The reeeipt of the CP is
the result of favorable FCC review of the applicants
submittal. The submittal is quite lengthy and is made
availabe for public inspection in the public fi les. A
signifieant portion of the applieation is a detailed
un[iru"ring submittal which is primarily eoneerned
wiln insuring that the applieant station's signal *jll
not interfer with other -station's signals, with this
assuranee and al I other parameters met the cP i s
issued which allows the applieant to begin
eonstruetion. Upon eompletion of eonstruetion,
following a brief testing period to insure the signal
performs as engineered, an operating Iieense is
issued.

Att eonstruetion on the site must meet loeal building

eertified by a Colorado lieensed engineer.
