Speeial Use Permit loeate and operate a 5OKW AM In our pursuit of favorable endorsement we wish to point out that the presenee of the station should benefit Garfield County in many ways, In addition to the obvious revenue generation effeet for the County, the station wiII provide employment opportunities and add a measure of prestige to the County, itrs eitizens and itrs of f ieials. Not many 5OKI/V stations are lieensed by the FCC. Beeause of the range of the stations signal, residents of the Western SIopes of CoIorado, parts of New Mexieo, Wyoming and Utah wiIl be more aware of Garfield County, whieh should be a eontr ibuting factor in enhaneing the image of Garfield County, This request for speeial use has attempted to address all areas of possible eoneern. Attaehment #2 shows a typieal tower eonfiguration, A transmi tter bui lding wi th approximately 1000 square feet of floor spaee wi t t be eonstrueted to house the transmi tters and related electronie equipment , construetion would probably be of cement bloek bui Iding teehniques to insttre seeur i ty. The radio station wi I I be a 50KI{ AM station during daylight hours and a IKI'V AiVI station night time, The stat ion wi I I be eonStrueted to broadeast an AM Stereo signal, which is the latest innovation in AM br6adeasting, in addition to a simultaneous AM Monoral signal. EXHIBIT IIBII LOCATION The property is located approximately three (g) mites South of Silt, Colorado and is reaehed-by bry Hollow Creek Road (Attachment #3). EXHIBIT IICII A6ESS Aeeess eurrent Iy i s from Dry HoI low Creek Road and then by dirt road to the site. The intention is to utilize the existing aeeess road with whatever neeessary road grading to reaeh the site. Dry HoIlow Creek Road is a blaek top road and would provide good all weather aeeess to the property aeeess road. Utilities required te I ephone . EXIIIBIT nD'l I]TILITIES are water, sewer, power, and Water: Water wi I oeeasional on-site holding tank and would be adequate. Sewer: A septiewill be used requi rements , I be requi red only forpersonnel. At this time a water trueked to the site tank to is antieipated which aeeonmodate sewer Power: Power I ines are eurrent ly a shortdistanee from the property along Dry HoIlow Creek Road, It is planned to bring this servi ee to the s i te, Telephone: Telephone serviee is avai lablealong Dry Hollow Creek Road and will bebrought to the site from this nearby Iocation. EXHTBIT trEtr TRAFPIC There is no retail or walk-in business in a eommereial radio station. Normally, in broadeasting, approximately 98% of all business is done by sales persons away from the studios. As a result the traffie impaet at the KRMW transmitter site wiII be minimal. Traffie will eonsist of oeeasional ehecks by the engineer as the studio will not be located at the site. The average traffic in and out of the KRMW transmitter site will eonsist of technieal, oeeassional operation personnel and personnel orientation visits, Teehnical serviees are required at the site, It will be neeessary for one man to make a weekly cheek of the equipment under normal operating conditions. EXHIBIT TIFII VI SUAL IMPACT The visual impaet on ean be eonsidered in bui Iding improvements . As the towers are eonstrueted of only three 1r' diameter tubular rods in an 18rt triangular pattern, it is highly unlikely they would be visible more than a mile Oisiant from the site. The antenna eonfiguration consists of five towers eaeh 351 feet high. The FAA requires that three (3) of the towers to be painted aliernately red and white and illuminated with a red ineandeseent 620 watt beaeon Iight at the 351 foot level and a 69 watt obstruction Iight at the 239 and LLl foot leveIs. The obstruetion Iight intensity is Iower than most household Iights and should be no more objectional than a Iighted house window or an outdoor yarO light even if viewing were unobstructed. The beacon light at the top of the tower eould be shielded, Ising base def Iector plates, from residenial areas of si It, The purpose of the beaeon I ight is to alert air traffie, Engineers have informed us that in the ease of ground based objeetions to the beaeon, whieh we feet wilI not be the ease in aetual operation, appropriate defleetor shields ean be plaeed uetow the beacon lights to effeetively eliminate any ground objeetions without effeeting the air safety purpose of the beacons . neighbors and close eonmunities relation to the towers and the Bui lding: The bui lding faei I i ty at the si te eement Utoef eonstruetion for the transmi tter A large building is not required. The bui lOing would be approximately 1000 in size. wiII use building. transmi tter square feet oo E)(HIBIT IIGN SECURITY Fencing of the tower bases and the transmitter bui Idiig is planned to inhibi t other than authorized aeeess. The transmitter building wiIl be eonstrueted of eement bloek to provide seeurity to the transmitter and assoeiated eleelronies. Eaeh towerrs base will be eneireled by a rustie wood fenee with a Iocking gate. The tiansmitter equipment ^ha.s- automatic options iot seeurity violations, power failure, smoke, fire, water, ete. E)(IIBIT nHll PEBIT,IITS AND APPRoVALS The FAA reviews alI applieations for transmitter towers. After FAA review approval is given by issuing a IrNo Hazardrr letter. The FAA must be notif ied prior to eonstruction eompletion of the projected eonstruetion eompletion date in order to have the proper a i r nav i gat i onal ehar ts and not i ces updated , Prior to beginning eonstruetion the FCC issues a eonstruction "permii (CP). The reeeipt of the CP is the result of favorable FCC review of the applicants submittal. The submittal is quite lengthy and is made availabe for public inspection in the public fi les. A signifieant portion of the applieation is a detailed un[iru"ring submittal which is primarily eoneerned wiln insuring that the applieant station's signal *jll not interfer with other -station's signals, with this assuranee and al I other parameters met the cP i s issued which allows the applieant to begin eonstruetion. Upon eompletion of eonstruetion, following a brief testing period to insure the signal performs as engineered, an operating Iieense is issued. At th i s t ime we have Copies are attached respec t i ve 1y . both FCC and FAA aPProval. in Attachments #4 & #5, Att eonstruetion on the site must meet loeal building eodes. The design of the transmitter towers have been eertified by a Colorado lieensed engineer. :tr 1_.,---) C) \ -|. ss s+-q, trr I,r 14 t^r OOio il rl LI H CN 0iPa a .rl 3Ilr(9 t+-ro P 0)P tI _-t o co o (\ o tr) o d o i_ :: oo':o ;t!"\,- :!
