Hi Glenn,
Per our telephone conversation this morning, Verizon Wireless (formerly US West NewVector Group, Inc.) is requesting
the County's administrative approval of a Minor Modification per Section 4-106 of the County's Land Use Code to allow
the addition of 2 new omni/whip antennas, underground fiber optics line and new equipment inside the existing Verizon
Wireless equipment shelter.
Through mergers and acquisitions over the years, US West NewVector Group is now known as Verizon Wireless and
holds all of the FCC licenses that US West NewVector Group used to operate under.
Verizon Wireless has authorized Black & Veatch Corp. to handle all real estate, zoning and building permit matters as
technical consultants acting on behalf of Verizon Wireless. Please see attached Letter of Authorization from Verizon
Wireless authorizing Black & Veatch to submit this Minor Modification request to Garfield County.

Hi Glenn,
We finally have finalized plans for this project I would like to run past you and see what review process, if any, is
required. See attached plans.
Verizon Wireless has an existing site located at 319 County Road 138 (parcel #2123-351-00-120). The 40 foot tall pole
currently has 4 omni/whip antennas at a max height of 51 feet. The proposal is to add two (2) new omni/whip antennas
to provide 4G/LTE service from this site. The two (2) new antennas will not exceed the existing antenna height of 51
feet.

In addition, Verizon Wireless is looking to install new equipment inside the equipment shelter that will not be visible
from the outside or require an expansion to the existing tower compound. Also a new underground fiber optics line is
proposed and will run inside utility easements.
Please let me know what review process, if any, will be required for the 2 new antennas.

Hi Glenn,
Per our telephone call, see attached approval resolution for an existing Verizon Wireless tower that we are looking at
upgrading the antennas on.
The upgrade includes adding 2 new omni/whip antennas to the tower (going from 4 omni antennas to 6), see attached
draft plans. The new antennas will be at a lower height than the existing antennas. I'm concerned since the attached
approval resolution has a condition (#8) that states: "Any and all expansion or modification of the facility will require an
amendment to the SUP." Does this mean to co -locate these 2 new antennas, we have to go back through the SUP
hearing process?
Also, according to Fred's 2008 memo regarding co -location, how do you interpret #1 that states "The new installation
does not increase the height of the existing facility". Does this refer to raising the height of the tower and any
appurtenance like antennas or just raising the support structure height (tower)? If omni/whip antennas are generally
mounted above the top of the tower support structure and frequently need to be upgraded, what happens when the
newer omni/whip antennas are taller than the existing antennas? Does that trigger an amendment to the SUP for 6"-8"
of difference in antenna height?

RE: Guidelines and Recommendations for co -location of telecommunication
facilities
It has been determined by Garfield County Planning Department that the co -location of
"Communication Facilities" my occur without obtaining a Special Use Permit approval if
the following standards are met:
1. The new installation does not increase the height of the existing facility;
2. The new installation does not increase the footprint (total disturbed area) of the
existing facility;
3. The new installation complies with the radio frequency emission requirements of
the Federal Communications Commission;
4. Garfield County Board of Commissioners has approved the existing facility during a
public hearing in which the public and interested persons were given the
opportunity to express their opinions regarding the request.
