The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all me and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a pennit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plwnbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P .H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.

Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professibnal stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section : 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located

Dear Mr. Sharpe:
The Architectural Control Committee ("ACC"), Oak Meadows Ranch
·Subdivision, has reviewed and approved your Application, including the most recent
plans and specifications submitted, for construction of a single family residence on Lot
35, 0281 Old Midland Spur.
Please comply with the attached ACC Rule 14, concerning Construction
Requirements_, and in particular take all necessary measures to guard against damage to
the roadway during construction activities. Also, construction is to be completed within
one year oftoday's date. In addition, the. Oak Meadows Homeowners Association
requires that construction activity occur between the hours of 7 a.m. to 6 p.m., Monday
through Saturday, and 10 a.m. to 5 p.m. on "Sunday, Also, please note the attached ACC
Rule 7.15 regarding exterior lighting.

7.14.2 Fences shall:

7.15 Lighting
7 .15.1 Exterior lighting shall be the minimum necessary and directed downward
so as to prevent glare on adjacent properties.

Private ~ells and individual septic systems are prohibited.
8. LOT RESTRICTIONS
8:1 Lot 36.
TJ":le drainage control structure on the west side of lot 36 may be altered, upon approval
byACC, so long as such alteration affords equivalent protection to Jots 36 and 47. The
drainage easement shall not exceed the dimensions of the drainage control strudure.
Access to utility hook-ups for lot·37 shall be preserved as an easement for the benefit of
lot 37.
8.2 Lots 42 And 43.
The 20' roadway between Jots 42 and 43 is an emergency access easement and ·shall
be kept free of par:ked vel)icles. Such roadway may be used for private access from the
Old Midland Spur to Jots 42 and 43. No other uses of such roadway are permitted.

12.3 On sloping sites, areas uphill and downhill of the structure shall include fire
prevention measures, as specified in CSFS #143-691, beyond 30' of any
structure.
13. LANDSCAPE
13.1 Landscaping shall be designed to blend with and complement the natural
vegetation of the adjacent commons area. Use of natural vegetation is

14. CONSTRUCTION REQUIREMENTS
14.1 Requirements ·Gemerally
During construction of a~y structure or improvement, the lot owner and contractor are
responsible for conducting work so as to minimize hazards, offsite impacts and
inconvenience to other residents of the subdivision. In particular noise, dust, trash
accumulations and unsightliness shall be minimized. ·
14.2 Trash and Debris
During the course of construction of or modification to any permitted structure or
improvement, the lot owner shall be fesponsible for ~he containment. and the timely
removal of all refuse, garbage arid trash. Trash' arid debris shall be contained in a
dumpster or other suitable contain-ment structure. Roadside ditches and gutters,
adjoining and neighboring lots and commons areas shall be kept clear of construction
-;; debris and tr~sh. Dumpsters shall be confine_d within ·property boundaries.

(iii) Remove dumpster or other trash containment structures;
(iv) Clean and/or repair culverts, roadside ditches or gutters damaged or
impacted by construction activity;
{v} Repair roadway where damaged by construction activity.
14.7 .2 Return of the deposit may be requested by the lot owner or contractor
after construction has been completed and site clean up has occurred.
ACC shall return such deposit, in whole or in part, after determination that
construction is completed as required and in conformance with ACC
approvals, and that such deposit is no longer necessary for the purposes
specified in Section 14.7.1, (i)-(v), above.
14.7.3 If ACC determines, after inspection, that the deposit is needed for clean
up or repairs to the construction site, notice of such determination shall be
given to the owner, or owners contractor, together with a statement of the
unsatisfactory cendition(s). The owner shall be requested to address
such unsatisfactory condition(s) within a specified period of time, not to
exceed 30 days. The owner may request a meeting with the ACC for
purposes of reviewing' the ACC determination and requirements as to the
unsatisfactory condition(s). If ACC determines that such unsatisfactory
condition(s) have not been corrected within tf:te specified time period, the
deposit shall be used to address the unsatisfactory condition to the extent
possible. The person who made the deposit shall be advised, in writing, at
the address provided in the Application, of the forfeiture of the deposit.
14.7.4 Provided, the ACC shall not assume responsibility for clean up or repairs
to any site in excess of the amount of the deposit.
14.7 .5 Interest on the deposit , if any, shall be retained by the ACC and may be
utilized for associated administrative costs, such as mailing.
14.8 Damage to Roadway
In addition to the col'lstruction deposit, as provided in 14.7. above, Declarant or ACC
may. assess, to any.lot owner causing such damage, the cost of rj;!pairs for damage to
roadways resulting from construction equipment or activity.

Retaining Walls
Dear Jason:
At your request, I conducted a site visit of the new Sharpe residence located on Lot 35, Filing 4B of the Oak
Meadows Subdivision. The purpose of the review was to review the construction techniques for the n:taining
walls located behind the structure.
Canyon Engineering was responsible for the site dcv~lopment plan and the structural design of the Sharp
residence. The site plan required the construction of four retaining walls, each wall approximately 4' high. The
site plan did not include construction detail of the retaining walls. The: contractor choose to construct the
retaining walls utili~ng 6"x6" treated wood landscape timbers.
On December lOth I met on site with Jason Neuman of Neuman Construction to review the construction details
that he used to construct the wall. Based on my conversations with him. it is my opinion that the walls were
constructed in a manner that is appropriate for the site conditions using techniques that are typical for retaining
walls of this height. His design included tiebacks that in my opinion are adequate to resist passive earth
pressures. The construction details that he choose to use for the connection of the timbers is appropriate for n
wall of this type and height
