A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay ofthe permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24'"' and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All ofthe above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each comer of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. The necessary permits have been applied for and received to perform this work and all abatement will be completed in accordance with State laws and by a licensed contractor. Penetrations permitted by Exceptions 3 and 4 of Section 707.2 shall comply with Sections 712.4.1 through 712.4.4 . 98 Exception : Penetrations located within the same room or undivided area as floor openings are not required to huve a shaft enclos ure in accordance with Exception 1, 2, 5, 7, 8 or 9 in Section 707.2 . 712.4.1 Through penetrations. Penetrations in a single concrete floor by steel, fer- 0 ~ rous or copper conduits, pipes, tubes and vents with a maximum 6-inch ( 152 mm) nominal diame- ter provided concrete, grout or mortar is installed the full thickness of the floor or the thickness re- quired to maintain the fire-resistance rating. The penetrating items with a maximum 6-inch ( 152 mm) nominal diameter shall not be limited to the penetration of a single concrete floor provided that the area of the penetration does not exceed 144 square inches (0.0929 m 2). 3. Electrical outlet boxes of any material are pennit· ted provided that such boxes are tested for use in fire-resistance-rated assemblies and installed in accordance with the tested assembly. 712.4 .1.1 Fire-resistance-rated assemblies. Penetra- tions shall be installed as tested in an approved fire-resis - tance-rated assembly. 712.4.1.2 Through-penetration fircstop system. Through penetrations shall be protected by an approved through-penetrution ftrestop system installed and tested in accordance with ASTM E814orUL 1479. with a min-I imum positive pressure differential ofO.O I inch (2.49 Pa) of water. TI1e sys tem shall have an F rating and a T rating of not less than I hour but not les s than the required rating of the floor penetrated. Exception: Floor penetrations contained and located within the cavity of a wall do not require a T rating. 712.4.2 Membrane penetrations. Penetrations of mem- branes that are part of a fire-resistance-rated horizontal as- sembly shall comply with Section 712.4.1.1 or 712.4.1.2. Where floor/ceiling assemblies are required to have a mini- mum 1-hour fire-resistance r..1ting , recessed fixtures shall be installed such that the required fire resistance will not be re- duced. Exceptions: I . Membrane penetmtions by steel , ferrous or copper conduits, electrical outlet boxes, pipes. tubes, vents, concrete, or masonry-penetrating items where the annular space is protected either in ac- cordance with Section 712.4.1 or to prevent the free passage of flame and the products of combus- tion. I. 711.3.1 Ceiling panels. Where the weight of lay-in ceiling panels, used as part of fire-resistance-rated floor/ceiling or roof/ceiling assemblies, is not adequate to resist an upward force of lib/ft." (48 Pa), wire or other approved devices shall be installed above the panels to prevent vertical displace- ment under such upward force. 711.3.2 Access doors. Access doors shall be permitted in ceilings of fire-resistance-rated floor/ceiling and roof/ceil· ing assemblies provided such doors are tested in accordance with ASTM E 119 as horizontal assemblies and labeled by an approved agency for such purpose . 711.3.3 Unusable space. In !-hour fire-resistance-rated floor construction, the ceiling membrane is not required to be installed over unusable cmwl spaces. In 1-hour fire-resis- tance-rated roof construction , the floor membrane is notre- quired to be ins talled where unusable attic space occurs above. 711.4 Continuity. Assemblies shall be continuous without openings, penetrations or joints except as permitted by this sec- tion and Sections 707.2, 712.4 and 713. Skylights and other penetrations through a fire-resistance-mted roof deck are per- mitted to be unprotected, provided that the s tructural integrity of the fire-resi stance-rated roof construction is maintained. Un- protected skylights shall not be permitted in roof construction required to be fire-resistance rated in accordance with Section 704.10 . The supporting construction shall be protected to af- ford the required fire-resistance rating of the horizontal assem- bly supported . 711.5 Penetrations. Penetrations through fire-resistance-rated horizontal assemblies shall comply with Section 712. 711.6 Joints. Joints made in or between fire-resistance-rated horizontal assemblies shall comply with Section 7 I 3. The void created at the intersection of a floor/ceiling assembly and an ex- terior curtain wall assembly shall be protected in accordance with Section 713.4. 711.7 Ducts and air transfer openings. Penetrations by ducts and air transfer openings shall comply with Sections 712 and 716. SECTION712 PENETRATIONS 712.1 Scope. The provisions of this section shall govern the materials and methods of construction used to protect through penetrations and membrane penetrations. 20031NTERNATIONAL BUILDING CODE® FIRE-RESISTANCE-RATED CONSTRUCTION 712.2 Installation details. Where sleeves are used, they shall be securely fastened to the assembly penetrated . The space be- tween the item contained in the sleeve and the sleeve itself and any space between the sleeve and the assembly penetrated shall be protected in accordance with this section. Insulation and coverings on or in the penetrating item shall not penetrate the assembly unless the specific material used has been tested as part of the assembly in accordance with thi s section . 712.3 Fire-resistance·rated walls. Penetrations into or through fire walls, tire barriers, smoke barrier walls, and fire partitions shall comply with this section. 712.3.1 Through penetrations. Through penetrations of fire-resistance -rated walls shall comply with Section 7 12 .3.1.1 or 712.3 .1.2. Exception: Where the penetrating items are steel, fer- rou s or copper pipes or steel conduits, the annular space between the penetrating item and the fire -resis· tance-rated wall shall be permitted to be protected as fol - lows: I.
