an authorized agent. If the signature below is not that of the Owner, a separate letter of authority, signed by the
Owner, must be provided with this Application.
legal Access . A Building Permit cannot be issued without proof of legal and adequate access to the property for
purposes of inspections by the Building Division.
Other Permits. Multiple separate permits may be required: (11 State Electrical Permit, (2) County ISDS Permit, (3)
another permit required for use on the property identified above, e.g. State or County Highway/ Road Access or a
State Wastewater Discharge Permit.
Vold Permit. A Building Permit becomes null and void if the work authorized is not commenced within 180 days of
the date of issuance and if work is suspended or abandoned for a period of 180 days after commencement.

I hereby certify that I have read this Application and that the information contained above is true and correct. I
understand that the Building Division accepts the Application, along with the plans and specifications and other
data submitted by me or on my behalf (submittals), based upon my certification as to accuracy. Assuming
completeness of the submittals and approval of this Application, a Building Permit will be issued granting
permission to me, as Owner, to construct the structure(s) and facilities detailed on the submittals reviewed by the
Building Division. In consideration of the issuance of the Building Permit, I agree that I and my agents will comply
with provisions of any federal, state or local law regulating the work and the Garfield County Building Code, ISDS
, regulations and applicable land use regulations (County Regulation(s)). I acknowledge that the Building Permit
may be suspended or revoked, upon notice from the County, if the location, construction or use of the structure(s)
and facility(ies), described above, are not in compliance with County Regulation(s) or any other applicable law.

COMMERCIAL OR MULTI-FAMILY BUILDING PERMIT APPLICATION CHECKLIST
In order to understand the scope of work intended and to expedite the issuance of a permit, it is
important that complete information be provided . Please review this document to determine if you have
adequate information to design your project and to facilitate a plan review.
APPLICATION FORM: Please make sure the following information is provided on the application .
• Parcel number obtained from the County Assessor's Office.
• Job address (assigned physical address).
• Legal Description: lot, block, filing, subdivision or tract, section, township and range .
• Owners name, mailing address, phone, fax, or cell.
• Contactors name, mailing address, phone, fax, or cell.
• Architect/Engineer's name, mailing address, phone, fax or cell.
• Building size, height, number of stories, lot size .
• Use of building (commercial)
• Class of Work (new, addition, alteration, repair, demo, move, other)
• Description of work.
• Type of heating (natural gas, propane, electric, other)
• Sewer system (Community or ISDS), also see other items below.
• Garage (attached or detached)

OTHER ITEMS:
• If you anticipate obtaining a water-tap from the City of Rifle, please provide a letter indicating that
the City will provide water service. (Required to submit building permit application).
• ISDS requires a septic permit application to be submitted with the building permit application.
• A separate electrical permit must be obtained from the State of Colorado Electrical Board .
• At the time of building permit submittal, you are required to show proof of legal and adequate
access to the site. This may include proof of right to use a private easement, County Road &
Bridge permit, or Colorado Department of Highway permit, including a Notice to Proceed . The
County Road & Bridge Department can be reached at 970-625-8601.
• If you anticipate excavating or grading prior to issuance of a building permit, you will be required
to obtain a separate grading permit.
• If you belong to a Homeowners Association , it is your responsibility to obtain written approval, if
required .
• Provide copies of any Resolutions and/or Land Use Permits associated with this property.
• Projects with more than 1 o occupants require plans sealed by a Colorado Licensed Design
Professional. Occupant load shall be calculated by IBC Table 1004.1 .1.
• A Colorado State Licensed Electrician and Plumber must perform installation and hook-ups.

BUILDING PLANS : 2 sets of plans must be submitted . Plans must be 18"x24" minimum size, complete,
identical , legible, and to scale . Certain projects may also require a third copy of the plans be submitted to
the local Fi re District for review prior to permit issuance. All plans will be checked at the counter for
completeness. If any of the required information is missing, the building permit application cannot be
accepted .
SITE PLAN: Please make sure the following information is provided on the site plan .
• Property address/legal description .
• North Arrow and Scale on each page.
• Show all property lines, building envelopes, flood plain, and easements.
• Provide setback distances from boundaries, buildings, septic, well, and waterways .
• Location and direction of the county or private road and driveway accessing the property .
• Proposed and existing structures include sheds, barns, decks, patios, and any other buildings.
• Existing and proposed grade, positive drainage around structure (to be contained on site).
• Streams, rivers, creeks, springs. ponds and ditches.
• Existing and proposed wells , septic tanks, leach fields, and other systems . (if applicable)
• Retaining walls (engineer stamped detail required for walls over 4 ft, measured from bottom of
footing to top of wall).
NOTE : Any site plan depicting the placement of any portion of the structure within 50 feet of a property
line or not within an established building envelope shall be prepared. stamped, and signed by a licensed
surveyor. For structures to be built within a building envelope, provide a copy of the recorded subdivision
final plat with the proposed structure located in the building envelope.
COVER SHEET:

ARCHITECTURAL PLANS: Please provide the following information on the arch itectural plans.

State Licensed Design Professional stamped plans.
• Minimum 4 elevations (N,S,E,W)
• Floor plans for each level including dimensions and scale noted.
• Clearly label each room or space (office, storage, mechanical, elevator, etc).
• Wall types; clearly labeled and referenced . Identify all fire resistive wall construction .
• Construction details for all fire resist ive elements referenced on floor plans and cross sections.
Include wall, floor/ceiling, roof/ceiling, shaft wall assemblies, and structural frame . Provide the fire
resistive listing number referenced on each assembly detail. (ex. UL P123)
• Window & door sizes , types , and operation and direction of swing noted on the floor plan .
• Specify roof slope/pitch, roof covering, and siding materials.
• Energy design specifications/details for R-values, LI-factors , and SHGC's per IECC .
• Stair and guard details specifying rise, run , height and spacing .
• Accessibility; show compliance with accessibility requirements for all elements of the building per
IBC, Chapter 11 and ICC/ANSI A 117.1, ADA, FHA, and UFAS.

• Energy design calculations and details verifying compliance with the 2009 IECC .
• Floor plans for each level showing size, location and materials of all ductwork, plenums, return
and outside air intake registers.
• Size and location of all combustion air ductwork and openings.
• Size, type and termination of all gas appliance flues and vents.
• Location of all fire and combination smoke/fire dampers.
• Equipment schedule for all mechanical equipment (boiler, furnace, exhaust fans, etc).
• Commercial kitchen hood location , hood and duct sizes, CFM calculations .
PLUMBING PLANS: Please provide the following information on the plumbing plans.
• Per C.R.S. 12-4-112; Structures designed with an occupant load exceeding 10 require Colorado
State Licensed Engineer stamped plans .
• Floor plans for each level showing D\fl/\/ layout and sizing, materials, slope and sewer location .
• Water piping materials, length and size of pipe , water meter location , fixture unit demands,

Building Permit Application Narrative
OXY USA wrP LP (OXY) is pursuing a Building Permit for an all-weather enclosure located on a
permitted water impoundment pond site (Pond G) in Garfield County. The inflow meter cement pad
foundation was previously installed on the site. The proposed site is located on private property,
owned by OXY USA wrP LP, approximately 15 miles north ofDeBeque, Colorado.
Description
The proposed all-weather building for the existing Pond G inflow meter is located at the Pond G
Water Jmpoundment Site (Pond G). Pond G was an approved land use change for a water
impoundment in 2013. The Land Use Change Permit and Resolution is included in the subject
Commercial Building Permit Application. The meter is a turbine meter used to measure inflow into
Pond G for operational activities and monitoring. The cement pad and equipment are at the same
location that was detailed in the original land use Site Plan. Removal of existing equipment will not
be required for the construction of the proposed building. The site is 14.88 acres and is located
within the 7732 acre parcel. An access road to the site location is maintained and owned by OXY.
The inflow meter pad was installed on a graded site location when the site was constructed. The
inflow meter is located at LAT 39.526485 N, LONG-108.228779 W. The location of the proposed
building will be constructed at an elevation of 8330 feet above sea level.
The galvanized all-weather enclosure Is 14 feet by 21 feet and the height is 10 feet. The snow load is
75 pounds per square foot and was calculated for elevation greater than 7000 feet above sea level.
The building was designed for high winds and is certified for winds up to 115 mph. Roof materials
are noncombustible and the steel all-weather enclosure has been designed to be non-combustible.
The building will provided protection to the existing inflow meter. The building will be constructed
on the existing cement pad and rebar will be installed to provide support for the proposed building.
Building details are depicted in the Building Engineering Figures and foundation specifications are
shown in the Foundation Drawings, located in the Application.
The proposed building meets required setbacks of the Resource Lands-Plateau zone district and
applicable Garfield County building requirements.
The structure will be not occupied. Personnel will only access the building for maintenance or
repair activities as needed. Skylights will be installed to allow light in the building. Steel all-weather
enclosure engineering drawings are provided in the application ..
Purpose and Need
The purpose of the all-weather building will be to provide the inflow meter, necessary for the
operation of the permitted Pond G water impoundment. protection from weather and outside
elements. Pond G supports existing wells in the Cascade Creek field and the completion of future
wells on Cascade Creek acreage for the Mesa, Valley, and Logan Wash areas. The Pond G site is
critical to OXY's ability to produce natural gas in Garfield County.

The Pond 10 site is approximately 14.88 acres and will be southerly located on parcel 2169-214-
00-026, in the Southeast% of the Northwest% of Section 16, Township 6 South, Range 97 West of
the 6th Principal Meridian, Garfield County. The site is located within OXY's operating Cascade
Creek field. The subject parcel is approximately 7732 acres. OXY USA WTP LP, the applicant, is the
owner of the property and the sole owner of mineral rights for the subject parcel. The subject
parcel is zoned resource lands-gentle slopes. All adjacent parcels are zoned resource lands or public
lands.

Sjte Plan
A Site Plan is provided on a 24 X 36 inch sheet and within the Building Permit Application binder.
Architectural Plans
The architectural and engineering plans are detailed in the Engineering Drawings provided in the
application.
Structural Plans
Foundation Drawings are provided in the application. Drawings, prepared by a professional
engineer, detail the foundation and other structural aspects of the proposed foundation. The
existing cement pad will be modified to support the proposed building.
A soil reports is provided in the Application. The soil report was completed for the Pond G land use
application.
Mechanical Plans
Mechanical Plans are not applicable to the subject steel all-weather building. The building will be a
cover to protect an existing inflow meter from weather conditions. No mechanical plans are
associated with the proposed cover. The proposed building will not have occupants nor will it
contain heating elements, ductwork or appliances.
plumbjng Plans
The building will not require any plumbing. The building is not attached to the existing inflow
meter and equipment, approved as part of Resolution 2013-77. The proposed building will not have
occupants. Any plumbing associated with the meter has been previously installed and located
below ground.
Electrical Plans
The electJical plans are not necessary for the subject Application . The proposed building is a cover
and will not require electrical power. The existing inflow meter and equipment, approved as part of
Resolution 2013-77, provides operational information from the Water lmpoundment; however
electrical lines will not be attached to the building. Installation of the proposed steel building will
not cause any interference with the existing underground electrical lines . The proposed building
will not have occupants.
