Please review this document to determine if you have adequate information to design your project and to facilitate a plan review. APPLICATION FORM: Please make sure the following information is provided on the application . • Parcel number obtained from the County Assessor's Office. • Job address (assigned physical address). • Legal Description: lot, block, filing, subdivision or tract, section, township and range . • Owners name, mailing address, phone, fax, or cell. • Contactors name, mailing address, phone, fax, or cell. • Architect/Engineer's name, mailing address, phone, fax or cell. • Building size, height, number of stories, lot size . • Use of building (commercial) • Class of Work (new, addition, alteration, repair, demo, move, other) • Description of work. • Type of heating (natural gas, propane, electric, other) • Sewer system (Community or ISDS), also see other items below. • Garage (attached or detached) • Driveway permit (please see other items below) • Valuation (labor and materials) OTHER ITEMS: • If you anticipate obtaining a water-tap from the City of Rifle, please provide a letter indicating that the City will provide water service. (Required to submit building permit application). • ISDS requires a septic permit application to be submitted with the building permit application. • A separate electrical permit must be obtained from the State of Colorado Electrical Board . • At the time of building permit submittal, you are required to show proof of legal and adequate access to the site. This may include proof of right to use a private easement, County Road & Bridge permit, or Colorado Department of Highway permit, including a Notice to Proceed . The inflow meter cement pad foundation was previously installed on the site. The proposed site is located on private property, owned by OXY USA wrP LP, approximately 15 miles north ofDeBeque, Colorado. Description The proposed all-weather building for the existing Pond G inflow meter is located at the Pond G Water Jmpoundment Site (Pond G). Pond G was an approved land use change for a water impoundment in 2013. The Land Use Change Permit and Resolution is included in the subject Commercial Building Permit Application. The meter is a turbine meter used to measure inflow into Pond G for operational activities and monitoring. The cement pad and equipment are at the same location that was detailed in the original land use Site Plan. Removal of existing equipment will not be required for the construction of the proposed building. The site is 14.88 acres and is located within the 7732 acre parcel. An access road to the site location is maintained and owned by OXY. The inflow meter pad was installed on a graded site location when the site was constructed. The inflow meter is located at LAT 39.526485 N, LONG-108.228779 W. The location of the proposed building will be constructed at an elevation of 8330 feet above sea level. The galvanized all-weather enclosure Is 14 feet by 21 feet and the height is 10 feet. The snow load is 75 pounds per square foot and was calculated for elevation greater than 7000 feet above sea level. The building was designed for high winds and is certified for winds up to 115 mph. Roof materials are noncombustible and the steel all-weather enclosure has been designed to be non-combustible. The building will provided protection to the existing inflow meter. The building will be constructed on the existing cement pad and rebar will be installed to provide support for the proposed building. Building details are depicted in the Building Engineering Figures and foundation specifications are shown in the Foundation Drawings, located in the Application. The proposed building meets required setbacks of the Resource Lands-Plateau zone district and applicable Garfield County building requirements. The structure will be not occupied. Personnel will only access the building for maintenance or repair activities as needed. Skylights will be installed to allow light in the building. Purpose and Need The purpose of the all-weather building will be to provide the inflow meter, necessary for the operation of the permitted Pond G water impoundment. protection from weather and outside elements. Pond G supports existing wells in the Cascade Creek field and the completion of future wells on Cascade Creek acreage for the Mesa, Valley, and Logan Wash areas. The Pond G site is critical to OXY's ability to produce natural gas in Garfield County. The site is located within OXY's operating Cascade Creek field. The subject parcel is approximately 7732 acres. OXY USA WTP LP, the applicant, is the owner of the property and the sole owner of mineral rights for the subject parcel. The subject parcel is zoned resource lands-gentle slopes. All adjacent parcels are zoned resource lands or public lands. Architectural Plans The architectural and engineering plans are detailed in the Engineering Drawings provided in the application. Structural Plans Foundation Drawings are provided in the application. Drawings, prepared by a professional engineer, detail the foundation and other structural aspects of the proposed foundation. The existing cement pad will be modified to support the proposed building. A soil reports is provided in the Application. The soil report was completed for the Pond G land use application. Mechanical Plans Mechanical Plans are not applicable to the subject steel all-weather building. The building will be a cover to protect an existing inflow meter from weather conditions. No mechanical plans are associated with the proposed cover. The proposed building will not have occupants nor will it contain heating elements, ductwork or appliances. plumbjng Plans The building will not require any plumbing. The building is not attached to the existing inflow meter and equipment, approved as part of Resolution 2013-77. The proposed building will not have occupants. Any plumbing associated with the meter has been previously installed and located below ground. Electrical Plans The electJical plans are not necessary for the subject Application . The proposed building is a cover and will not require electrical power. The existing inflow meter and equipment, approved as part of Resolution 2013-77, provides operational information from the Water lmpoundment; however electrical lines will not be attached to the building. Installation of the proposed steel building will not cause any interference with the existing underground electrical lines . The proposed building will not have occupants.
