A foundation inspection may be scheduled if work is completed. As outlined on the field set of plans, once ail the conditions of permit are satisfied, then a final inspection on the temp office trailer can be performed and a CO issued. A separate building permit application must be submitted for the permanent shop building as a condition of permitting the temp office trailer. It is my understanding, when the permanent shop building receives a CO, then the temporary trailer must be removed. Thanks for bringing the permit fees to my attention. I mistakenly calculated the valuation based on square footage rather than on a manufactured structure and foundation system. The manufactured structure permit fee is $400.00, foundation system (crawl) is $252.86, penalty fee is $153.25, totaling $806.11. The total amount paid is $2,336.64, therefore generating a refund of $1,530.53. I will immediately forward this correction for processing of a refund. Please extend my apologies to Tri-State Trucking. Regarding the penalty fee, the building department has been very consistent with charging all parties who perform work without a permit. I do have a few questions on behalf of Tri-State. 1. As this is a Colorado Division of Housing "blue tag" unit, would they just need to call the inspection line number and ask for a "final" to have the anchoring inspected — code 125? 2. The permit fee amount was surprising to Tri-State. I see the per square foot valuation is $106.56. Do all Type B commercial structures list this as a square foot valuation, whether or not the structure is a temporary or permanent use? The agreement Tri-State has with Garfield County is that this structure can only be used until a certificate of occupancy is issued for the permanent shop building. 3. Regarding the penalty fee — I see that R108.6.1 of the building code says "Work being done without a permit will be subject to a fee or penalty equal to the permit fee." Is this an automatic penalty that is assessed in every situation when work has been done without a permit? Can a request be made to have the penalty assessment waived? If you wish to perform maintenance outside of a structure an amendment to the SUP would be necessary. A determination of no substantial change could not be found (due to the nature of the modification) therefore the Major Impact Review process would be required. If you would like specifics regarding this discussion — particularly code requirements, resolution requirements, sections of the original application which clearly discuss the maintenance structure, etc. please let me know and l can provide that. I thought it best to give a brief answer to start and provide additional documentation later if you need it. To date, the following has been accomplished: Tri State immediately ceased work on any equipment immediately and right away began to work on the SUP. Landscaping: 32 trees have been planted as per the approved plans. A 1050' chain link fence with green barrier material has been erected. The temporary office building (modular) was properly permitted and anchored per Garfield County review and approval. Documentation of the unit (CDOH sticker) was provided. The "night watchman" is no longer on the property. In consideration of Tri -State's efforts in coming into compliance with the County's requirements, I would ask that some thought be given to the following: Whether there would be any flexibility in allowing Tri-State to perform light maintenance, such as greasing trailers and trucks, changing oil, and other minor maintenance. Considering the fact that the barrier/sight obstructing fence has been constructed, no one would be able to notice this light maintenance activity. Further, Tri-State is requesting allowance to keep the modular unit on-site until such time as the construction is completed on the permanent structure. The modular is proposed to be served by vault and haul water and sanitation. After having discussed this issue with the both Fred Jarman and Andy Schwaller, the County find this acceptable if: 1. A building permit is obtained for the modular unit, with submittal occurring within the next week to ten days. 2. The temporary vault and haul scenario will require a septic permit. 3. The building permit for the truck maintenance shop must be submitted within the next four to six weeks. 4. Removal of the modular will be required upon completion of the truck maintenance structure.
